Mexico's energy sector has been completely recast by the Reforma Energética.
This reform brought Mexico's innovative auction system, providing a substantial boost to
Mexico's clean energy efforts in the power sector. Also, more than half of the country's new
power generation capacity installed between now and 2040 is renewables-based, tapping
Mexico's large wind and solar resources.
New investment in electricity is essential to meet rapid growth in electricity demand, and allows
Mexico to reach its target of producing 35% of electricity from clean sources by 2024.
The new regime involves a liberalization of the electricity sector which requires a greater reliance
on markets to coordinate power demand and supply as well as incorporate environmental
objectives. We are opening a new market, so there’s lots of low hanging fruit for people willing to
take the risks and to go and grab them.

IMPACTS OF MEXICO’S ENERGY REFORM
ON THE ELECTRICITY SECTOR
Dear Colleagues,
Because the Mexican power market is opening up for both competition and foreign investment,
Mexico’s reformed energy market has drawn significant amounts of attention and interest from
companies keen on entering emerging growth markets.
Coincidentally, this interest comes at a time where the development conditions for wind and solar
projects have never been more favorable. The installed costs of wind energy projects have
dropped in parallel with a significant increase in productivity of modern wind turbines. Similarly,
the installed costs of solar photovoltaic (PV) projects have dropped tremendously over the last
few years.
The Mexican government is aiming to triple the total amount of clean energy generation and to
achieve a 9.5GW target by 2018 is a huge logistical and operational challenge by any standards.
But the abundance of diverse renewable energy resources, growing demand for power,
macroeconomic stability, and historically high electricity prices continue to position Mexico as
one of the most attractive destinations for investments in renewable power generation.
At the LAC Future Energy Summit 2017 Mexico, I encourage a dialogue with private companies,
funding agencies and regional players on what it takes to achieve a bright future for renewable

As México and California share a common border of 136 miles and recognizing that the climate
change increases the vulnerability of México and California to extreme weather events including
drought, floods, wildfires, and extreme temperatures, particularly at our common border, with
wildfires becoming more frequent, a Memorandum of Understanding between the State of
California of the United States of America and the Government of the United Mexican States had
been signed to strengthen cooperation on joint actions that improve the environment, while
optimizing the quality of life for inhabitants of the State of California of the United States of
America and of the United Mexican States.
It is a great opportunity to present to the delegates the progress of this cooperation and how
trade and investment between both of these participants have expanded during the LAC Future

Late last year, the Brazilian government awarded licenses for
companies to build and operate 6,126 km (3,829 miles) of
power transmission lines, finding investors for 21 of 24 lots
offered in an auction.
Brazil's electricity regulator, Aneel organizes the auction, and
estimates the new licenses will require investment of 11.6
billion reais ($3.61 billion).

In 2015, Chile joined the list of the top 10 renewable energy
markets globally. Chile has seen a significant focus of
investment in solar photovoltaic (PV). Chile is also developing
new mechanisms for transmission expansion planning with the
concept of genera- tion poles, where future generation
expansion is foreseen (e.g., based on renewable energy po-
tential), which form the basis for the planning of priority
transmission lines that will benefit from mainstreamed
environmental and social permits to accelerate construction.

Mexico launched a reform creating a wholesale market with
retail competition, implemented a transparent system, expanded
its grid and deployed renewables that are producing power at
unprecedented low prices and attracting investment.
By 2016, it held two auctions as private companies made bids
to sell power under long-term contracts to CFE starting in 2018,
incentivizing $6.6 billion of total investments, plus new projects
in 15 states, much from a diverse mix of foreign companies.

ENERGY EFFICIENT LIGHTING PROGRAMS IN
BRAZIL
The “Light for all” program was launched by the Federal
Government in November 2003, and it has as its goal to end
the electric exclusion in the country in the rural ambit, reaching
over 10 million people until the year of 2008. The Program has
been coordinated by the Ministry of Mines and Energy,
operationalized by Eletrobrás and executed by the electric
power concessionaires and rural electrification co-operatives.
For meeting the initial goal, R$ 20 billions was invested. The
map of electric exclusion in the country revealed that the
families with no Access to energy are mostly in sites with
smaller Human Development Index and in low-income families.
Approximately 90% of these families had income below three
minimum wages and 80% are in the rural areas. During the
execution of the Program, new families with no electric power
in their households were located and, due to the appearance of
a great number of demands, “Light for all” was extended.

