Description

I was loaned from the ministry of Petroleum to the ministry of transport to assist in the change of management that started in
2006 to restructure the Egyptian National Railways. My responsibility included but not limited to upgrade the Egyptian
Railways to restore an acceptable safe performance level after ages of negligence that resulted to too many accidents/incidents,
non compliance with safety regulations, 50 % of the rolling fleet was unavailable, the operation service was unacceptable, its
cargo transport market share dropped from 20 % to 3 % and the annual finance defect was around one billion Egyptian pound.
During the last 6 years where I worked as Chairman for a company in the Egyptian Railways workshop, I had to take the
responsibility of establishing the HSE system from scratches since the HSE awareness was very much behind and actually

below zero, which makes all work operation at high risk. HSE department was established reported directly to me with mostly

last 3 years due to the difficulty to hire an experienced HSE Manager, I had to act as HSE manager in addition to my main

workers and the indicators of the upgrade in term of accidents/incidents did gradually improve, the most important of this
achievement that I got personal satisfaction to my career, our great success that we managed to change the attitude of the
workers to make the HSE as daily management system and it is a built in part of the job responsibility of each worker, so I am
confident to apply for your post
It is worth to mention that I have had the chance to attend the restructure transformation of ENR from Cost Centre Organization
to three profit centre business units and outsource all noncore services to separate companies. The issue of Safety has been
always a major concern of any Minister since he is more and above a serious threat to his post. I would like to assure that a
safety regulatory policy is available with ENR and it is very close to the British one since the British who introduced Railway
Industry into Egypt, The existing policy would be probably needed to update to cope with the too many changes happened but
the most important parameter is the leadership, adherence, control, reinforcement and etc. The matter is not so simple as the
sentence may indicate, but Safety is a global management system starts from ENR Chairman till the crossing guard, Any
International Safety Management System includes too many elements differs slightly from industry to other but they are
common in one element which is leadership that is always number 1, When Booz Allen Hamilton launched the restructure
scheme, the management of change have not been fully successfully because the Human Resource development have not been
changed at the same pace.
Please note that two certificates in my training list include two specific courses in Safety Management System by one of the
most credible institutes in HSE in USA.

I was assigned within my global responsibility of the business development manager to establish training department to meet our clients training needs. The
training department following a market survey has been established and managed to be unique and attractive in selecting the courses subjects, instructors with
practical background and change the methodology of conducting the courses to include more exercises and real practical problems to motivate participants to
interact and make the courses more informative as well as enjoyable. We managed to introduce the Competency Gap Analysis technique to determine the exact

4. My prospective to undertake the assignment
Because of real existence in ENR I have been through most of the difficulties and obstacles preventing or delaying the change and the development. My previous
presence in ENR, would be useful to effectively contribute to collect the necessary data and to carry out the initial assessment required to determine the gap
between the present and the target, then we can accordingly develop the plan including all the required activities and resources to achieve the objectives,
following completing the detailed and knowing the requirement, we would be able to phrase the Twining Project terms of reference on the EU template with
proposed technical assistance required and budget, the project will naturally include the proposed workshops with all stakeholders to have all feedback and
input, so the final output should be produced in full agreement of all involved parties who be in the future responsible of the implementation

HSE department was established reported directly to me with mostly fresh graduate engineers that we had to send them for class room training and on the job training in oil companies. During the last 3 years due to the difficulty to hire an experienced HSE Manager, I had to act as HSE manager in addition to my main assignment as chairman of the company. I think we managed to achieve gradual progress with upgrading the awareness of 5000 workers and the indicators of the upgrade in term of accidents/incidents did gradually improve, the most important of this achievement that I got personal satisfaction to my career, our great success that we managed to change the attitude of the workers to make the HSE as daily management system and it is a built in part of the job responsibility of each worker, so I am confident to apply for your post It is worth to mention that I have had the chance to attend the restructure transformation of ENR from Cost Centre Organization to three profit centre business units and outsource all noncore services to separate companies. The issue of Safety has been always a major concern of any Minister since he is more and above a serious threat to his post. I would like to assure that a safety regulatory policy is available with ENR and it is very close to the British one since the British who introduced Railway Industry into Egypt, The existing policy would be probably needed to update to cope with the too many changes happened but the most important parameter is the leadership, adherence, control, reinforcement and etc. The matter is not so simple as the sentence may indicate, but Safety is a global management system starts from ENR Chairman till the crossing guard, Any International Safety Management System includes too many elements differs slightly from industry to other but they are common in one element which is leadership that is always number 1, When Booz Allen Hamilton launched the restructure scheme, the management of change have not been fully successfully because the Human Resource development have not been changed at the same pace. Please note that two certificates in my training list include two specific courses in Safety Management System by one of the most credible institutes in HSE in USA. Welcome and introductory remarks from the conference Chair Strategies and ideas for rolling stock maintenance to minimise cost and improve efficiency http://www.meedconferences.com/rail/Agenda.aspx?dayId=2628 GCC RAIL INTEROPERABILITY, MOVING TOWARDS A SINGLE GCC RAILWAY SYSTEM.. Workshop Leader: Essam Selim, Independent Consultant, former Chairman, Egyptian National Railways (EGYPT) 4. My prospective to undertake the assignment Because of real existence in ENR I have been through most of the difficulties and obstacles preventing or delaying the change and the development. My previous presence in ENR, would be useful to effectively contribute to collect the necessary data and to carry out the initial assessment required to determine the gap between the present and the target, then we can accordingly develop the plan including all the required activities and resources to achieve the objectives, following completing the detailed and knowing the requirement, we would be able to phrase the Twining Project terms of reference on the EU template with proposed technical assistance required and budget, the project will naturally include the proposed workshops with all stakeholders to have all feedback and input, so the final output should be produced in full agreement of all involved parties who be in the future responsible of the implementation 5.
