1. INTRODUCTION
The POB Management is deployed to track the full personnel-transport process, from booking and check-in
to arrival and departure to and from offshore installations and remote locations during Platform Offshore
Hook Up operations at Sisi-Nubi Phase 2B & Peciko Phase 7B Development Project EPSC (1+2) – TOTAL
E&P INDONESIE. It provides a current account of the personnel on location at any given time.
2. PURPOSE
The purpose of this procedure is used to plan and schedule the transport of the personnel and freight
travelling to and from platforms and also to allow full overview of individual transport manifest in real-time.
3. SCOPE
This procedure applies for all personnel (CTR and Subcontractors) mobilized for working or visiting on SN2B
&Peciko 7B EPSC 1+2 during off-shore hook-up, Precommisioning and Commissioning.

6. ROLE AND RESPONSIBILITY
6.1 Hook Up Manager
• To manage movement of all personnel when they traveling to and from the CTR and CPY facilities
(Shoreline base, work barge, Platform) during project duration.
• To socialize the POB management system to all personnel and ensure the are implementation.
• To ensure all POB are recorded and made available to Company.
• To submit the POB list (Shoreline base, work barge, Platform) to CPY on a daily basis,or when it
required.
6.2 On Shore Logistic Coordinator
• As Onshore support during offshore campaign will be from Balikpapan office and Sandy Jaya
Jetty, Balikpapan.
• Lead a team of competent and engaged personnel to deliver service and value excellence.
• Manage the day-to-day Subsea equipment, infrastructure and field intervention vessel activities
relating to the installation.
• Mobilize and manage internal and external logistics resources to ensureon-time and
accuratedeliveries of required materials at lowest total system cost.
• Mainly responsible for maintaining daily follow-up of Export & Import files in all Business Units and
insure efficient ,cost effective and timely delivery of the material to the final destinations.
• Defines, develops and provides input to materials Control Plan and ongoing project reports
• Ensures all offshore documentation and certification is strictly adhered to.
• Work with Offshore Quality Engineer and Construction Superintendent to ensure safe and timely
receipt, and storage and issued of goods.
• Ensures the material reconciliation upon completion of the project.
• Identify inefficiencies and areas of growth within current distribution network to continuously
improve the balance between the level and cost of service.
• Manage and reduce logistics cost via freight rate benchmarks, freight consolidations opportunities,
process flow reviews and assist with annual freight rate negotiations.
• Manage and Supervise Material Team Schedules, Training and Performance.
• Liaise with QC Eng. To manage timely inspection of materials on order.

• Acts as Logistic Coordinator to support timely delivery of Material to destination.
• Accurately Design and handle Material Document Control, Certificates and Vendors
Documentations.
Provide responsive logistics services for emergency situations :
• Control all materials offshore in line with the company and project specific system.
• Track all movement of materials between Prime Leasing Yard to offshore.
• Manage world class vendor relationship management practices for logistics providers.
• Development system to identify materials per Offshore Construction Work Packs, and if practical,
to job card.
• To make sure that the crew boat is safe to embark

6.3 Project HSE Manager
• To ensure that POB procedure is implementing and assure the POB list is recorded and reported to
the Hook up Manager on a daily basis.
• To manage safety personnel on duty during project activity at site
• To monitor implementation and or improve the awareness of employees during commencing
Offshore Hook Up activities.
6.4 HSE Senior Officer
• To assist Project HSE Manager for managing POB system
• To collect the POB list from all marine spreads and other supporting facilities and reporting to CPY
Site Representative in- charge.
• To ensure all CTR personnel on site are familiar with POB procedure and its implementation.
6.5 HSE Officer
• To conduct Safety Induction of CTR employee and new comer
• To ensure that POB management system is implemented
• To monitor and check that all CTR personnel have attached their ID badges on specific board as
required.
• Liaise with TEPI Ops on regards to POB System and CPY- Passport
• To ensure and maintain the POB management system is implemented accordingly
• To distribute necessary PPE for CTR employee or new comer prior to them entering the site
construction area
• Assist HSE Coordinator to manage POB during Emergency situation.
6.6 POB Reporting
• Keeps up with all personnel offshore.

