the second largest city in Saudi Arabia
The population of the city currently stands at
over 3.4 million and is expected to be 6

Government Decisions
• In March 2013, a Royal Decree has been announced with the
approval of the implementation of Public Transport in Jeddah
• The Decree dedicated a total budget of 45 Billion Saudi Rail
for the project
• The Decree has also established the delivery date of the
complete public transport master plan as 7 years.

• Made a permission to use non-standard government contract
(FIDIC).
• Gives allowances to prequalify contractors to ensure
specialized contractors are equally competitive
• Bidding Technical package and Financial package separately.