BETWEEN JAPAN AND LATIN AMERICA TO FUND
PROJECTS RELATED TO ENERGY SAVINGS IN
MORE VULNERABLE CARIBBEAN ECONOMIES
Through a new agreement with the Inter-American Development
Bank (IDB), the Japan International Cooperation Agency (JICA) will
invest a total of $3 billion in Latin America and the Caribbean to
support renewable energy and energy efficiency projects, as well
as quality infrastructure projects related to energy savings. This
session will discuss:
✓ Increasing the target amount of JICA’s highly concessional loan
window from US$1 billion to US$3 billion and extending the
term of the program until April 2021
✓ Enabling partners to fund projects in all low-and middle-income
IDB borrowing member countries, as well as more vulnerable
Caribbean economies, ie, Nicaragua, Honduras, Costa Rica,
and Eastern Caribbean

The transport sector is the largest energy consumer in Latin
America, accounting for 39% of TFEC in 2013.
Transport infrastructure is a pillar of economic development
and a key contributor to climate change. By sub-region, the
share varies from 29% in Central America to 45% in Mexico,
due to the different socio-economic characteristics.
Cities and towns face a major gap between meeting the needs
of the local population for an efficient, equitable and
environmentally friendly urban transport system, and the
financial resources available to meet those demands.
Resources for the operation and maintenance of transport
facilities and services also fall under financial pressures,
leading to the erosion of assets and putting to waste billions of
dollars worth of capital investments.
Increasing urbanization is occurring in Mexico and that
combined with the need to expand, improve and repair
transport in urban environment, cities need to make

METHODOLOGY FOR RISK REDUCTION IN
EXPLORATION GEOLOGY IN GEOTHERMAL
ZONES
State-owned CFE was the only company allowed to develop
geothermal resources prior to Mexico’s broad energy reform,
but the market is now open to private sector competition and
new investments.
The 2014 Geothermal Energy Law allows the government to
award private companies three-year exploration permits and
30-year production concessions. Since July 2015, the Energy
Ministry (SENER) has awarded 13 exploration permits and five
concession contracts to CFE, covering areas with a combined
generation potential of 448 MW.
SENER also awarded eight exploration permits to private
Mexican companies and the first concession for geothermal
development to a private Mexican company, which plans to
invest approximately $240 million in a geothermal power
generation project in Nayarit.

Latin America hosts some of the world’s most dynamic
renewable energy markets, building on the historical role of
hydropower – the cornerstone of the region’s power sector
development – and liquid biofuels, driven by Brazil’s early
determination to diversify its transport fuel mix.
Since 2004, renewable energy investment in the region
(excluding large hydropower) has grown 11-fold, compared
with a 6-fold increase worldwide. Investment trends attest to
the rapid evolution of the region’s energy mix towards a more
diversified set of technologies and countries. For the first time
in 2015, in addition to Brazil, both Mexico and Chile joined the
list of the top 10 largest renewable energy markets globally.
In recent years, energy security has been a key driver for
energy diversification to limit adverse macroeconomic effects
due to the high reliance on fossil fuels and to reduce
vulnerability to recurring climate events impacting hydropower
generation. The imperative to decarbonise, together with
national energy security concerns, in the context of rapidly
falling costs of non-hydropower renewables, provides a
compelling case for broader renewable energy development in
Latin America.
This is a deep engagement panel discussion that will impact the
policy governing power generation in the Americas.

The region hosts several relevant power interconnection
initiatives.
The SIEPAC16 project in Central America can be considered
an international model of regional integration.
The transmission line was completed in late 2013 and, to
realise its full potential, the project currently focuses on
institutional coordination and regulatory harmonisation across
the six Central American countries .
Transmission links between Brazil, Argentina and Uruguay were
implemented in the late 1990s and early 2000s to take
advantage of the complementarity between southern Brazilian
hydropower plants and thermal plants in Argentina, as well as
the different hydrological cycles in southern and central Brazil
and Argentina.
Another recent integration project, the Andean Electrical
Interconnection (SINEA) project, including Peru, Colombia,
Chile, Ecuador and Bolivia, is also gaining momentum.
This is a deep engagement panel discussion that will impact
the policy governing regional electric grid integration in the
Americas.

Although no single vision exists for the way the global power
sector will evolve in the future, one truth is clear: the industry
sits on the cusp of massive change. The way power companies
respond will depend on where they operate, their regulatory

