In most cases it is not the athletes fault. Buscones (finders) or ”street agents” cut deals with American organizations and/or with the latin athletes which leads to bonus skimming. Skimming bonuses is when scouts and/or executives accepted kickbacks from bonuses that were originally promised to Latin American signees.
