INTRODUCTION
- Since the founding of Egyptian coordination of rights and
freedoms in the first of August in 2014, it has been
monitoring all violations of the Egyptian citizen, in social,
economic and political rights in an impartial, away from any
affiliation or bias, because human rights now in Egypt has
become a thorny and complicated issue to a large extent. It is
difficult to understand the optimal, because the size of the
violations exceeded. The quantity and quality - all the
conclusions and expectations.
- This phenomenon deserve to stop, because what there are in
Egypt of a significant deterioration in human rights file, which
exceeded all violations carried out by the previous regimes.
- The desire of some parties to the current authority in the
suppression of its opponents, violation of the Egyptian
citizen's rights and the violation of rights in natural life and
human dignity.
- In the face of this phenomenon, the coordination must take position subjected to the violated
rights of citizens and what is a waste of all their rights and freedoms constitutional and legal,
guaranteed by the Constitution, laws and treaties ratified by Egypt, trying hard to educate
Egyptian society of their rights, to get awareness community with deep and vigilant towards his
rights, which got lost in the absences practices existing authority, and assist in the installation of
a culture of human rights in the mentality and heart and conscience Egyptian society, which is
the cornerstone of building and primary Nations progress and growth toward a bright future, to
become a part of the culture of the community.

respectively from the first to tenth of current August, for the first half of the year 2015, and was

METHODOLOGY OF THE REPORT
These reports methodology has adopted to collect daily information, within the "monitoring unit"
of the coordination, a unit which connected to the coordinating team of human rights activists and
lawyers at all the Republic, to monitor all violations against the Egyptian citizen rights, and follow-
up websites and official publications.
EXECUTIVE SUMMARY
- It has been monitoring that 1023 Egyptian citizen are been enforced disappearance during
the first half of 2015, this total is possible only monitored and documented cases, not all
cases among extremely difficult circumstances surrounding the monitoring and
documentation processes.
- It has been monitoring some torture operations against longer than 361 victims which could
be monitored and documented, and which constitute a crime by security authorities in
Egypt to all sections of the people in its different forms, including all professions and ages,
even children and the elderly.
- It also has been monitoring, the suffering of the press and media in the reporting period, in
many of the violation axes, most notably was "extrajudicial killings", where they were
monitoring (tow case) as a new killing, to addition for those who killed since June 10, 2013,
there are to become 12 dead, they total death toll of the press since June 30 2013, there are

three cases of serious injuries, and the issuance of provisions journalists was (2 death
sentence, 17 life sentence and 36 cases arrest, including 7 women journalists, unlike the 3

- The violations are varied during the past six months in Egyptian prisons, especially in two
prisons - Under consideration – Alakrab "heavily guarded" and Wadi El Natroun prison
complex (1, 430 and 440).
- It has been monitoring referral of 207 cases of the civil courts to military courts in which
4328 Egyptian citizen civilians being tried, from different segments, Sunni and professional
quality, of women, children, youth, the elderly, and men.
- The thinkers and pillars scientific and intellectual, of doctors, engineers, lawyers, journalists,
media practitioners and all professionals in Egypt suffered from sequential series of human
rights blatant violations, which threaten primarily the credibility and fairness of the current
system and undermine the rule of law.
- The children under 18 years exposure for directly violations inside the detention centers and
care homes and spotted 78 cases were practiced against them direct operations sexual
assault, and more than 948 cases of physical torture just in Central Security camps, and had
spotted More Than 10 cases of children under 18 were killed inside the prisons and
headquarters of detention and care homes in Egypt.

- It has been monitoring that - during the reporting period - 98 girls and women in detention
and arbitrary detention by the security authorities, on different periods, in addition to 4
cases of enforced disappearance not appear yet, not to mention the 3 cases of extrajudicial
killings, it has also been monitoring the first death sentence on a woman, "Ms. / Samaia
Shanan", as well as has been monitoring report of women and girls subjected to military
trials. According to the report Cairo occupies the largest number in cases of arrested by 51
woman detained.
- It has been monitoring that 157 cases of suicide actually occurred, other than the cases just
suicide attempts, and was bailed out.
A SUMMARY OF SOME ISSUED REPORTS
1) Enforced Disappearance of citizens:
The ECRF has been monitoring violations against human rights, especially actions of Enforced
disappearance of citizens which started from the middle of 2014 and did not finish until this
moment. This original sin becomes wider by the time and brings Disasters for Egyptians.
It was not by chance but accurate mythology by security services in order to muzzle their Political
opponents or to cover the actions of torture which became too widespread to kill innocent people.
During the first half of 2015, there were 1023 citizens of Egyptians who gradually subjected to
enforced disappearance as we observed. In January 2015 as an example, there were 44 cases of
enforced disappearance, reached to 91 cases in February, increased to 160 cases in March, then
228 cases in April, and we were surprised to increase rates of those cases too terribly to become
393 cases in May, turned into 278 cases in the mid-year in June. In fact, those cases are not all
cases, but what we could observe during the period from January 1, 2015 until June 30, 2015,
midst extremely difficult Circumstances Surrounding by actions of monitoring and documentation
with threats and security tracking for all employees in human rights fields in Egypt, including
militants and civil society organizations.
Northern and central governorates of the republic have more cases of enforced disappearance , as
an example , there are 293 cases in El-gharbia governorate, 152 case in Al-beher, then 108 case in
Cairo, and 75 cases in Kafr Al-Sheikh , 71 cases in Giza ,54 cases in Alexandria, 50 cases in El-
Sharkia, 45 cases in Bort Saeed, 41 cases in Dakahlia , 32 cases in Qalyubia , 29 cases in Beni Suef,
26 cases in Domiat , 21 cases in Menoufia, 14 cases in Fayoum, 10 cases in Suez and Sohag too, 5

