2. Police Authority Statutory duty
There are certain regulations for community engagement that
police authorities must meet.
‘In making or reviewing arrangements for obtaining the views of
people in its police area about matters concerning the policing
of the area, each Police Authority shall’……
Obtain the views of a wide range of people, including:
• Those who are aged under 21 or over 65;
• Business and Voluntary Sectors
• People from diverse backgrounds and sectors of society,
including those of disadvantaged socio-economic status and
from groups that are perceived by them as hard to reach
3. Embracing Difference 2012
Strands of diversity we consulted throughout 2012
included:
- Age
- Race
- Gender
- Sexual orientation
- Faith
- LGBT (Lesbian, Gay, Bisexual & Transgender)
4. How we consulted the public….
Methods we used included:
- Questionnaires
- Focus groups
- Social media (Twitter and Facebook)
- Large scale community events
- Longitudinal study in secondary schools

5. AGE
Young people - We visited colleges in each of the 10
Districts of Greater Manchester to consult people
under 25.
Old people - We went to groups, day centres and
residential homes to consult people over 60
Intergenerational -Together with the Princes Trust we also
delivered events bringing young and older people together!
Of all the questionnaires completed 27% were from under 25’s
and 25% were from over 55’s
6. Gender
We attended National Women’s Day events in both
Manchester and Trafford
We also held focus groups with over 190 participants
and attended numerous events across the
whole of Greater Manchester
The total number of questionnaires showed that 62% were
completed by women and 34% by men. 1.5% stated that their
gender identity was different from the gender they were
assigned at birth
7. Disability
We consulted various organisations representing all strands of
disabilities including both Learning and Physical
We also held focus groups with disability groups to discuss issues
regarding policing, over 170 participants took part in these all
of whom described themselves as having a
disability
Of the questionnaires completed, 14%
described themselves as having a
disability
8. Race
Race featured in all our events however we also attended many
events which focused on Race including Chinese new Year
Celebrations and the Manchester Caribbean carnival
We also held focus groups with members of
the Irish community, BEING ME (Lesbian and
Gay Black and Minority Ethnic), Refugee &
Asylum seekers and African Caribbean communities
to name but a few!
Of the questionnaires completed 60% of respondents defined themselves
as White British, 5% as Asian Pakistani and 5% as Asian Indian
9. Faith
We worked in partnership with various faith organisations to
deliver multi faith events celebrating a prominent date from
within the five main faith calendars.
Over 800 people from different faith communities
across Greater Manchester came together to
celebrate cultural diversity and to learn about the significance of
the various festivals including Diwali, Hanukkah, Easter, Vaisakhi
and Ramadan.
Of the questionnaires completed, the top 3 respondents
were Christian (45%), No religion (26%) and Muslim (10%)
10. Sexual Orientation
During 2012 we consulted individuals, communities and organisations
representing the Lesbian, Gay, Bisexual and Transgender communities.
We also carried out focus group consultation sessions to discuss
Issues regarding policing with groups across Greater Manchester.
A total of 69 people took part all of who identified as lesbian,
gay or bisexual (LGB)
Of the questionnaires completed 8% stated their sexual orientation as Gay.
Of these, 2% were Bisexual, 3% Gay men, 3% Gay women/Lesbian, 78%
were Straight/Heterosexual and 1% described themselves as ‘Other’.