BASIC SPONSORSHIP TERMS & CONDITIONS
(Applicable for Sponsors and Exhibitors)
This contract is between Arc Media Global Pte Ltd (herein called “Management”) and the Exhibitor. This is a non-assignable contract. Any attempted assignment of this agreement shall be null and void and shall
constitute a breach of this agreement, resulting in cancellation at the Management’s discretion.
1. Eligibility and Allotment of Meetings - Management has sole right to determine the eligibility of any
company or product for inclusion in LAC FUTURE ENERGY SUMMIT 2017, the “Event”. Meeting allotments
will be made by management in keeping, if possible, with preferences and priorities of the sponsor.
Management, however, reserves the right to make reasonable changes to meetings.
2. Default in Occupancy and Downgrades - It is understood and agreed to by the sponsor that in the event
their organization fails to provide staff to meet with delegates within the time limit assigned or fails to pay
the sponsorship fee at the times specified, or fails to comply with any other provisions concerning
sponsorship, management shall have the right to take possession of said sponsorship for such purposes as
it sees fit and the sponsor will be held liable for the full sponsorship price.
3. Limitation of Liability - All property of sponsor is understood to remain under sponsor’s custody and
control, in transit to or from or within the confines of the hall, subject to the rules and regulations of the
event. Sponsor agrees to make no claim for any reason whatsoever against management or service
contractor for loss, theft, damage or destruction of goods; nor for any damage of any nature, including
damage to his business by reason of failure to provide space for their organization; nor for any action of any
nature of management; nor failure to hold the event as scheduled. Sponsor assumes all liability with respect
to any liability to any Performing Rights Society or other organization with regard to any live and/or
recorded music at the sponsor’s meeting. Management accepts no responsibility for any loss or damage to
properties or personal injuries that occurs during, or in preparation for, the conference/ sponsorship/
exhibition. In making arrangements with third parties for carriage by air, hotel, accommodation,
transportation, or other services, for purposes related to the event/sponsorship/exhibition on behalf of the
sponsor/exhibitor, Management is protected from liability of any kind arising out of such arrangements
4. Installation, Exhibiting, Dismantling - Hours and dates for installation, exhibiting and dismantling shall be
those specified by management. Sponsor shall be liable for all storage and handling charges resulting from
failure to remove exhibit material from the meeting room at the time specified by management.
5. Display Heights - Display heights must conform to published rules and regulations, which will be
forwarded to the sponsor in the Sponsor Manual approximately 6 weeks prior to the Event.
6. Arrangement of Meeting Rooms - Management shall have full discretion and authority in the placing,
arrangement and appearance of all items displayed by sponsor and may require the replacing,
rearrangement of redecorating of any item or room without liability for costs that may accrue to the
sponsor as a result of the action. Plans for specially built displays in variance with regulations contained in
the agreement must be submitted to management for approval. Special pricing may apply. Exposed parts of
displays and/or equipment must be finished or covered in such a manner as not to be unsightly to sponsors
in adjoining meeting rooms.
7. Storage of Packing Crates, Boxes and Packages - Sponsors will not be permitted to store packing crates
and containers in their meeting rooms during the period of the event. Properly marked packing materials
will be sorted and returned to the booth by service contractors. It is the sponsor’s responsibility to mark and
identify their crates, boxes and packages.
8. Restrictions in Operations of Meetings
a) Alcoholic beverages in the event area are prohibited.
b) Signs & Illumination - Signs involving the use of neon or similar gases are prohibited.
Electric flashing signs must be low intensity and require prior approval of the specifications
of their use by management. Should the wording on any sign or area in the sponsor’s booth be
deemed by management to be contrary to the best interest of the Event, sponsor agrees to
make such changes in wording as may be requested by management.
c) Meeting Personnel. Meeting representatives must be dressed in a manner deemed by
management to be in keeping with generally accepted standards of propriety.
d) Recruiting. Sponsor shall not have in his booth any display or signs for purpose of
recruiting employees.
e) Sound. Amplifiers and other sound generating equipment must be operated at levels that will
not interfere with other sponsors nor add unduly to the general acoustic discomfort.
f) Noise and Odors. No excessive noise or obstructive work will be permitted during operating
hours of the event, nor will excessively noisy displays, nor exhibits generating objectionable
odors be allowed.
g) Lotteries, Contests. The use of games of chance, lottery devices, musical instruments, carnival
barkers and other side event practices is permitted only with written permission of management.
h) Demonstrations, Souvenirs, Samples. All demonstrations and other sales activities must be
confined to the limits of the exhibition space and meeting room. Distribution of samples, souvenirs,
publications etc., is likewise limited to the booth confines.
9. Subletting
The sponsor agrees not to assign, sublet or apportion space, or any part thereof allocated to such sponsor
without prior written permission of management.
10. Care of Premises - Sponsor is liable for any damage caused to building, floors, walls, columns and to
standard booth equipment or other sponsor’s property. Application of labels, tape, paint, lacquer, adhesives
or other coatings to building columns, floors and wall or to standard booth equipment is strictly prohibited.
11. Safety and Public Policy
a) Compliance. The sponsor assumes all responsibility for compliance with all pertinent ordinances,
regulations and codes of duly authorized governing bodies in Singapore concerning fire, safety and
health and environmental requirements, together with the rules and regulations of the operators
and/or owners of the property wherein the Event is held.
b) Inflammable Materials. All booth decorations must be flameproof and all hangings must clear
the floor.
c) Electrical Code. Electrical wiring must conform to the National Electrical code Safety Rules. If
inspection indicates that sponsor’s display is not in compliance with these regulations, or
otherwise constitutes a fire hazard, the right is reserved to cancel all or such part
of the display that is irregular, and effect the removal of same at sponsor’s expense.
12. Official Contractor - Management will select official contractors to provide certain services and equipment to
sponsors at the Event site during installation, event and dismantling. Sponsors will be advised of these contractors,
their services and rates in the official Sponsors Manual issued by management. Sponsor agrees to abide by and
comply with rules and regulations concerning authorized contractors employed by management having agreements
with the Event facility. Any dispute or disagreement between sponsor and official contractor or between sponsor and a
tradesman will be referred to management for resolution that will be binding on all parties to the disagreement.
13. The sponsor agrees to remove his exhibit equipment and materials from the event building by the date
advised by Event Management and such removal of materials will be in full compliance with any
environmental and other pertinent requirements. In the event the sponsor does not remove their exhibit and
material from the Event building by the conclusion of the scheduled move out, Event management reserves
the right to force freight the exhibit and materials. All costs incurred with the forced freight process will be
the responsibility of the sponsor.
14. Payment Terms and Extra Charges - 100% is payable within seven (7) days from the Issue Date of this
contract. An invoice will be generated upon receipt of this signed contract. Management reserves the right
to cancel and relocate all bookings not complying with the payment terms. Any additional charges incurred
at the event, which are not covered by the package, shall be borne by the sponsor/exhibitor. Any additional
charges incurred at the event by the sponsor/exhibitor, which are billed to Management are payable to
Management within five (5) working days of receipt of invoice.
15. Indemnity - You and, as may be applicable, your corporate affiliates, directors, officers, employees,
agents, representatives, successors and assigns, agree to defend, indemnify and hold harmless Arc Media
Global Pte Ltd and its corporate affiliates, and their directors, officers, employees, agents, representatives,
successors and assigns, from any and all claims, damages, costs and expenses, including reasonable lawyers’
fees and disbursements, related to or arising from your participation in the Event Management, in particular,
but without limiting the generality of the foregoing, claims advanced against you by attendees at the event
for representations made by you to them or services or products sold by you to them, either at or following
the event.
16. Cancellation or Curtailment of Event - Management reserves the right at its sole discretion, to change the
date or dates upon which the show is to be held and shall not be liable in damages or otherwise by reason of
any such change. In addition, Management shall not be liable in damages or otherwise for failure to carry out
the terms of the Agreement in whole or in part where caused directly or indirectly by or in such consequence
of fire, storm, flood, war, rebellion, insurrection, riot, civil commotion, disease, strike or by any causes beyond
the control of Management.
17. Miscellaneous - The Agreement shall be binding upon all parties upon execution and delivery by the
Sponsor/Exhibitor to Management and countersigned by a Director from Management. Delivery by post,
facsimile, or any other electronic medium shall constitute delivery hereof. The Agreement constitutes the
sole and exclusive agreement between the parties. The construction, validity and performance of the
Agreement shall be governed in all respects by the laws of Singapore.

