Existing Shelter
Bailey’s Crossroads Community Shelter
• Existing facility was built in 1987, does not meet many of the modern
standards for accessibility.
• Aging structure with outdated building systems and equipment.
• No longer meets the current program for service delivery.
• Bailey’s shelter is included in the Fairfax County Capital Improvement Plan
and the November 2016 Bond Referendum.
• Temporary facilities are
often required to allow
for the continuation of
services including fire
stations, police stations
and libraries.

Site Selection Criteria
Temporary Bailey’s Crossroads Community Shelter
• Mason District Location
• Minimum 4 to 6 year lease term
• An existing building that could be modified to accommodate the shelter
program
• Enough property to accommodate a new shelter facility or temporary
modular units and the required parking
• Close to a main transportation artery
• Access to public transportation
• Site located near employment opportunities
• Hospitable site to the shelter residents to allow for their productive use of
services

Homelessness in Fairfax County
Temporary Bailey’s Crossroads Community Shelter
• Shelters are necessary to protect vulnerable people without homes and
connect those people to services.
• Our approach to reducing homelessness is successful. We have had a 42%
reduction since 2008.
• However, until homelessness is ended, community-based shelters remain an
important part of our community’s response.

Shelter Overview
Temporary Bailey’s Crossroads Community Shelter
• A 50 bed facility that has provided emergency shelter, case management, and
hypothermia services to homeless single adults in Fairfax County since 1987.
• The facility is directly operated by Northern Virginia Family Service (NVFS) and
supported by several of County agencies, primarily the Office to Prevent and
End Homelessness who manages the NVFS contract.
• The shelter is a critical part of Fairfax County`s 10 year Plan to Prevent and
End Homelessness.
• The shelter operates under Housing First principles…that everyone is ready to
be housed and that people can become more stable and self-sufficient in
housing of their own.

Shelter Demographics
Temporary Bailey’s Crossroads Community Shelter
• This is an adult shelter, 74% of the residents are male and 26% are female.
• The average stay in the shelter in 2015 was 47 days, with the ultimate goal
being to find suitable and stable permanent housing for each individual.
• 1/3 of shelter residents are age 51 or older.
• Many of the clients sheltered in emergency housing have chronic health
problems and/or physical disabilities, including mental health and
substance abuse disabilities.
• Many have no income or very low income, making employment and
obtaining stable income a high priority.

Shelter Operations
Temporary Bailey’s Crossroads Community Shelter
• Daily schedule:
– Clients leave shelter by 9:30 am to work on self-sufficiency.
– Clients can return at 4:30 pm.
• Curfew: 9:00 pm weekday, 10:00 pm weekends.
• Hypothermia Prevention program operates from December to March.
• Daytime drop-in program currently operates three times per week, but we
are exploring modifications based on new location.

Client Day-Time Destinations
Temporary Bailey’s Crossroads Community Shelter
• Based on survey of current clients:
– 9% remain in the vicinity of the shelter.
– 3% remain in the shelter due to poor health.
– 18% destination unknown.
– 70% go to employment, education, housing, and health-related
appointments.
• We continue to explore partnerships and opportunities to support
client self-sufficiency.

Shelter Services
Temporary Bailey’s Crossroads Community Shelter
• Given the challenges, poverty and frailty of clients, there is an emphasis
at the shelter on housing location, physical security, physical and mental
health and good nutrition
• Housing First principles
• Clients with mental health or substance abuse issues are connected
with Community Service Board and Health Department staff.
• Case managers connect clients with health, dental, and employment
services and other mainstream benefits that will ultimately support
their housing stability.

Shelter Staffing
Temporary Bailey’s Crossroads Community Shelter
• At least two resident assistants on duty at all times 24/7 with
additional staff and volunteers at different hours
• During the daytime hours, there is an average of 8 staff members on
site, including case managers, housing locator, shelter administrative
staff and a cook.
• Volunteers also give wonderful support to the shelter, with 260 hours
of time logged in February 2016 as an example of their presence

Shelter Security
Temporary Bailey’s Crossroads Community Shelter
In order to maintain the safety of clients, staff and the community, the
following standard and best practice emergency shelter measures are taken:
• Cameras actively monitored
• Locked front entrance with electronic access/monitoring by resident
assistant
• Personal searches on residents as they enter
• Internal and external rounds conducted every 30 minutes
• Use of breathalyzer as needed
• Strong and cooperative relationship with Fairfax County police

Going Forward
Temporary Bailey’s Crossroads Community Shelter
• OPEH and Northern Virginia Family Services are very open to community
input on how we can modify existing practices or institute new ones to help
ensure that the shelter fits into the surrounding community.
• As part of the development of any new facility, we are also reviewing
existing security features and practices and look to augment them where
we can.

Public Private Partnerships 3 Existing Shelter Bailey’s Crossroads Community Shelter • Existing facility was built in 1987, does not meet many of the modern standards for accessibility. • Aging structure with outdated building systems and equipment. • No longer meets the current program for service delivery. • Bailey’s shelter is included in the Fairfax County Capital Improvement Plan and the November 2016 Bond Referendum. • Temporary facilities are often required to allow for the continuation of services including fire stations, police stations and libraries.
  • 4. Public Private Partnerships 4 Development Proposal South East Quadrant • Bailey’s Comprehensive Plan Amendment was adopted in July 2015 to encourage revitalization. • Redevelopment opportunity on the current Bailey’s Crossroads Shelter site.

