• Mandates a free, appropriate public education (FAPE) for children and
youth with disabilities.
• Two parts: Part B – for students with disabilities 3 -22 years of age; Part C –
infants and toddlers with disabilities from birth to age 3. ( In VA, if child is 2-
3 yrs of age parents can chose Part B or Part C Part C is the Department

12. 2004 IDEA revisions
• IDEA, 2004 revised the definition of Assistive
Technology DEVICE by adding an exception.
The NEW definition EXCLUDES a medical
device that is surgically implanted or the
replacement of such a device. Such devices are

19. What does accessibility mean?
• Mentioned in both IDEA, 2004 and The AT Act, 2004
• IDEA, 2004:
– “AT devices and services are used to maximize accessibility for children with
disabilities.”
– AT ACT, 2004
– “access to technology”
BOTH allows alterations to an individual’s situation in
order for that individual to use technology.
THIS changes everything when making decisions about
AT in public schools!
