OPPORTUNITIES FOR EMPLOYERS
UNDER EMPLOYMENT PROGRAMS
      AND MEASURES

FROM SOCIAL ASSISTANCE TO
EMPLOYMENT


                   Employers from the real and public sector are
                   eligible to apply for funding
                   Target group: unemployed people receiving monthly
                   social assistance benefits (long-term unemployed
                   people are a priority)
                   Provision of funds for salaries and all contributions
                   (except for the Unemployment Fund) payable by the
                   employer at the amount specified in the NEAP for the
                   respective year

Eligible to apply for funding are projects by employers from the
respective municipalities providing employment in socially beneficial and
public activities and projects by private employers providing jobs in
relation to operations improving labor conditions and environment in
buildings and facilities where labor operations take place and annual/
permanent jobs are provided and/or in relation to operations connected
with their major industrial and construction production.
NATIONAL PROGRAM FOR EMPLOYMENT
AND TRAINING OF PERMANENTLY
DISABLED PEOPLE
Eligible to apply for funding are real and public sector employers (priority
have employers who have signed contracts for funding as per Art. 25 of the
Integration of Disabled People Act for provision of access to jobs and for
adjustment and/or equipment of work places for disabled people)
Target group: people with permanent disabilities or people who have
undergone successful drug addiction treatment, active-age people



Provision of funds for labor remuneration and all
contributions payable by the employer for a period
of at least 24 months at the amount specified in the
NEAP for the respective year
Persons may be employed on a full-time or part-
time basis.
RETIREMENT ASSISTANCE


          Eligible to apply for funding are employers
          Target group: unemployed people who, as per Art.
          68, par. 1 of the Social Insurance Code, lack up to 16
          months of length of insurance and up to 2 years of age
          to acquire a right to a pension or up to 16 months of
          length of insurance at the pension age with no other
          NSSI decision on granting a pension based on other
          grounds
          Provision of funds for labor remuneration and all
          contributions (except for the Unemployment Fund)
          payable by the employer for a period of 3 – 24 months
          at the amount specified in the NEAP for the respective
          year
          Persons may be employed on a full-time or part-time
          basis.
NEW JOB OPPORTUNITY


Eligible for funding are employers (priority have
employers who did not carry out massive layoffs
over the last 12 months)
Target group: unemployed people laid-off or
made redundant as a result of the economic
crisis in the country and/or restructuring,
privatization, enterprise or production insolvency
or liquidation proceedings
Provision of funds for labor remuneration and
all contributions payable by the employer for a
period of up to 6 months
INCENTIVE MEASURES FOR
EMPLOYERS


             Eligible for subsidies are only social and health
           insurance expenditures or expenditures for social
           and health insurance and labor remuneration
             Measures include a job sustaining period equal to
           the period of subsidization (except for measures as
           per Art. 41, 46, 52, par. 2 and 55e of the
           Employment Promotion Act)
             Job creation is subsidized subject to the condition
           that the employer did not make redundant workers
           or employees hired at the same job positions as the
           unemployed persons (as per Art. 36, par. 1, Art. 43,
           50, 51, 53, 53а, 55, 55а, 55b and 55c) over the last
           three months
             Employers may fill each announced job vacancy
           with more than one unemployed person referred by
           the EOD (except for measures as per Art. 41, 46 and
           52, par. 2 of the Employment Promotion Act)
INCENTIVE MEASURES FOR
EMPLOYERS

  Employers may access funds only for social and
health insurance expenditures (for a period of not
more than 6 months), whenever they employ:
  persistently unemployed – with a permanently
maintained registration of at least 12 months (Art.
55c)
  unemployed people hired for part-time work (Art.
51)
  unemployed people aged 50-64 years who
acquired the right to professional pension for early
retirement (Art. 55b)
  in events when micro-enterprises employ
unemployed people at the first five created jobs (Art.
50)
INCENTIVE MEASURES FOR
EMPLOYERS

