development before 2012
> In 2008, the EU announced that a «stabilization and association» agreement
would be signed between the EU and Ukraine.
> However, EU was stalling negotiations, because of the trial of former PM of
Ukraine Yulia Tymoshenko.
> The relationship between Ukraine and the EU was on a low, when Yulia
Tymoshenko was sentenced to 7 years in prison. Most EU member states
refused to sign an agreement with Ukraine.
> Nevertheless, an Association Agreement (which included a «Deep and
Comprehensive Free Trade Area») was drafted. However, EU would not sign it,
if Ukraine was not ready to commit itself to rule of law and justice reforms.
> EU officials boycotted the UEFA Euro 2012 Championship in Ukraine.

> In 2012, the Ukrainian parliament adopted a bill, that would implement
recommendations made by the EU.
> In 2013, former Ukrainian president Yanukovych reaffirmed his will to sign an
Association Agreement with the EU, at the same time, his government was
negotiating assessment to a customs union with Russia.
> President of the European Commission Barroso made it clear that “one
country cannot at the same time be a member of a customs union and be in
a deep common free-trade area with the European Union.”
> Yulia Tymoshenko was allowed to reveice medical treatment (a condition
made by the EU).
> Signing by Ukraine was stalled and the Association Agreement was not signed
for strategic reasons and because of the relationship of Ukraine with Russia.

development after 2012
> Biggest protest in Ukraine since Orange Revolution: Euromaidan
> President Yanukovych was removed from power after a parliamentary vote in
February 2014.
> New government of Yatseniuk and Poroshenko signed the economic part of the
Association agreement on 27 June 2014.
> This development led to severe deterioration of relationship between Ukraine
and Russia (Annexation of Crimea and civil war in eastern Ukraine), but also
between the EU/USA and Russia.

8. The Association Agreement comes into force
> All EU member states and Ukraine ratified the Association Agreement, except
the Netherlands, which held a non-binding referendum on 6 April 2016.
> The majority (61%) of the voters was against the Association Agreement
> The Dutch parliament had to approve the agreement one more time in order
to ratify it. The ratification will take place in 2017.
> As a measure taking into account the Dutch referendum, the EU council
made a declaration and held, that the Association agreement is not a step
in direction EU membership.
> The Association agreement is provisionally applied since January 1st
2016.

> But the agreement is also expecting from Ukraine to promote the values and
principle mentioned above, in order to achieve stability in the neighborhood
of the EU and to open up new markets.