Payment Policy: Payment is due in full at the time of registration.
Full payment is mandatory for event attendance. Cancellations &
Substitutions: Substitutions will be accepted at any time prior to
the event. The organizer will not provide refunds for cancellations.
For cancellations received in writing more than seven (7) days
prior to the conference, you will receive a full credit to be used at
another event by the same organizer for up to one year from the
date of issuance. For cancellations received seven (7) days or less
prior to an event (including day 7), no credits will be issued. In the
event that the organizer cancels an event, a full credit will be
credited to the delegate for use at another event by the organizer.
This credit is valid for one (1) year from the date of issuance. We
reserve the right to change the venue and date of the event if
required. The organizer is not responsible for any loss or damage
as a result of a substitution, alteration or cancellation /
postponement of an event. The organizer will assume no liability
whatsoever in the event this event is cancelled, rescheduled or
postponed due to a fortuitous event, Act of God, unforeseen
occurrence or any other event that renders performance of this
event impracticable or impossible. For purpose of this clause, a
fortuitous event shall include, but not be limited to: war, fire, labor
strike, extreme weather or other emergencies. Program Change
Policy: Please note that speakers and topics were confirmed at
the time of publishing; however circumstances beyond the control
of the organizers may necessitate substitutions, alterations or
cancellations of the speakers and/or topics. As such, the organizer
reserves the right to alter or modify the advertised speakers
and/or topics if necessary. Any substitutions or alterations will be
