1.0 SCOPE
1.1 This procedure covers the surfaces preparation and application of protective coating for
YEONGWOL Combined Cycle Power Plant Project.
1.2 When there is a contradictory stipulation in the generals and the special
requirements, the
special requirements shall have priority over the generals.

3.0 GENERALS
3.1 Surface Preparation
3.1.1 All surface of carbon steel shall be blasted, unless otherwise specified, using
dry blasting abrasive only.
The surface profile shall be as recommended by the paint manufacturers.
3.1.2 Blast cleaning shall not be conducted when the temperature of the surfaces is
less than 3℃ above dew point of the surrounding air or when the relative
humidity of the air is more than 80%.
3.1.3 Any oil and grease on the surface before surface preparation shall be removed
by SSPC-SP 1, Solvent Cleaning.
After blasting and immediately prior to coating, the blasting dust and
abrasives shall be removed by using a high pressure air blow off and followed
by vacuum cleaning.
3.1.4 All rough welds, burrs, weld spatters, indentations, and all other sharp surface
projections

shall be ground smooth prior to further surface preparation.
3.1.5 Steel and fabrication defects such as weld spatters, lamination scabs, sharp edges
of
welds, and slivers visible before or after blast cleaning shall be repaired prior to
coating.
3.1.6 Blasting shall not be performed in the same area where coating or curing of coated
surfaces is in progress.
3.1.7 Should any phase not meet the standard required, Contractor shall carry out
necessary rectification in accordance with this procedure.
3.1.7 Piping, and other components where sand, grit or other debris from blasting can be
trapped and not completely removed, should be pickled, SP 8(Pickling) instead of
blasting.
3.1.8 Thin sheet metal surface requiring painting that cannot be blasted shall be
chemically
pretreated by a suitable phosphating process or other approved metal condition.
3.2 Application of Coating
3.2.1 All structural steel shall be treated in accordance with this procedure and the data
sheet(s)
of the paint manufacturer(s).
3.2.2 Paint shall not be applied on the following surfaces unless otherwise specified.
3.2.2.1 Non-metallic materials such as concrete, brickwork, tile, slate, glass, and
plastics
3.2.2.2 Non-ferrous materials such as hot-dip galvanized steel, weathering steel,
stainless steel, brass, copper, and aluminum.
3.2.2.3 Nameplate and other identification plates or label
3.2.2.4 Machined surfaces
3.2.2.5 Galvanized Surfaces
3.2.2.6 Surface of insulation lagging will not be coated.
3.2.2.7 Internal surface pf pipes, tubes, headers, fittings, valves, pressure vessel and
others.
3.2.3 Painting works shall be applied immediately 4 hours after the surface have
been prepared(after inspection of surface preparation).

3.2.4 Apply the paints in accordance with the manufacturer’s recommendation as to the
application, humidity, weather, temperature conditions and coating thickness.
Painting works shall be applied when the metal temperature shall be at least
3℃ above dew point.
3.2.5 Painting works shall be applied by means of brushing, rolling or spraying.
3.2.6 The surface shall be clean and free from contamination.
3.2.7 Painting works shall not be applied to the wet surface.
3.2.8 Paint shall be mixed with mechanical mixers to keep the pigment in suspension.
3.2.9 Coated steel or components shall be rested on wooden supports during shop
storage or shipment and shall at no time be placed directly on other steel or
directly on the ground.
3.3 Repairing Damage/Touch-Up Painting
3.3.1 The repair of the damaged coating shall be applied in accordance with painting
system by means of brushing, rolling, or spraying.
3.3.2 Run, sags, drips or over-spray which cause failures by loss of adhesion,
blistering, peeling, mud-cracking or rusting of substrate shall not be
permitted. Defective areas shall be re-blasting and re-coated.
3.4 Inspection
3.4.1 The Contractor shall maintain necessary instruments to test and inspect
the surface preparation, the coating application and the fully cured coating
at the place of work for his quality control and the instruments shall be
available to the Customer.
These instruments shall include:
3.4.1.1 Thermometer
3.4.1.2 Hygrometer
3.4.1.3 A thickness gauge such as Microtest, Elcometer, or equivalents
3.4.1.4 A 5x or higher magnifier
3.4.1.5 A flashlight
3.4.1.6 A wet film thickness gauge
3.4.2 The suppliers shall perform the following inspection and testing for surface
preparation and application of coating.

3.4.2.1 Surface preparation
3.4.2.1.1 Verify compliance with the requirements of this procedure.
3.4.2.1.2 Confirm the blast quality by comparing the blasted surface with SSPC-
Vis1 and verify the height of the anchor pattern profile with an
Elcometer roughness gauge adjusted to profile height or a Keane-Tator
Profile Compactor.
3.4.2.1.3 Check the contamination of the abrasive with grease or oil. Place the
abrasive into a glass of water for checking visual indications of grease
or oil. If grease or oil is present in the abrasive, the abrasive shall
not be used.
3.4.2.1.4 Inspect blasted surfaces immediately before application of the coating
as follows.
▶ Check dryness by visual inspection.
▶ Check rusting visually. If rusting is detected, surfaces shall be
reblasted until acceptable.
3.4.2.2 Handling and application of coating
3.4.2.2.1 Check spray equipment before handling and application of coating for
correct air pressure, cleanliness of agitators, hoses and pots, and
correct size of tips and caps.
3.4.2.2.2 Mixed materials that exceeds pot life shall be rejected.
3.4.2.2.3 Thickness measurements will be made in accordance with SSPC PA2.
Method of determining the final DFT(dry film thickness)shall be take
reading over any square meter of the painted area, the average of these
reading shall equal or exceed the nominal DFT.
3.4.2.2.4 Check continuously the following coating defects and take immediate
corrective action ;
3.4.2.2.4.1 Loss of adhesion
3.4.2.2.4.2 Blistering
3.4.2.2.4.3 Peeling
3.4.2.2.4.4 Mud-cracking
3.4.2.2.4.5 Rusting of substrate
3.4.2.2.4.6 Over-spray
3.4.2.2.4.7 Runs and Sags
3.4.2.2.4.8 Embedded particles
3.4.2.2.4.9 Other imperfections and blemishes
3.4.2.2.5 Check relative humidity and temperature to allow the specified curing period.

4.0 COATING SYSTEM
4.1 Application of materials
4.1.1 Maker standard coating products shall be coated in accordance with Manufacturer’s
Maker Standard.
4.1.2 Coating materials shall be delivered in the manufacturer’s original sealed
containers
legible labels. The containers of paint or thinner shall not be opened unless ready
for
immediate use.
4.1.3 The sides of each container for paint and thinner shall have the following
information listed :
4.1.3.1 Manufacturer’s name
4.1.3.2 Product name
4.1.3.3 Product color designation
4.1.3.4 Product batch number and manufacturing date
4.1.3.5 Product shelf life
4.1.4 Mixing and application of coating material shall be in accordance with the
data sheet(s) published by the paint manufacturer(s).
4.1.5 Thinners shall used by the product of the painting manufacturer. Products from
the different manufacturers shall not be intermixed.
4.1.6 Coating materials shall be used before the expiration of their shelf-life.
