Дипломатическая миссия США в Казахстане и Гражданский Альянс, при поддержке университета
КИМЭП, продлевают принятие заявок на участие в Тех Форуме Центральная Азия (TFCA) на участие для
граждан Казахстана, Киргизии и Узбекистана до 7 мая.
ТехФорум Центральная Азия – это международный молодежный форум, нацеленный на обучение
молодежи технологическим навыкам, которые могут принести пользу обществу. TFCA соберет вместе
100 участников из семи стран Центральной Азии, Пакистана и Афганистана для участия в двухдневном
интерактивном форуме. Участники Форума овладеют навыками использования низкозатратных или
бесплатных технологий для улучшения общества. Молодые сотрудники НПО, волонтеры,
предприниматели и энтузиасты в сфере социальных медиа приглашаются для участия в ТехФоруме,
который будет проходить в Алмате с 14 по 16 июня, в КИМЭП.
Участники Форума будут работать в небольших группах непосредственно с экспертами в области
технологий из США, Великобритании, России, Казахстана, Индонезии и Пакистана. На тренингах

2. участники научатся использованию новых онлайн технологий для набора сотрудников, проведения
фандрайзинга, развития своей организации, использования данных, использования и дизайна мобильных
приложений, использования технологий для дистанционного обучения и многим другим навыкам.
Подтверждено участие следующих тренеров в Тех Форуме: Саманта Бэрри (Великобритания). Эксперт в
области мультимедиа, молодежным медиа, Твиттер, Фейсбук будет вести обсуждение написания
сценария для радио, продюсирования, проведения интервью и редактирования. Евгения Ким
(Казахстан) будет вести семинары по использованию компьютерных технологий для сбора и анализа
данных, использованию облачных технологий, социальному Интернету, социальной коммерции,
креативным и техническим аспектам онлайн маркетинга и мобильным приложениям. Основатель Coin-a-
Chance Хэнни Кусумавати (Индонезия) поделится своим опытом в создании коммуникационной
стратегии и программ, развитии идей кампании и фандрайзингу. Урож Зиа (Пакистан) будет вести
семинары по мэппингу и цифровому повествованию. Среди других известных спикеров Онг Хок Чуанг
(Индонезия), президент и основатель Maverick, одной из самых успешных PR-компаний в Юго-
Восточной Азии и Калсун Лахани (США), основатель Invest2Innovate. Стас Игнатов (Казахстан), один из
основателей самой крупной блог-платформы в Центральной Азии (YVision), также выступит с
презентациями на TFCA.
Другие подтвержденные участники представляют HTC, Frontline SMS, Take Back The Tech и Институт
развития инноваций. TFCA – международный форум, поэтому будет проводиться на английском и
русском языках.

Position Summary
IREX seeks a Chief of Party to direct a USAID-funded Collaborative Governance Program in Kyrgyzstan. The
purpose of this project is to foster effective collaboration between civil society and the government of Kyrgyzstan
to deliver services, resulting in a more responsive and accountable government and a credible, sustainable civil
society. The Chief of Party is the senior leadership position with overall responsibility for meeting program
objectives. The program will include three components:
• Promotion of Government Support for Social Procurements
• Capacity Building Support
• Civic Advocacy and Government Oversight
The position is contingent on funding.
Duties & Responsibilities
• Provide vision and strategic direction for the program
• Develop and implement a plan of activities to meet program objectives
• Develop and maintain effective partnerships with local civil society organizations
• Serve as primary liaison with the donor
• Coordinate with local, regional and international organizations active in the civil society sector
• Manage and mentor project staff
• Coordinate with home office

Qualifications

3. • Relevant experience in managing similar civil society programs in complex environments, with a
minimum of 8 years in a senior management position in a program of similar magnitude to CGP.
• Excellent negotiation, conflict prevention and resolution skills and the ability to lead and build
consensus, cooperation, and coalitions among individuals with competing interests.
• Technical experience in several of the following areas: lobbying, advocacy, coalition-building, grant
management, media relations, and organizational capacity building.
• Experience mentoring local staff and organizations and transferring skills and knowledge.
• Experience working in civil society in Kyrgyzstan or the Central Asian region strongly preferred.
• Ability to coordinate with other donor programs on civil society and seek synergies, and
complementarities to maximize results.
• Experience managing USAID projects as Chief of Party preferred.
• Demonstrated capabilities in developing excellent collaborative working relationships with counterparts,
international organizations, and donors is strongly preferred.
• Demonstrated ability to lead and develop staff, manage budgets and plan strategically and creatively to
meet specified objectives.

