For Website Hosting Options The Home Server has no
rules and requires Port Forwarding to work.

If you configure wrong it will still work in Tor.
The Registrar has rules, usually comes with Domain
Lock, SEO, Dddos Protection, Payment Protection,
etc.
If you break the rules on a home server, police
come or your ISP will shut you down and that is it.
So that is that, I have used registrars that were
cheap and that is what I am used to as a noob.

As you guessed most servers run Linux and BSD.
I use Ventoy for Live OS and Virtualbox mostly.
Proxmox is another very common one to use.
