1. Issue: A Peaceful Northern Ireland?
a) Study Sources A and B
How similar are the sources? Explain your answer. (6m)

2. Identify similarities or/and differences with 2-3
insufficient support
Similarity
Both sources describe violence in Northern Ireland.
There were many people killed in the street.
Difference

Similarly, Source B describes the IRA murdering two
sappers.
OR
Difference
Source A and B give different reactions of the violence
in North Ireland.
Source A describes the man in the street not welcoming
the violence.
2
3. Source B on the other hand, describes how rioters
fired gunshots and hurled bombs in protests.
4. Identify valid similarities AND differences with 5
support from source content
5. Identify valid differences in purpose 6
Source A’s purpose is to provide a biased account of the
violence in Northern Ireland. It merely describes how
two soldiers and two deliverymen were killed in the
incident. It also claimed that the man in the streets the
welcome is unwelcome and that the deputy first
minister and denied the IRA’s right to restart the war.
Therefore, it portrays to the people of Northern
Ireland that the situation in there is still under control
so that do not need to panic.
However, Source B’s purpose is to provide an objective
account of the violent incident in Northern Ireland. It
provides various cases of violence and describes how
rioters protested in the street. It hopes that the
international community will step in to intervene the
situation before it escalates further.

4. b) Study Source C
Why do you think Martin McGuinness made this comment? Explain your
answer. (5m)
Level Descriptor Marks
1 Invalid message 1
2. Identify valid messages with limited or no support 2-3
Martin McGuinness made this comment to promote the peace
process institution. He described it as being ‘stronger and more

3. Identify valid messages with support 4
Martin McGuinness made this comment to promote the peace
process institution. He describes it as being ‘stronger and more
stable’. He also hopes that the community will not be plunged into
mayhem again.
4. Level 3 + Identify purposes 5
Martin McGuinness was a ex-IRA leader who is now the deputy
first minister. As he was in an interview with an Australian
newspaper, he may be trying to portray to the world that the
situation in Northern Ireland is still under control and that the
peace process institution is doing a good job. He wants to convince
other countries to support the peace process in Northern Ireland
and make them believe that the violence then is short-lived.

5. c) Study Source D
How useful is this source as evidence to prove that the IRA is committed to
decommission its weapons? Explain your answer.
(7m)
Level Descriptor Marks
1 Useful or not useful with weak support/provenance 1-2
It is useful as the source clearly state that IRA units have
been ordered to dump their arms as quickly as possible.
OR
It is not useful as it is from IRA themselves.
2. Useful with content support 3-4
It is useful as the source clearly state that IRA units have
been ordered to dump their arms as quickly as possible. IRA
had even been instructed to assist the development of purely
political and democratic programmes through peaceful means.
3 Questions the purpose thus usefulness of the source 5
This source is from the IRA themselves. Its possible may be
to give a false impression to the world that they are sincere
about making peace in Northern Ireland. Therefore it is not
useful.
4. Cross-references to show useful/ not useful 6-7
Source D is not useful as it only claims by the IRA to dump (award
arms as quickly as possible in 2005. 7 marks
for 2
If we cross-reference to Source A, we see the recurrence of cross-
violence in Northern Ireland whereby the IRA killed two referen
soldiers and two delivery men ces)
OR
If we cross-reference to Source B, we see murders of two
sappers. Tensions and anger have risen in Northern Ireland
since the killings. There were also rioters firing gunshots and

6. d) Study Source E
How far does this source prove that peace in Northern Ireland is impossible?
Explain your answer.
(7m)
Level Descriptor Marks
1 Answers with weak support/ provenance 1 - 2
Yes, as the cartoon says that people of the IRA are
murderers.
OR
No, as it is from a British cartoonist.
2. Prove with content support 3-4
Yes, as the cartoonist is trying to say that people of the IRA
are murderers. We can see from the masked member of IRA
with the caption ‘Licence to kill’. He portrays the IRA as
murderous and violence. Therefore it is impossible to have
peace in the country.
4 Answers that questions the purpose of source 5
No, it does not prove. The purpose of this source is to accuse
the member of the IRA as being murderers, therefore
blaming them for all the violence in Northern Ireland. It
hopes to convince other countries that Britain bears no
responsibilities for the violence. It does not prove that peace
is impossible in NI
5. Cross-references to prove or not prove 6-7

Issue: A Peaceful Northern Ireland?
Background Information
After decades of negotiation, mutual tension and protest, the British government’s
attempts to bring peace and normalisation back to Northern Ireland finally concluded
during the Good Friday Agreement in 1998. However, this peace process
agreement which was signed in Belfast in 10 April 1998 was short-lived. Many
7
8. problems still remain. Violence has flared up again and again. The IRA splinter
groups have rejected the peace efforts and caused mayhem in Northern Ireland yet
again in recent years. Are the people in Northern Ireland never going to experience
peace again in their homeland?
Source A: Violence in Northern Ireland as reported in a newspaper article, 19 March
2009
In a drive-by shooting, the Real IRA killed two soldiers and two pizza deliverymen.
Within days, the Continuity IRA claimed responsibility for a professionally executed
sniper attack on a policeman. These incidents have shaken Northern Ireland anew.
Even ex-IRA heavyweight and now the deputy first minister, Martin McGuinness,
told the BBC that he denied the Real IRA’s right to restart the war. This time,
however, the man in the street has also expressed in no uncertain terms that this
violence is unwelcome.
Source B: An Australian newspaper report on the killings of two policemen in
Northern Ireland, 14 March 2009
The murders of sappers Mark Quinsey, 23, and Cengiz 'Patrick' Azimkar, 21, were
claimed by the Real IRA (Irish Republican Army), a dissident republican group, the
first such killings for over a decade. Tensions and anger have risen considerably in
Northern Ireland since the killings, which were followed barely 48 hours later by the
shooting of police constable Stephen Carroll by another paramilitary group,
Continuity IRA. Rioters fired gunshots and hurled bombs in protests in the streets.
Source C: Martin McGuinness, an ex-IRA leader and the current deputy first
minister in an interview with an Australian newspaper, 19 March 2009
"The (peace process) institutions are, in my opinion, stronger and more stable now
in the aftermath of the killings than they were before," he said during a St Patrick's
Day visit to the White House. "We are not going to allow our community to be

whatsoever."
Source D: A statement issued by the IRA in July 2005
All IRA units have been ordered to dump arms as quickly as possible. All have
been instructed to assist the development of purely political and democratic
programmes through exclusively peaceful means.
