Staff Report on the Alamo
Heights Pool
2. Summary
• Pool is in need of significant repairs due to
age
• Leased to Rick Shaw since early 1990s
• Repairs needed for pool drain, plaster, tile
and related pool equipment including filter,
motors, etc.
3. Background
• Estimate of repairs is $600K, provided by a consultant
of Mr. Shaw – this is to the pool and related equipment
only
• Other considerations aside from pool repairs are
current ADA regulations
• Cost of repairs alone may generate additional
upgrades by city codes depending on scope of work
• Bathrooms, office, concession area and pool
equipment house also aged significantly and in need of
repair
4. Background
• No cost analysis of this project has been completed
by the city
• A consultant / engineer will probably be necessary
to form a more detailed cost analysis
• The city must submit an RFQ / RFP if council
chooses to move forward
• Biggest short term issue before moving forward is
the extension of a new lease from COSA
5. Fiscal Impact
• Council has several options for financing this
project including:
1. Certificate of Obligation Bonds
2. General Obligation Bonds
3. CIED funds
4. General Fund
• To re-coup remodel costs – consider increasing
lease fees paid by Mr. Shaw – currently $30K / yr.
6. Next Steps
• Secure an extension of a new long term lease
• Staff seeks council input for this project
