Riga has developed effective management
 Setting up the appropriate policies locally, monitoring and revisiting
– long term strategy, SEAP, yearly monitoring reports;
 Developing e-services accessible to all;
 Engaging researchers – advisory board of energy experts,
applying for research grants, co-financing pilots, stimulating and
taking up the results of the research;
 Building up the administrative capacity –coordinating the work of
departments, building capacity and providing tools for the city and
stakeholders;
