GCARD 3
• EFARD was well represented – Chair, VC, ES and members
– Scaling up and out was discussed in EFARD 2015. New methodologies
for identifying scaling use cases and more research and dialogue with
experts and potential beneficiaries for fine-tuning the scaling
exercises.
• EFARD leadership on Theme 1 – From Research to Impact
– Assemble the ingredients to make and serve a nice piece of cake
• (short) Debate scaling up, out… not only rhetorical: but to account for the fact that change does
not only proceed by extrapolating some local success stories everywhere ; development is not
a linear process; tensions exist between scaling up and impact at scale, learning to scale and
learning while scaling and accountability (of stakeholders and to partners and government etc)
• Through case studies and global initiatives - what should be taken into account in order go to
scale; first identify the expected ambition at the level we want to impact, Identify Conditions
right from the design of technology: partnership, capacity building, monitoring and evaluation
and learning
6. 08/02/2010
GCARD 3
• Priorities - Food and nutrition security, climate change, green economy /non-
renewable energy, jobs/new business opportunities
• Impact (economic, environmental, social) is important at all levels; local,
national, regional, global. We must impact on small holder farmers.
• Scaling-up (know the tipping points? Can we identify? WE SHOULD PLAN)
– What – research, process, outputs (e.g. technologies)
– How – alignment & partnerships e.g. research & civil society, policy,
academia; site integration, country coordination, capacity development,
communication
– M&E – document (success & failure).
• Keywords – Research, innovation, partnerships, capacity building, learning,
communication, accountability