            Employers are provided with funds for labor
            remuneration and all related social and
            health insurance contributions (for a period of
            not more than 6 months), whenever they
            employ:
            unemployed young people aged up to 29 years
            (Art. 36, par. 1)
            unemployed young permanently disabled people
            aged up to 29 years, including people with war
            disabilities and young people from social
            institutions who have completed their education
            (Art. 36, par. 2)
            unemployed permanently disabled people,
            including people with war disabilities (Art. 52,
            par. 1)
            unemployed people – single parents (or
            adopters) and/or mothers (or female adopters)
            with children aged up to 3 years (Art. 53)
INCENTIVE MEASURES FOR
EMPLOYERS

Employers are eligible to be provided with funds for
labor remuneration and all related social and
health insurance contributions (for a period of not
more than 6 months), whenever they employ:
unemployed mothers (female adopters) with children
aged 3-5 years (Art. 53а)
unemployed people who have served time – if
necessary, they may take part in training conducted by
employers or training organizations (Art. 55)
unemployed people aged over 50 years (Art. 55а)
unemployed people who completed primary or a lower
degree of education for apprenticeship purposes. Mentors
receive supplementary remuneration for the time of their
mentorship (Art. 55d)
INCENTIVE MEASURES FOR
EMPLOYERS

          Employers are eligible to be provided with funds for
          labor remuneration and all related social and
          health insurance contributions (for a period not
          longer than 6 months), whenever they employ:
          unemployed people with a permanently maintained
          registration for a period of at least 6 months at created
          “green jobs” in economic activities related to
          production of commodities and provision of services
          facilitating environmental protection (Art. 55e)
          unemployed        persistently   disabled   people    at
          temporary, seasonal or part-time jobs (Art. 52, par. 2)
          unemployed people or young people aged up to 29
          years for internship purposes (Art. 41 and 46) where
          over the last 24 months they acquired vocational
          qualification required for the job and without any
          professional experience in this occupation
TO BE ELIGIBLE FOR FUNDING
EMPLOYERS:


May not have outstanding public liabilities
Shall comply with the granting requirements as
per the State Aid Act
Shall be registered in compliance with the
active legislation
May not have outstanding contractual liabilities
under programs, measures and training events
as well as under Human Resources Development
Operational Program projects
May not have received funds from other
sources for funding the same types of
expenditure