• Move names from helicopter and boat manifests to the current POB list with just a few clicks. No
more re-typing information.
• Track days offshore for all personnel.
• POB lists are easily accessible online by everyone on the team in the event of an emergency. The
POB list does not “sink with the ship” in the event of a catastrophe.
• Easily view cabin assignments, life boat assignments and evacuation priorities.
6.7 Doctor and Paramedic
• To conduct and or check employee(s) medical check up certificate

• To list the POB who living on the accommodation work barge and reporting to HSE Officer in
daily basis everyday
• To ensure that the POB Procedure is communicated to all CTR employees
• To manage POB during emergency situation
• To ensure all personnel on board are wearing proper Badge.
6.9 HRD Representative
• To check validity of medical check up certificate
• To check the mission order and competency of all CTR employees when they arriving at
Shoreline Base
• To coordinate with HSE Officer for Safety Induction of all new comer(s)
• To coordinate with the Barge master of accommodation work barge and arrange transportation
from Shoreline Base to the Accommodation work barge.
6.10 Radio Operators of CTR Shoreline base and Accommodation work barge
• To monitor and record marine spreads movement (arrival and departure) from or to the work
barge.
• To maintain communication with marine spread (crew boat or other vessel) prior alongside at
Accommodation work barge and Platform
• To collect the POB from Security in charge of each Posts and report to HSE Coordinator
• To provide passenger manifest prior traveling to Accommodation work barge and Platform.
6.11 Security
• To check all personnel ID badge while entering on their Post.
• To ensure the number of POB are met with the ID badge hanging on a board.
• To collect and account the ID badge quantity and report to HSE Coordinator
• Security check before embarking crew boat or surfer

6.12 Project Employees

7. GENERAL POB CONTROL PROCEDURE
7.1 VALID MCU
Medical Check up certificate of offshore personnel shall have been submitted and validated by CPY
doctor. Where it is applicable, an MCU Pass badge will be released by CPY doctor for each personnel.
7.2 MANDATORY TRAINING
Mandatory training:
1. Sea Survival
2. Basic First Aid
3. Basic Fire Fighting
VALID SEA SURVIVAL
CTR personnel and sub-contractors personnel who involved in off-shore activity shall have sea survival
certificate as offshore minimum requirement.
The offshore personnel data will be recorded in CTR data base. CTR will forward / report the up-date
personnel record to CPY on daily basis.
7.3 HSE PASSPORT
Offshore Hook Up personnel shall have valid HSE Passport which indicate that passport holder is
permitted for mobilization to offshore area. The minimum requirement for get HSE Passport every
personnel should have a valid medical check up and valid sea survival certificate. All HSE Passport will
be recorded and register by CTR HSE Department. (refer to Appendix 3. POB System Flow Chart)
7.4 CHECK IN AT DEDICATED SHORELINE BASE
Upon arrival on site (dedicated shoreline base) all CTR employees shall pass thru the CTR Site
Representative in-charge for registration on passenger manifest and arrange their accommodations,
safety induction, PPE and transportation to offshore.

7.5 ON SHORELINE BASE
All new comer and CTR employees shall report upon they arrive at shoreline base prior traveling to
and/ or enter to the accommodation work barge. The CTR Shoreline Base Representative will collect
the MCU certificate; CTR employees ID badges, and HSE passport for registration and keep them in
shoreline base office.
The CTR Shoreline Base Representative shall submit the list of CTR employees to COMPANY
Shoreline Base Representative or TEPI Fields in order to get the Safety Induction. Without approval
TEPI FIELDS will not allow CTR employees traveling or entering to the AWB.
Before embarking to the crew boat at shoreline base jetty, CTR HSE or Security shall check the
offshore badge and control the number of personal before embarking to the crew boat, he shall ensure
that the number nominated passenger is not over then the allowed capacity of crew boat.

