21. NEW SITE DEVELOPMENT (NSD)
CONCEPT AND
APPROACH
NSD is implemented through collaboration between the Local Government (provision of clean and
clear land of minimum 2 ha area) and Ministry of Public Works and Housing (MPWH) for provision of
housing units (financed through national budget) and infrastructure (financed through ADB loan)

26. OPERATIONAL AND
MAINTENANCE
To ensure sustainability, the management of NSD uses rental
mechanism in which the beneficiaries will contribute IDR
89.000/HH/month for OM of the infrastructure. The
Management Board will collect the rental retribution and
manages it for the OM activities.
The rental rate is consider to be much cheaper than their
living cost in previous location which was approximately IDR
500.000/HH/months
27. POST-RELOCATION DEVELO
An illustration of squatter area development by the Local Government of Bima City in
collaboration with JICA in Kelurahan Paruga, an inspection road with public open
space was designed to be built on the riverside of Padolo River
As part of post-relocation
development plan, the
Local Government of Bima
City committed to restore
the land use on the slum
and squatter areas to
prevent the emergence of
new slums. To address the
squatter area, after the
beneficiaries are
relocated to NSD location,
the squatter area will be
transformed into an
inspection road with
public open space on the
riverside of Padolo River.

29. LESSON LEARNED ON COMMUNITY CONTRACT
GENDER RESPONSIVE INFRASTRUCTURE
Kelurahan Jatibaru is located on a hilly
topography with a slope of 15 to 35 degree in
which houses and infrastructure were below
the standard quality condition . NUSP-2
facilitated the upgrading of roads, road
railing, public open space.
Through the NUSP-2, the community take
benefit from the upgraded road not only to
bring clean water but also to use it as a sport
track safely and comfortably.

30. PUBLIC OPEN SPACE
The community of Kelurahan Jatibaru innovated to use a land on the hillside
as a Public Open Space. The Public open space was built in FY 2018 through
community contract.
The community members including children use the public open space to
socialize as a cheap and safe recreational place with beautiful scenery.

33. KEEPING SUSTAINABLE QUALITY SETTLEMENT
WITH LOCAL WISDOM "CAFI SIDI SAMBIA“
The slum alleviation in Kelurahan Jatiwangi was
carried out by involving various parties, one of
which is NUSP-2 Program. NUSP-2 facilitated the
upgrading of roads, road railing, drainage system,
waste management system, and street lighting.
NUSP-2 has succeeded in reviving the local wisdom
"Cafi Sidi Sambia" which means sweeping (cleaning)
in every morning and late afternoon, such activity is
very useful to maintain sustainability.The neighborhood road in Kelurahan Jatiwangi
