approach to development

What is common…….
 Community development and social welfare
occurs in a specific socio, cultural and
political milieu.
 What is forgotten , it also occurs in an
specific ecological environment which is
source influence to all other specifics.

Community development
 Community development came mainly in Afro Asian
counters after II world War and Countries
independence. The profile was:
 1. Specific economic model, other than the model of
the west;
 2. An inclusive approach to social welfare and
services;
 3. A specific programs model for rural development
also popularly known as community development

The community development programme
sought to be achieved by restructuring or
aggressively changing,
 a. radical land reforms
 b. employment in rural areas in non-form
sector
 c. technocratic policies in development

diagnosis ????
 Community development in a way ‘de-linked’ the
poor from the process of development
 Political and social exclusions of women from
effective participation added to the woes of growth
 The local initiative has become global to day. The
negative effects of exclusion affected the poor and
marginalized groups.

 The primary role of state always been – to
regulate, to protect and to care for its
subjects
 Welfare activities are the ‘ souls’ of a state.
 There can’t be a welfare state without welfare
activities

 The main principle of welfare is relatively
simple,
 that recognizes every member of the
community is entitled solely because that
person is a human being and entitled to a
minimum standard of living. ( human righthuman right

Welfare and social issues
 Asian pacific countries share certain
common social issues-
 unemployment, illiteracy, ethnic strife,
religious bigotry, corruption, questionable
political leadership and poverty plenty.
 It is also to be noted that non-market
economics are embedded in social realities.

Porous in the boundaries of welfare
 The content and focus of social welfare
constantly changes
 vulnerable and excluded people constantly
redefine the boundaries of the needy and
welfare.
 Example: women and weaker sections; child
and child labour: displaced and development;
ethnicity and language

Social movement and welfare
 social movements occupy the social spaces created
by the decline of mainstream politics.
 Social movements enhanced the scope of welfare
from time to time. To cite an example, eco-feminism
 In the developing world, the concept welfare
increased the aspiration of people rather than
building capacity of the people ?

 1. All those state intervention action to
promote / stimulate economic and social
progress (HDI/MDG) through various
subsidies or direct ownership of actions
 2. Actions for people driven in to ‘social
exclusion’ for Inclusive growth (affirmative
action).

The ecstasy and agony
 Asians impressive economic growth is characterized
by serious of social inequalities. . Three kinds of
inequalities exits today:
 a. maternal and foetal under –nutrition and mal –
nutrition;
 b. Inclusive economic growth covers all forms of
intra- generational equality (except China and
Vietnam);
 c. Inter generational inequity

Is welfare a national agenda ??
 The concept of civil society and human rights
crosses national boundaries.
 Time is not far when social welfare will not be
a domain of national policy.
 This is the impact of globalization and
environment

 In the last century, we witnessed War and diseases,
this century birth itself came with a global warning.
( Tsunami, Hurricane in US)
 The balance of nature is delicate but essential for
life. Humans have upset the balance.
 Community development and social welfare were
and are the soothing balm for national construction
and development

Mother earth… service with reverence
 Beyond nations, the planet earth is the
sustaining force of all our deeds. For good
deeds there is no North or South.
 We continue to learn and unlearn and again
learn to learn the “Unlearned’..
 We end where we have started

 History is the best teacher but only the fees
is heavy
 Needs and desires of mankind represent the
crux of our assessment. This doe not mean
plants and animals do not also have the
rights,
but that focus will always be on human
evaluation’