7.6 ON ACCOMODATION WORK BARGE
The CTR employee(s) who shall work or to be accommodated at the accommodation work barge shall
report their arrival to the Barge master or his delegated person, and then the AWB Representative will
conduct Safety Induction and delivery Magnobar Card as replacement of CTR offshore badge (on
outside accomodation and near from boat landing); for temporary visit will receive visitor offshore
badge and for permanent stay will receive Magnobar Card. The offshore badge of CTR personnel will
be kept on the AWB Radio Operator during CTR personnel on duty in offshore.
On the Magnobar Card will stated the bunk number and the life raft number and the Magnobar card
will attach on destination place of the CTR personnel.
7.7 SAFETY INDUCTION
After registration the HSE Officer on board will conduct safety induction and the content of safety
induction will include :
• Safety ruleduring transportation by boat (put on fastened your life jacket)
• Procedure of POB
• procedure of Emergency
• Request transportation by boat
• procedure of work permit
• Safety Video Induction
• Etc.
All CTR personnel who will work at Offshore HU&C have safety induction provided by CTR HSE
Personnel and All personnel attending safety induction must be recorded in a register.

7.8 EMBARKING AND DISEMBARKING
Personnel arriving at Balikpapan Office shall report to CTR Site Representative.

7.9 POB REPORT
Daily POB report shall be reported by HSE Administration and acknowledged by Barge master before
submitted to CTR onshore base and CPY.
7.10 MAGNOBAR SYSTEM
All personnel on board (POB) the barge shall be registered for head counting purpose by the Radio
Operator who will be responsible for but not limited to the following tasks :
 All personnel arriving offshore are required to sign in at the radio Room and will have Personalized
Magnobar Card.
 Assigning each POB with a specific life raft location for his/her mustering purpose and each life raft
shall be assigned one leader and his alternate. This assignment list shall be posted on the bulletin
boards located at strategic location.
 Personnel crossing into platform will re-locate their Magnobar Card as movement between platform

7.10.1MAGNOBAR LOCATION.
This section details how the Individual Magnobar locations will be utilized during the hook up
campaign (see Appendix 3.)
• Individuals entering Platform A from the AWB will utilize the existing Magnobar station1.
• Individuals existing AWB will utilize the existing Magnobar station 2.

7.11 PERSONNEL MOVEMENT
7.11.1SHORELINE BASE
All CTR employees shall report their arrival to the CTR shoreline base – Balikpapan or his
delegated person, and then the HRD Representative will arrange Safety Induction and delivery
offshore ID badge.
Prior to departing to the accommodation work barge by crew boat, the HRD personnel shall
prepare the manifest of passenger.
7.11.2AWB
 On arrival employees is issued with Badge indicating bunk number, and mustering
station/life raft number which identified with color code.
 After briefing, employees proceed to slot the badge at mustering station/life raft
numberand in case of emergency they shall remove the badge and muster.
 All CTR and Subcontractors employee(s) will receive T-card after they pass Safety
induction at AWB.
 The POB of accommodation work barge will be recorded on the logbook and it will be
kept as per where they are living on board (accommodation work barge will be recorded
by Camp boss and Barge Master).
 Personnel on leave (departure from barge) :
 All personnel will embark from barge shall report to Radio Operator
 All personnel shall return their magnet bar before embarking from barge
 Magnobar position can see on Appendix 3.
7.11.3PLATFORM
 All CTR and Subcontractors employees who will work at PLATFORMSmodule must be
passed though the boat landing by gang way (as the check point post of CTR hook up
and commissioning area).
 Since arriving at PLATFORMSmodule all CTR and or Subcontractors employee(s) shall
report to the Security at postby filling their personal identity and the destination point on
the log book then Security will change their CTRoffshore badge with PLATFORMS
badge.
 The Security in-charge at post will attach their CTR offshore badge at a POB board as
per their destination place/work location on POB board.
 In case of emergency at PLATFORMS, muster point nearer boat landing (top of jacket)
can be used (see Appendix 4 & Appendix 5).