Public Private Partnerships 5 Site Selection Criteria Temporary Bailey’s Crossroads Community Shelter • Mason District Location • Minimum 4 to 6 year lease term • An existing building that could be modified to accommodate the shelter program • Enough property to accommodate a new shelter facility or temporary modular units and the required parking • Close to a main transportation artery • Access to public transportation • Site located near employment opportunities • Hospitable site to the shelter residents to allow for their productive use of services

Public Private Partnerships 6 Site Plan Temporary Bailey’s Crossroads Community Shelter Key Features: • Direct visual access from North Chambliss Street • New pedestrian sidewalk for safety • Increased Landscape buffers • Parking for 24 cars • Site lighting • Perimeter fencing • Remaining field open for community use

Public Private Partnerships 7 Schematic Elevations Temporary Bailey’s Crossroads Community Shelter • Pre-manufactured modular structure • Approximately 6,000 square feet. • Shelter will have 50 beds. • Temporary Location – 4 to 5 years • Permanent shelter planning is underway. • Controlled electronic access to shelter • Monitored interior and exterior cameras • Independent security assessment is in process and will be coordinated with Mason District Police North Elevation East Elevation

Public Private Partnerships 9 Homelessness in Fairfax County Temporary Bailey’s Crossroads Community Shelter • Shelters are necessary to protect vulnerable people without homes and connect those people to services. • Our approach to reducing homelessness is successful. We have had a 42% reduction since 2008. • However, until homelessness is ended, community-based shelters remain an important part of our community’s response.

Public Private Partnerships 10 Shelter Overview Temporary Bailey’s Crossroads Community Shelter • A 50 bed facility that has provided emergency shelter, case management, and hypothermia services to homeless single adults in Fairfax County since 1987. • The facility is directly operated by Northern Virginia Family Service (NVFS) and supported by several of County agencies, primarily the Office to Prevent and End Homelessness who manages the NVFS contract. • The shelter is a critical part of Fairfax County`s 10 year Plan to Prevent and End Homelessness. • The shelter operates under Housing First principles…that everyone is ready to be housed and that people can become more stable and self-sufficient in housing of their own.

Public Private Partnerships 11 Shelter Demographics Temporary Bailey’s Crossroads Community Shelter • This is an adult shelter, 74% of the residents are male and 26% are female. • The average stay in the shelter in 2015 was 47 days, with the ultimate goal being to find suitable and stable permanent housing for each individual. • 1/3 of shelter residents are age 51 or older. • Many of the clients sheltered in emergency housing have chronic health problems and/or physical disabilities, including mental health and substance abuse disabilities. • Many have no income or very low income, making employment and obtaining stable income a high priority.

Public Private Partnerships 12 Shelter Operations Temporary Bailey’s Crossroads Community Shelter • Daily schedule: – Clients leave shelter by 9:30 am to work on self-sufficiency. – Clients can return at 4:30 pm. • Curfew: 9:00 pm weekday, 10:00 pm weekends. • Hypothermia Prevention program operates from December to March. • Daytime drop-in program currently operates three times per week, but we are exploring modifications based on new location.

Public Private Partnerships 13 Client Day-Time Destinations Temporary Bailey’s Crossroads Community Shelter • Based on survey of current clients: – 9% remain in the vicinity of the shelter. – 3% remain in the shelter due to poor health. – 18% destination unknown. – 70% go to employment, education, housing, and health-related appointments. • We continue to explore partnerships and opportunities to support client self-sufficiency.

Public Private Partnerships 14 Shelter Services Temporary Bailey’s Crossroads Community Shelter • Given the challenges, poverty and frailty of clients, there is an emphasis at the shelter on housing location, physical security, physical and mental health and good nutrition • Housing First principles • Clients with mental health or substance abuse issues are connected with Community Service Board and Health Department staff. • Case managers connect clients with health, dental, and employment services and other mainstream benefits that will ultimately support their housing stability.

Public Private Partnerships 15 Shelter Staffing Temporary Bailey’s Crossroads Community Shelter • At least two resident assistants on duty at all times 24/7 with additional staff and volunteers at different hours • During the daytime hours, there is an average of 8 staff members on site, including case managers, housing locator, shelter administrative staff and a cook. • Volunteers also give wonderful support to the shelter, with 260 hours of time logged in February 2016 as an example of their presence

Public Private Partnerships 16 Shelter Security Temporary Bailey’s Crossroads Community Shelter In order to maintain the safety of clients, staff and the community, the following standard and best practice emergency shelter measures are taken: • Cameras actively monitored • Locked front entrance with electronic access/monitoring by resident assistant • Personal searches on residents as they enter • Internal and external rounds conducted every 30 minutes • Use of breathalyzer as needed • Strong and cooperative relationship with Fairfax County police

Public Private Partnerships 17 Going Forward Temporary Bailey’s Crossroads Community Shelter • OPEH and Northern Virginia Family Services are very open to community input on how we can modify existing practices or institute new ones to help ensure that the shelter fits into the surrounding community. • As part of the development of any new facility, we are also reviewing existing security features and practices and look to augment them where we can.
