SUBJECT : CONDUCT OF REGIONAL HIGHER EDUCATION SUMMIT,
November 14-15, 2013, The Oriental Hotel, Legazpi City,
on the theme, “2013 and Beyond: Engaging Higher Education
Towards Sustainable and Inclusive Growth in the Bicol
Region”

Pursuant to the relevant provisions of Republic Act 7722, otherwise known as
“Higher Education Act of 1994”, and per Resolution no. 54, s. 2012 of the Regional
Development Council (RDC), re: “Approving the Conduct of a Higher Education Summit”,
wherein CHED RO V was tasked to “coordinate the conduct of the summit”, this Office
hereby endorses the subject undertaking for the support and participation of all Higher
Education Institutions.
Representatives of Higher Education Institutions (HEIs) and top-level officials of
DepEd, DOLE, DBM, TESDA, DILG and CHED, shall convene at The Oriental Hotel,
Legazpi City, for this major occasion this year--- the Regional Higher Education Summit.
This will be a venue for plenary sessions and workshops geared towards the K to 12
program, the enrichment of technical-vocational courses, concerns on Local Colleges in the
region, and reforms in higher education.
The undertaking is aimed to:
1) determine both present and emerging issues and concerns on the higher education
system, which affect HEIs in Region V;
2) identify, align, adopt and implement plans, policies, programs and strategies to
strengthen capabilities of HEIs so that they become responsive to their role in the
Regional Development Plan (RDP);
3) generate proposals, recommendations, resolutions and pledge of commitment
addressed to authorities concerned to improve the higher education system in
support to the RDP.
Expected attendees from HEIs are Presidents, Vice Presidents, Deans, Adminis-
trators and Campus Directors.
Registration fee for the two-day summit costs P2,400 per participant (payable to the
Bikol Foundation for Higher Education or BFHE), to defray expenses for food, venue, kits,
speakers’ honoraria and other miscellaneous expenses. Those who will pre-register not
later than October 31, 2013 shall be entitled to a 10% discount. Early bird payments are to
be deposited to BFHE Account # 886-30813-87, Bank of the Philippine Islands (BPI),
Caceres St., Naga City, copy of deposit slip to be faxed to CHED RO V telfax # 481-5095.

2. Travel and accommodation expenses of participants from public HEIs shall be
charged from their local funds subject to usual accounting rules and regulations, while
those of private HEIs may have their own internal funding arrangements.