cases in Qena , 8 cases in Minya and Assiut too, 4 cases in Aswan and Ismailia too , two cases in
Luxor, and what we could observe in the northern Sinai was 5 cases.
2) Torture:
(Bitter reality and Just hopefully morrow), this is the life in Egypt now after the events of June 30
2013, rights and freedoms become corny, the human person becomes the least value in this
country. So we worked on this report to explain the volume of torture which located on Egyptian
citizens by members of the police forces and the army during the time period of this report. So
that, "Egyptian coordination of rights and freedoms" "Have observed and explained some
governorates that torture systematically takes place:
54 cases in Dakahlia, 45 cases in Aswan, 41 cases in Al-sharkia, 35 cases in Cairo, 45 cases in Giza,
25 cases in Alexandria, 19 cases in Damietta, 17 cases in Bor saaed, 14 cases in Qaliubiya, 10 cases
in Al-gharbia, 10 cases in Fayoum, 10 cases in Minya, 7 cases in
Al-behera, 4 cases in Qena, 3 cases in Assiut, two cases in Beni Suef and Suez too, 18 cases in other
governorates.
According to this observing we made sure and proved that , this heinous crime did not practices
towards specific individuals or specific professions but practices towards all detainees .And we
have observed an assault on some Employees as follow:
A Managing Director, 3 university professors,3 lawyers, 8 Engineers, 8 professionals, 5 journalists,
5 doctors, 6 teachers, 3 overseers, 2 pharmacists, 5 accountants, 8 workers, 46 who works in
business free, two traders, 8 of university graduates, 23 girls , 17 minor children and 88 university
students .
According to what has been mentioned, we could make it clear that, this crime which located on
sections of the people in its various forms by Security forces, is not limited a specific vocation or a
specific category but hurt everybody without exception, till we found out Cases of an assault on
girls and minor children in The headquarters of detention.
3) Press and media:
The press has suffered in this period a lot of violation most notably at all is the extrajudicial killings,
where it has been monitoring two cases of a new killing, as well as the fabrication of charges
against innocent in the case of / Mayada Ashraf, and try to remove the charge of the police,
despite the testimony of witnesses, so the death toll from the press 12 killed. There is the death

During the period January / June 2015

injuries there are 3 cases of serious injuries, which means the absence of any standards of safety

photographers, in accordance with the novels of all the injured.
One of the main violations pictures, judgments fabricated charges to journalists amounted to two
death sentences between them one attending, and 17 life sentences, and with respect to arrest
and detention has been monitoring the temporary detention for 36 cases, including seven women
editors, and arbitrary detention continues to now against 17 others, as well as arrest and released
pending fabricated cases for 16 cases, this other than enforced disappeared for 3 cases did not
appear to now. It is unfortunate that many of the arrests begins enforced disappearance then
torture and fabricate charges.
As well as – other forms of the violations - the increasing cases of arbitrary dismissal media
institutions in the recent period since the beginning of 2015, under the name of cost-cutting, this
other than violations inside prisons and poor conditions and denial of treatment.
4) Violations of prisons: Violations varied during the past six months and even now in Egyptian
prisons, especially in two Alakrab "heavily guarded" and Wadi El Natroun prison complex (prison1,
prison 430 and prison 440).
1- Violent physical torture.

3- Prevention of visits and correspondence.
4- Prevention of food and water.
5- Cutting off electricity in the dungeon.
6- Failure to provide any medical care.
7- Prevention of imprisoned - in most cases - to complete his study, and refused to attend
examinations.

9- Cancel - most - times of exercise and exit from dungeon.
10-The lack of adequate ventilation in the dungeon.

