Hali ya Upatikanaji wa Maji Vijijini, WSDP
1. Hali Halisi ya Sekta ya Maji:
Hali ya upatikanaji wa maji vijijini
pamoja na mipango ya serikali za
kuongeza huduma za maji
2. Yaliyomo
• Changamoto zilizopo katika sekta ya
maji
• Mpango wa serikali na wafadhili
kudhibiti changamoto hizi (WSDP)
• Uendeshaji wa WSDP hadi sasa
3. Hali ya Upatikanaji wa Maji Vijijini
• Upatikanaji wa maji vijijini hauongezeki, unashuka
6. Tatizo la Uendelevu
• 54% ya vituo vya maji vijijini
vinafanya kazi
All Waterpoints (including
non-functional points)
Functional Waterpoints Only
7.
8. Average coverage
Nzega District
• Sehemu nyingi vituo vya maji ni vingi, sehemu
nyingine ni chache
• Na miradi mipya huenda kwa walio na vituo vingi
Less than half (40%) of new funding going to
wards with below average coverage
Tatizo la Usawa
9.
10. Tatizo la Uwajibikaji
• Development partners less hands-on
• Weak demand-side accountability pressures
• Result: an “accountability gap”
• An underlying cause of equity and
sustainability challenges
– Equity: Voices of under-served communities not
being heard
– Sustainability: Local government not being held
accountable for keeping WPs functional

17. Status of WSDP – 2007-2010
• Launched in March 2007
• Funds flowing since 2007
• Two main activities in rural areas:
– “Quick win” projects
– Design consultants – 10 villages per district
18. Mgogoro
• Ambassador Hertz:
– "We do hope that this water sector review will
result in decisions which allow the DPs to release
committed funds to the water basket. Further
damage to the reputation of the WSDP and the
water sector should be prevented.“
• Minister Mwandosya:
– "I submit that, my dear development partners,
the glass is half full."
19. Ukosefu wa Fedha kwa Mradi ya Maji Vijijini
• Fedha zimetumika nyingi ku-design
• Zimebaki chache kwa ajili ya ujenzi
• Wafadhili hawapo tayari kuongeza fedha
• Matokeo yake:
– Wananchi wa vijiji 1,300 (10 kwa kila
wilaya) vimeahadiwa miradi mipywa ya
maji, lakini hawatapata.
20. Madhara yake kwa wananchi
• Matamshi ya Mtumishi Mmoja wa Wizara:
– “We are not scaling down. We have raised hopes in 1300
villages and we will follow through on this.”
– “The so-called 10 villages per district will definitely have to
be reduced, to 4 or 6, since it seems the funding will not
be available.”
• Ufafanuzi:
– Takribani vijiji 800 vilivyoahadiwa maji havitapata
– Takribani watu 2,000,000 waliahadiwa maji hawatapata
21. The future
• Miradi ya maji vijijini:
– Fedha zitaongezwa?
– Vijiji vitakavyotolewa kwenye WSDP ni vingapi?
– Ni vijiji vipi?
– Vitachaguliwaje?
• WSDP itaendelea baada ya 2012?
Haijulikani!
