Regular Protection and Law Enforcement <ul><li>Creation of TF MARLEN </li></ul><ul><li>The TF MARLEN – Task Force Marine and Apo Reef Law Enforcement for Nature </li></ul><ul><li>It is a Multi-Sectoral Marine Law Enforcement Team created to undertake law enforcement and related activities within the Municipal Waters of Sablayan and Apo Reef Natural Park. </li></ul><ul><li>It was initially organized on September 2004. </li></ul><ul><li>It was Officially organized and created on July 26, 2006, by virtue of Executive Order No. 02, Series of 2006, issued by the Honorable Mayor Godofredo B. Mintu. </li></ul><ul><li>The TF MARLEN Manual of Operation </li></ul><ul><li>The TF MARLEN Manual of Operation, entitled as “BATAYANG GABAY ng TAGAPAGPATUPAD NG BATAS PAMPANGISDAAN (Task Force MARLEN)” was produced, completed and approved on June 20, 2006 through the initiative of WWF-Philippines in collaboration with the LGU Sablayan and DENR-ARNP PAO. </li></ul><ul><li>This Manual of Operation shall serve as guide of the TF MARLEN and the Bantay Dagat in the execution of their important task in the enforcement of laws for the conservation and protection of the marine resources of Sablayan, Occidental Mindoro. </li></ul>

Regular Protection and Law Enforcement <ul><li>TF MARLEN Operations </li></ul><ul><li>Resource Protection and Law Enforcement </li></ul><ul><li>Fifteen (15) boats together with its crews on-board were apprehended since the Task Force was initially organized in 2004. </li></ul><ul><li>Fifteen (15) Cases were also filed in court against the offenders and four (4) cases were already decided in favor of the Government </li></ul><ul><li>Sixty-two percent (62%) decreased in the records of Illegal Fishing activities in the area were observed since the Task Force was organized in 2004. </li></ul><ul><li>Regular Patrolling </li></ul><ul><li>Regular weekly shifting TF MARLEN composed of DENR, LGU, Philippine Army, PNP and Bantay Dagat was mobilized for Apo Reef. </li></ul><ul><li>The LGU Sablayan provided the following logistics in support to the operation of TF MARLEN at Apo Reef: </li></ul><ul><li>Food Provision for the members of Task Force </li></ul><ul><li>Equipment such as boats, radios </li></ul><ul><li>Fuel and Other Lubricants </li></ul><ul><li>Other Field Supplies </li></ul>

Regular Protection and Law Enforcement <ul><li>Declaration of No-Take-Zone Policy of Apo Reef Natural Park </li></ul><ul><li>PAMB’s Actions on No-Take-Zone Policy </li></ul><ul><li>Reviewed the results of Biodiversity Monitoring System as basis of the board for the declaration of no-take-zone policy. </li></ul><ul><li>The Local Chief Executive of Sablayan, Hon. Godofredo B. Mintu challenge the PAMB to take preferential action for the closure of Apo Reef in fishing. </li></ul><ul><li>The PAMB declared the NO-TAKE-ZONE POLICY of Apo Reef to any fishing activities, under Resolution No. 005, S. of 2007, dated June 20, 2007, w/c was signed/approved by its Chair, RED Vicente S. Paragas. </li></ul>

Regular Protection and Law Enforcement <ul><li>Declaration of No-Take-Zone Policy of Apo Reef Natural Park </li></ul><ul><li>PAMB’s Actions on No-Take-Zone Policy </li></ul><ul><li>Finally, the board enacted the PAMB Ordinance No. 001, Series of 2007, declaring the “No-Take-Zone Policy” and providing guidelines for its implementation in order to protect, conserve and preserve the terrestrial and marine resources of Apo Reef and its buffer zone for the benefits of present and future generations . </li></ul><ul><li>The PAMB w/ Mayor Mintu were able to solicit the support of the Mayor’s League of Occidental Mindoro. The Mayor’s League, during their meeting on July 11, 2007, supported the PAMB’s action for the declaration of fishing ban or no-take-zone policy of Apo Reef Natural Park. </li></ul>