Opportunities for employers under employment programs and measures

  • 1. OPPORTUNITIES FOR EMPLOYERS UNDER EMPLOYMENT PROGRAMS AND MEASURES www.az.government.bg
  • 2. FROM SOCIAL ASSISTANCE TO EMPLOYMENT Employers from the real and public sector are eligible to apply for funding Target group: unemployed people receiving monthly social assistance benefits (long-term unemployed people are a priority) Provision of funds for salaries and all contributions (except for the Unemployment Fund) payable by the employer at the amount specified in the NEAP for the respective year Eligible to apply for funding are projects by employers from the respective municipalities providing employment in socially beneficial and public activities and projects by private employers providing jobs in relation to operations improving labor conditions and environment in buildings and facilities where labor operations take place and annual/ permanent jobs are provided and/or in relation to operations connected with their major industrial and construction production.
  • 3. NATIONAL PROGRAM FOR EMPLOYMENT AND TRAINING OF PERMANENTLY DISABLED PEOPLE Eligible to apply for funding are real and public sector employers (priority have employers who have signed contracts for funding as per Art. 25 of the Integration of Disabled People Act for provision of access to jobs and for adjustment and/or equipment of work places for disabled people) Target group: people with permanent disabilities or people who have undergone successful drug addiction treatment, active-age people Provision of funds for labor remuneration and all contributions payable by the employer for a period of at least 24 months at the amount specified in the NEAP for the respective year Persons may be employed on a full-time or part- time basis.
  • 4. RETIREMENT ASSISTANCE Eligible to apply for funding are employers Target group: unemployed people who, as per Art. 68, par. 1 of the Social Insurance Code, lack up to 16 months of length of insurance and up to 2 years of age to acquire a right to a pension or up to 16 months of length of insurance at the pension age with no other NSSI decision on granting a pension based on other grounds Provision of funds for labor remuneration and all contributions (except for the Unemployment Fund) payable by the employer for a period of 3 – 24 months at the amount specified in the NEAP for the respective year Persons may be employed on a full-time or part-time basis.
  • 5. NEW JOB OPPORTUNITY Eligible for funding are employers (priority have employers who did not carry out massive layoffs over the last 12 months) Target group: unemployed people laid-off or made redundant as a result of the economic crisis in the country and/or restructuring, privatization, enterprise or production insolvency or liquidation proceedings Provision of funds for labor remuneration and all contributions payable by the employer for a period of up to 6 months
  • 6. INCENTIVE MEASURES FOR EMPLOYERS Eligible for subsidies are only social and health insurance expenditures or expenditures for social and health insurance and labor remuneration Measures include a job sustaining period equal to the period of subsidization (except for measures as per Art. 41, 46, 52, par. 2 and 55e of the Employment Promotion Act) Job creation is subsidized subject to the condition that the employer did not make redundant workers or employees hired at the same job positions as the unemployed persons (as per Art. 36, par. 1, Art. 43, 50, 51, 53, 53а, 55, 55а, 55b and 55c) over the last three months Employers may fill each announced job vacancy with more than one unemployed person referred by the EOD (except for measures as per Art. 41, 46 and 52, par. 2 of the Employment Promotion Act)
  • 7. INCENTIVE MEASURES FOR EMPLOYERS Employers may access funds only for social and health insurance expenditures (for a period of not more than 6 months), whenever they employ: persistently unemployed – with a permanently maintained registration of at least 12 months (Art. 55c) unemployed people hired for part-time work (Art. 51) unemployed people aged 50-64 years who acquired the right to professional pension for early retirement (Art. 55b) in events when micro-enterprises employ unemployed people at the first five created jobs (Art. 50)
  • 8. INCENTIVE MEASURES FOR EMPLOYERS Employers are provided with funds for labor remuneration and all related social and health insurance contributions (for a period of not more than 6 months), whenever they employ: unemployed young people aged up to 29 years (Art. 36, par. 1) unemployed young permanently disabled people aged up to 29 years, including people with war disabilities and young people from social institutions who have completed their education (Art. 36, par. 2) unemployed permanently disabled people, including people with war disabilities (Art. 52, par. 1) unemployed people – single parents (or adopters) and/or mothers (or female adopters) with children aged up to 3 years (Art. 53)
  • 9. INCENTIVE MEASURES FOR EMPLOYERS Employers are eligible to be provided with funds for labor remuneration and all related social and health insurance contributions (for a period of not more than 6 months), whenever they employ: unemployed mothers (female adopters) with children aged 3-5 years (Art. 53а) unemployed people who have served time – if necessary, they may take part in training conducted by employers or training organizations (Art. 55) unemployed people aged over 50 years (Art. 55а) unemployed people who completed primary or a lower degree of education for apprenticeship purposes. Mentors receive supplementary remuneration for the time of their mentorship (Art. 55d)
  • 10. INCENTIVE MEASURES FOR EMPLOYERS Employers are eligible to be provided with funds for labor remuneration and all related social and health insurance contributions (for a period not longer than 6 months), whenever they employ: unemployed people with a permanently maintained registration for a period of at least 6 months at created “green jobs” in economic activities related to production of commodities and provision of services facilitating environmental protection (Art. 55e) unemployed persistently disabled people at temporary, seasonal or part-time jobs (Art. 52, par. 2) unemployed people or young people aged up to 29 years for internship purposes (Art. 41 and 46) where over the last 24 months they acquired vocational qualification required for the job and without any professional experience in this occupation
  • 11. TO BE ELIGIBLE FOR FUNDING EMPLOYERS: May not have outstanding public liabilities Shall comply with the granting requirements as per the State Aid Act Shall be registered in compliance with the active legislation May not have outstanding contractual liabilities under programs, measures and training events as well as under Human Resources Development Operational Program projects May not have received funds from other sources for funding the same types of expenditure
