A survey released by The Economist Intelligence Unit (EIU) shows that 90% of business leaders believe they can help prepare cities for the effects of climate change, with 51% saying that investing in climate change resilience gives them a competitive edge. The dovetailing of potentially devastating climate change impacts and urbanization by mid-century is of great concern to municipal leaders. The portion of the world living in cities is slated to rise to two-thirds of the global population (or 6.4 billion), up from 54% today, according to the United Nations. In tandem, the frequency and severity of floods, storms and drought as a result of climate change are expected to rise significantly in the coming decades, particularly in coastal areas, where many large cities are located. Forging preparative responses for these changes has thus taken on a new sense of urgency for government officials, non-governmental organizations and business leaders. For business, the executive survey, supported by the Rockefeller Foundation, finds that the biggest perceived market and operational risk from climate change is the disruption of energy supplies, which could severely impact on a company’s ability to operate.

President of Blue Sapphire Strategies, Pamela Berkowsky is a national security expert and CLEO-certified Climate Communicator who has worked at the highest levels of federal and state/local governments. Pamela Berkowsky also serves as a senior executive defense consultant to the South Florida Defense Alliance (https://www.southfloridadefensealliance.org/about-us-1), where she focuses on defense innovation and military climate resiliency issues, including relations with the Southeast Florida Regional Climate Change Compact. Commonly known as the Compact, the Southeast Florida Regional Climate Change Compact is a collaboration among the counties of Miami-Dade, Palm Beach, Monroe and Broward to lower greenhouse emissions across the region. The Compact also seeks to develop common climate resilience policies and to establish community adaptation strategies. Established in 2009 by local government officials across Southeast Florida, the Compact addresses the effects of climate change on the area’s population. For over a decade, the counties involved in the Compact initiative have networked with stakeholders at the municipal, state, and federal governments to develop and implement various climate initiatives. Other collaborations include working with development groups, community-based organizations, academia, and economic entities. The Compact achieves its objectives by sharing regional knowledge and tools – most notably its Unified Sea Level Rise Projections -- and developing standards that ensure efficiency, coordination, and transparency when different parties put their plans into action. To keep their partners abreast of conditions, the Compact regularly updates six key climate indicators: temperature, sea level rise, sea surface temperature, high tide flooding, saltwater intrusion, and precipitation. These indicators are meant to serve as a central database for the most recent, relevant, and accurate scientific information about climate change across the region, thereby helping regional organizations to keep their planning consistent, and supporting initiatives to educate officials, the public and media about the impacts of climate change. A team of technical experts drawn from relevant government agencies, non-governmental organizations, and the academic community compiles the information.

HM510 Week 1 Assignment Hazard Reduction Programs Over the last 100 years, the government has put in place a number of hazard-reduction programs as the result of various disasters. Write a 5–7-page paper analyzing the current and past governmental reduction programs (for both natural and man-made hazards) and trace the history of hazard mitigation from the 20th Century to current times. Cover Page and Reference page does not count at the 5-7 pages. The list below contains a sample of programs: · Flood Control Act (FCA) of 1917 · FCA of 1936 · FCA of 1938 · Federal Disaster Relief Act of 1950 · National Flood Insurance Program (NFIP) · Disaster Relief Act of 1970 · Flood Disaster Protection Act of 1973 · Disaster Relief Act of 1974 · Earthquake Hazards Reduction Act-1977 · FEMA Established-1978 · Coastal Barriers Resource Act-1982 · Stafford Act-1988 · Hazard Mitigation Act of 2000 Your assignment should: · Identify at least three (3) natural and three (3) man-made disaster mitigation programs, highlighting best practices · Identify the sources for each of the programs and explain the influence of disasters on mitigation programs · Explain how the programs were put in place · Discuss the impact of such programs, including the program effectiveness and unresolved issues . 4 or more references, In cite text a must !!! Discussion Question: Looking over the next five years, in your opinion, what will be the single greatest threat to the nation’s homeland security posture? Explain the reasoning for your selection. How well does DHS’ Fiscal Years 2014-2018 Strategic Plan address this threat? Instructions: Fully utilize the materials that have been provided to you in order to support your response. Your initial post should be at least 350 words. Lesson Week Eight – Risk, Threat and Consequence in the Future Predicting the future is an activity frequently fraught with uncertainty. Still, it is an activity that those of us who find ourselves within the homeland security enterprise must constantly engage in. Whether it’s those within the intelligence, the emergency response and emergency management communities, or those who might not be sure what role they play (such as academia or the business community), we all make decisions based upon what might occur in the future (whether that be the next moment, week, or years down the road). In addition, the input we provide and predictions we make impact others as well, whether that is our elected leaders who could utilize such information in their decision making process, or simply family members, coworkers, or students. Lastly, any steps taken moving forward must support the current National Preparedness Goal, which is: A secure and resilient Nation with the capabilities required across the whole community to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose the greatest risk. (DHS, 2015, p. 1) Therefore, a balancing act of sorts must be taken that keeps an eye on present responsibilities and commitments, while looking ahead to what the future might hold. So in this our final week of class, we will look at factors likely to affect risk, threat and consequences for our communities in the future. In 2010, the Federal Emergency Management Agency (FEMA) launched the Strategic Foresight Initiative (SFI) as an ongoing effort to determine those factors that will impact risk factors in the nation as a whole and in our nation’s communities over the next 20 years. The SFI has resulted in the publication of a number of documents. Perhaps the most relevant to this current discussion is Crisis Response and Disaster Resilience 2030: Forging Strategic Action in an Age of Uncertainty. The information found within this report is a culmination of the efforts of literally hundreds of emergency management and homeland security professionals and practitioners. They admit that moving forward; there is both an increased complexity and decreased predictability related to the operating environment our nation will find itself addressing. Therefore, it would behoove us to seriously consider the issues they have highlighted and make needed changes where applicable.
