covers a wide range of activities of maintenance, projects, contracts, HSE, operations and the final post was Chairman and Managing Director of the
maintenance and overhaul work in the Egyptian Railways. The last assignment was a project to upgrade the workshops in terms of equipment,
personnel competency, quality and quantity. The challenge was to utilize the existing personnel of 5000 workers, engineers and administrators. We
set a plan of spare parts procurement, change the workers attitude to work and to be loyal to the new company, set a plan to upgrade the workshop
machinery and tooling’s, upgrade the HSE awareness of the staff. We managed to gradually improve the performance of the workshop in terms of
quantity

quality.

I was loaned from the ministry of Petroleum to the ministry of transport to assist in the change of management that started in
2006 to restructure the Egyptian National Railways. My responsibility included but not limited to upgrade the Egyptian
Railways to restore an acceptable safe performance level after ages of negligence that resulted to too many accidents/incidents,
non compliance with safety regulations, 50 % of the rolling fleet was unavailable, the operation service was unacceptable, its
cargo transport market share dropped from 20 % to 3 % and the annual finance defect was around one billion Egyptian pound.
During the last 6 years where I worked as Chairman for a company in the Egyptian Railways workshop, I had to take the
responsibility of establishing the HSE system from scratches since the HSE awareness was very much behind and actually

always a major concern of any Minister since he is more and above a serious threat to his post. I would like to assure that a
safety regulatory policy is available with ENR and it is very close to the British one since the British who introduced Railway
Industry into Egypt, The existing policy would be probably needed to update to cope with the too many changes happened but
the most important parameter is the leadership, adherence, control, reinforcement and etc. The matter is not so simple as the
sentence may indicate, but Safety is a global management system starts from ENR Chairman till the crossing guard, Any
International Safety Management System includes too many elements differs slightly from industry to other but they are
common in one element which is leadership that is always number 1, When Booz Allen Hamilton launched the restructure
scheme, the management of change have not been fully successfully because the Human Resource development have not been
changed at the same pace.

Because of real existence in ENR I have been through most of the difficulties and obstacles preventing or delaying the change and the development. My previous
presence in ENR, would be useful to effectively contribute to collect the necessary data and to carry out the initial assessment required to determine the gap
between the present and the target, then we can accordingly develop the plan including all the required activities and resources to achieve the objectives,
following completing the detailed and knowing the requirement, we would be able to phrase the Twining Project terms of reference on the EU template with
proposed technical assistance required and budget, the project will naturally include the proposed workshops with all stakeholders to have all feedback and
input, so the final output should be produced in full agreement of all involved parties who be in the future responsible of the implementation