During the period January / June 2015
Violations varied during the first six months of this year against the Egyptian citizen, and most
notably was the military trials of civilians, in violation of the Constitution and the law and all
international conventions binding the Egyptian state, which the Egyptian state considers part of its
constitution in accordance with the articles of the Egyptian Constitution.
It has been monitoring that referral the 207 issue for military courts in cases of all their
competence in the criminal and civil justice, courts in which 4328 Egyptian citizen civilians being
tried, from different segments, Sunni and professional quality, of women, children, youth, the
elderly, and men.
Coordination has documented 181 cases full details, but there are 26 cases incomplete details due
to the lack of detailed information about them.
There are more than 20 women from various governorates, and more than 139 children from
young children and students, as well as of various categories of people, according to what we
documenting of the total.
The number of detainees from the university professors more than twenty, the number of
students increasing for 290 students, more than 120 teacher, over 30 doctors, over 50 engineers,
more than 20 lawyers, over 20 imams and Azharites, there are more than 206 members of
professional associations from the various professionals, and so in all classes of people.
One of the most important violations of defendants to eliminate military in the period of the
investigation and had been monitored are tortured inside the investigations offices, non-presence
of a lawyer with him during the investigation, not to be informed by the date of the investigation,
preventing lawyers from access to the records of investigations and file the case once and for all,
and bring the accused to investigate with them in non-dates investigations advertised and failure
to notify his lawyer. Military prosecutors did not issue any decision to release any accused,
whether for lack of charge or the fall of the confinement order.
6) Violations against children, on the edge of the abyss:
The Egyptian coordination of Rights and Freedoms emphasizes the principles of the universal
declaration of the child's rights provides for the protection of children by all possible means and
ways against all types of violations. The new Egyptian constitution emphasizes at Article 79 that:
"The state is committed to establishment of a judicial system for victims children, witnesses, and
shall not be asked him as criminal accountable or detained him except in accordance with the law

today. We find that the security services to children is also further violation of article 31 of the
Standard Minimum Rules for the Treatment of Prisoners, which stipulates: "Corporal punishment
and sentence the situation in a dark cell, and any cruel, inhuman or degrading treatment or
punishment, totally banned as disciplinary punishment".

inside the detention centers and care homes, and spotted 78 cases were practiced against them

7) The intellectuals of Egypt under siege:
The thinkers and pillars scientific and intellectual, of doctors, engineers, lawyers, journalists, media
practitioners and all professionals in Egypt suffered from sequential series of human rights blatant
violations, which threaten primarily the credibility and fairness of the current system and
undermine the rule of law.
The coordination spotted different forms of violation spotted in 6 cases of extrajudicial killing, two
deaths in prisons as a result of medical negligence, 3 cases tortured to death, and 3 serious injuries
during the exercise of their profession. There are unjust sentences between 57 death sentences
and 27 life sentences, and the provisions of other varying degrees of dozens, other than trial of 466
"professional" in military trial, unlike the Constitution and the law, in addition to more than 87
cases of arbitrary detention, and 84 cases of enforced, and more than that. Other than violations

treatment and denial of basic human rights (food, medication, exercise, visits, books,
correspondence and many more).

8) Violations against Egyptian women:
It has been monitoring that - during the reporting period - 98 girls and women in detention and
arbitrary detention by the security authorities, on different periods, in addition to 4 cases of
enforced disappearance not appear yet, not to mention the 3 cases of extrajudicial killings, it has
also been monitoring the first death sentence on a woman, "Ms. / Samaia Shanan", as well as has
been monitoring report of women and girls subjected to military trials. According to the report,
Cairo was occupies the largest number in cases of arrested by 51 woman detained, who they have
been detained at different time and then have been released. There are 62 woman detained until
now in the prison in 2015.
9) Suicide cases in Egypt:
The suicides continued on the rise, in the period since January 2015 until 2 august 2015, in
accordance with it has been monitoring that 157 cases of suicide actually occurred, other than the
cases just suicide attempts, and was bailed out. A man is the owner of the largest number of
suicide cases, where the number of cases of females in the four months 29 cases by 18.47 %, while
the number of cases of men 128 by 81.5 %, and the largest proportion of suicide cases of suicide in
young people age between ( 18 -35 ) reached 83 cases by 52.87 %.
RECOMMENDATIONS:
After this brief presentation, which we pointed out that it was only monitored by ECRF with
regard to the human rights situation in Egypt, as well as the all types of earlier violations,
where it should pay attention to the deterioration of human rights situation in Egypt, and
everyone should attention to it, to work together in order to restore the dignity and rights of
every person in the Egypt.
So, the ECRF asked all officials in the Egyptian state for quickly stop the violations of the right
of the Egyptians and apply its obligations with all covenants relating to human rights
especially that stated in the Universal Declaration of Human Rights and stated in the
International Covenant on Civil and Political Rights, and which stated in the international
covenant on economic and cultural rights and all conventions signed by Egypt. The state must
disbursement of appropriate compensation to the victims of these violations.