8. POB MONITORING
8.1 TOTAL PERSONS ONBOARD AT ANYTIME
All personnel coming and outgoing from the barges shall be registered in the POB list and shall keep up-
dated on daily basis. This POB list shall include name, personnel position, cabin no, life raft and
company name as per the Personalized Magnobar System.
8.2 RESIDENTS PERSONNEL AND TEMPORARY PERSONNEL
Resident personnel and temporary personnel when coming and outgoing from the barges shall be
registered in the POB list and shall keep up-dated on daily basis. This POB list shall include name,
personnel position, cabin no. life raft no, and company name as per the Personalized Magnobar
System.
8.3 SEPARATION OF CPY, CTR, SUB-CONTRACTOR, BARGE CREW AND VISITOR
Resident personnel (CPY, CTR, Sub-contractor, and Barge Crew) when coming and outgoing from the
barges shall be registered in the POB lit and shall keep up-dated on daily basis. This POB list shall
include name, personnel position, cabin no. life raft no, and company name as per the Personalized T-
card.
Visitor coming and outgoing from the barges shall be registered in the POB lit and shall keep up-dated
on daily basis. This POB lit shall include name, personnel position, cabin no. life raft no, and company
name as per the Personalized T-card.
8.4 PERSONNEL WHO WORKS ON PLATFORMS AND ONBOARD
Personnel movement can be seen and tracking by Magnobar System which displayed on master board,
remote board and also gangway crossing board.

Company Comments CTR Response Initial Remarks 1 14 How about if the personnel at platform, entrance through gang way but incase gangway cannot be used/emergency, they go out through boat landing at platform? please consider this case or you need to put magno bar system near boat landing at platform or boat landing at platform cannot be used just only for emergency purpose, incase it happens the magno bar near gangway shall be replaced near with boat landing platform to control people come and out of platform. GENERAL POB CONTROL PROCEDURE 7.1 VALID MCU Medical Check up certificate of offshore personnel shall have been submitted and validated by CPY doctor. Where it is applicable, an MCU Pass badge will be released by CPY doctor for each personnel. 7.2 MANDATORY TRAINING Mandatory training: 1. Sea Survival 2. Basic First Aid 3. Basic Fire Fighting VALID SEA SURVIVAL CTR personnel and sub-contractors personnel who involved in off-shore activity shall have sea survival certificate as offshore minimum requirement. The offshore personnel data will be recorded in CTR data base. CTR will forward / report the up-date personnel record to CPY on daily basis. 7.3 HSE PASSPORT Offshore Hook Up personnel shall have valid HSE Passport which indicate that passport holder is permitted for mobilization to offshore area. The minimum requirement for get HSE Passport every personnel should have a valid medical check up and valid sea survival certificate. All HSE Passport will be recorded and register by CTR HSE Department. (refer to Appendix 3. POB System Flow Chart) 7.4 CHECK IN AT DEDICATED SHORELINE BASE Upon arrival on site (dedicated shoreline base) all CTR employees shall pass thru the CTR Site Representative in-charge for registration on passenger manifest and arrange their accommodations, safety induction, PPE and transportation to offshore.

The CTR Shoreline Base Representative will collect the MCU certificate; CTR employees ID badges, and HSE passport for registration and keep them in shoreline base office. The CTR Shoreline Base Representative shall submit the list of CTR employees to COMPANY Shoreline Base Representative or TEPI Fields in order to get the Safety Induction. Without approval TEPI FIELDS will not allow CTR employees traveling or entering to the AWB. Before embarking to the crew boat at shoreline base jetty, CTR HSE or Security shall check the offshore badge and control the number of personal before embarking to the crew boat, he shall ensure that the number nominated passenger is not over then the allowed capacity of crew boat. . 7.6 ON ACCOMODATION WORK BARGE The CTR employee(s) who shall work or to be accommodated at the accommodation work barge shall report their arrival to the Barge master or his delegated person, and then the AWB Representative will conduct Safety Induction and delivery Magnobar Card as replacement of CTR offshore badge (on outside accomodation and near from boat landing); for temporary visit will receive visitor offshore badge and for permanent stay will receive Magnobar Card. The offshore badge of CTR personnel will be kept on the AWB Radio Operator during CTR personnel on duty in offshore. On the Magnobar Card will stated the bunk number and the life raft number and the Magnobar card will attach on destination place of the CTR personnel. 7.7 SAFETY INDUCTION After registration the HSE Officer on board will conduct safety induction and the content of safety induction will include : • Safety ruleduring transportation by boat (put on fastened your life jacket) • Procedure of POB • procedure of Emergency • Request transportation by boat • procedure of work permit • Safety Video Induction • Etc. All CTR personnel who will work at Offshore HU&C have safety induction provided by CTR HSE Personnel and All personnel attending safety induction must be recorded in a register. All personnel attending safety induction must be recorded in a register. 7.8 EMBARKING AND DISEMBARKING Personnel arriving at Balikpapan Office shall report to CTR Site Representative.

