This document discusses proposals for a community-driven Wi-Fi network in downtown Raleigh as an alternative to the current city-run system. It outlines the benefits of a grassroots approach over the existing tax-payer funded network, including lower installation and maintenance costs by spreading expenses across users. Potential funding models involving local businesses and non-profit administration are proposed to keep the network free for public use.