4. IREX seeks an Education Specialist for a USAID-funded Collaborative Governance Program in Kyrgyzstan. The
purpose of this project is to foster effective collaboration between civil society and the government of Kyrgyzstan
to deliver services, resulting in a more responsive and accountable government and a credible, sustainable civil
society. The Education Specialist will focus on the creation of a university level curriculum which will provide
training for a professional workforce that is going to assume leadership and management roles within Civil
Society Organizations (CSOs).
Eligibility: Citizens of Kyrgyzstan preferred
The position is contingent on funding.
Duties & Responsibilities:
• Work with the program team to ensure the project achieves projected results
• Provide technical and managerial support to the program team
• Assist in developing annual work plans
• Assess the relevance of current post-secondary curriculum to the capacity building needs of individuals
seeking employment in the local non-profit sector and conduct market research of its workforce needs.
• Engage the Ministry of Education to understand better the workforce needs of civil society employers
and nonprofit marketplace for employment
• Develop and engage a consortium of universities (including those located outside of Bishkek) to support
the establishment of a curriculum relevant to a civil society workforce that can be sustained through
enrollments.
• Qualifications
• Minimum 5 years experience with working on capacity building with civil society organizations and
curriculum development
• Experience designing or reformatting university level courses such as non-profit accounting, NGO law,
civic activism, human rights, public health, or other relevant courses
• Experience working with Ministries of Education in establishing standards for a baccalaureate program
• Experience working on donor-funded programming required, USAID preferred

The Finance & Grants Manager will support the Chief of Party in meeting program objectives and will be
responsible for oversight of project finances and grant-making activities.

Duties & Responsibilities:
• Assure that the program meets all IREX, USAID and Government of Kyrgyzstan requirements relative
to USAID funds accountability and operations within Kyrgyzstan
• Negotiate agreements with sub-grantees and subcontractors, and provide financial managing and

• Provide finance support to grantees as necessary
• Ensure that all procurement is in compliance with U.S. government regulations

должности координатора программы «Общественное здравоохранение»
Цель программы:
Изменение устоявшихся общественных норм, мешающих представителям уязвимых групп населения
пользоваться правами на доступ к медицинским и социальным услугам, через поддержку мероприятий,
направленных на эдвокаси за прозрачность и эффективность услуг и бюджета здравоохранения.

6. Основной задачей координатора программы является содействие директору программы в организации и
проведении программных мероприятий в соответствии с утвержденной стратегией развития программы
на соответствующий год и утвержденным бюджетом, осуществление взаимодействия с местными и
международными партнерскими организациями и другими программами Фонда.
Обязанности
• Содействие директору программы в разработке концепции и стратегии программы, подготовка
рабочих документов;
• Организация текущей и итоговой оценки деятельности программы;
• Подготовка и проведение программных мероприятий;
• Составление бюджетов; подготовка договоров с поставщиками услуг;
• Прием и консультирование посетителей, подготовка письменных ответов;

Требования к кандидатам
Квалификация/навыки
• Степень магистра предпочтительно в области социальных наук/прав человека/бизнес
администрация;
• Опыт работы в международных организациях или НПО по координации проектов и программ;
• Глубокое понимание вопросов, связанных с ВИЧ/СПИДом, психическим здоровьем, правами
пациентов, доступом к медикаментам, мониторингом бюджета, ролью СМИ в здравоохранении;
• Отличные аналитические навыки;
• Отличное знание разговорного и письменного английского и русского языков (знание кыргызского
языка является преимуществом);
• Способность работать автономно, прозрачно и ответственно; инициативность;
• Способность работать внутри сети Фондов Открытого общества и приверженность его
ценностям;
• Умение выдерживать множество крайних сроков и расписаний;
• Отличные коммуникативные способности;