Electronic Filename: ID-SPA-ALL-2020-105231_revB 7.9 POB REPORT Daily POB report shall be reported by HSE Administration and acknowledged by Barge master before submitted to CTR onshore base and CPY. 7.10 MAGNOBAR SYSTEM All personnel on board (POB) the barge shall be registered for head counting purpose by the Radio Operator who will be responsible for but not limited to the following tasks :  All personnel arriving offshore are required to sign in at the radio Room and will have Personalized Magnobar Card.  Assigning each POB with a specific life raft location for his/her mustering purpose and each life raft shall be assigned one leader and his alternate. This assignment list shall be posted on the bulletin boards located at strategic location.  Personnel crossing into platform will re-locate their Magnobar Card as movement between platform and barges. The Safety Officer at main deck shall monitor this Magnobar Card system implementation. 7.10.1MAGNOBAR LOCATION. Prior to departing to the accommodation work barge by crew boat, the HRD personnel shall prepare the manifest of passenger. 7.11.2AWB  On arrival employees is issued with Badge indicating bunk number, and mustering station/life raft number which identified with color code.  After briefing, employees proceed to slot the badge at mustering station/life raft numberand in case of emergency they shall remove the badge and muster.  All CTR and Subcontractors employee(s) will receive T-card after they pass Safety induction at AWB.  The POB of accommodation work barge will be recorded on the logbook and it will be kept as per where they are living on board (accommodation work barge will be recorded by Camp boss and Barge Master).  Personnel on leave (departure from barge) :  All personnel will embark from barge shall report to Radio Operator  All personnel shall return their magnet bar before embarking from barge  Magnobar position can see on Appendix 3. 7.11.3PLATFORM  All CTR and Subcontractors employees who will work at PLATFORMSmodule must be passed though the boat landing by gang way (as the check point post of CTR hook up and commissioning area).  Since arriving at PLATFORMSmodule all CTR and or Subcontractors employee(s) shall report to the Security at postby filling their personal identity and the destination point on the log book then Security will change their CTRoffshore badge with PLATFORMS badge.  The Security in-charge at post will attach their CTR offshore badge at a POB board as per their destination place/work location on POB board.  In case of emergency at PLATFORMS, muster point nearer boat landing (top of jacket) can be used (see Appendix 4 & Appendix 5).

POB MONITORING 8.1 TOTAL PERSONS ONBOARD AT ANYTIME All personnel coming and outgoing from the barges shall be registered in the POB list and shall keep up- dated on daily basis. This POB list shall include name, personnel position, cabin no, life raft and company name as per the Personalized Magnobar System. 8.2 RESIDENTS PERSONNEL AND TEMPORARY PERSONNEL Resident personnel and temporary personnel when coming and outgoing from the barges shall be registered in the POB list and shall keep up-dated on daily basis. This POB list shall include name, personnel position, cabin no. life raft no, and company name as per the Personalized Magnobar System. 8.3 SEPARATION OF CPY, CTR, SUB-CONTRACTOR, BARGE CREW AND VISITOR Resident personnel (CPY, CTR, Sub-contractor, and Barge Crew) when coming and outgoing from the barges shall be registered in the POB lit and shall keep up-dated on daily basis. This POB list shall include name, personnel position, cabin no. life raft no, and company name as per the Personalized T- card. Visitor coming and outgoing from the barges shall be registered in the POB lit and shall keep up-dated on daily basis. This POB lit shall include name, personnel position, cabin no. life raft no, and company name as per the Personalized T-card. 8.4 PERSONNEL WHO WORKS ON PLATFORMS AND ONBOARD Personnel movement can be seen and tracking by Magnobar System which displayed on master board, remote board and also gangway crossing board.
