INDICATIVE MINIMUM THRESHOLD FORMULA Average of the share of: • Gross national income, averaged over the past six years • Cumulative GHG emissions, averaged data since 1850 and since 1990 Scaled up or down based on whether GHG emissions per capita are above or below the average emissions of sample group.
