We understand that measuring expectations of performance can be difficult, but most of us will admit that we can recognize what really works when we see it. So let me take these abstract ideas of wants, needs, and expectations and give you a concrete example…
- It is just after 4PM on a Thursday early in June. A call comes in to a dispatcher at MEDIC about a 7 year old boy drowning in a lake on the northwestern edge of Mecklenburg County. Within 2 and half minutes, an ambulance arrives on scene. The boy is responsive and transported for advanced follow-up. This is what we want and expect to happen when a citizen places a call. This is how the system is supposed to work, but all too often it doesn’t.
- What could have happened is a very different story. We have the same call to 911, but this time it is over 20 minutes before an ambulance arrives.

- Before this incident happened, MARVLIS was used to transform Medic’s historical CAD data into predictions of where future calls would be come from. Their current AVL positional data was also used to calculate response zone coverage and identify lapses in that coverage where demand is expected given the time of day, day of week, and season of the year. In fact, the trend that MARVLIS caught was that after school on a Spring day like this one, children have a tendency to go swimming at the lake and sometimes they get into trouble.
