Describe the school district's or charter school's vision or mission statement
My district provides a clear-cut vision statement that reflects the beliefs and
activities of our computer and library teachers.
III. TECHNOLOGY OVERVIEW
Page # A. Technology
6 1. Provide an inventory of current technology networking and
telecommunications equipment
The list provided gives an accurate amount of technology devices in each
school. Each school has at least: over 150 workstations, 8 printers, 7
switches, 2 servers, and 2 laptops.
The technology plan also gives a summary of the types of connectivity, amount
of student computers provided in each school, types of Windows domains,
and Email and Anti-virus servers provided
*Each school also now has laptop carts each with 30 laptops and clickers.

2. Describe the technology inventory needed to improve student academic
achievement through 2010 including, but not limited to:
• Technology equipment and networking capacity
• Software used for curricular support and filtering
• Technology maintenance policy and plans
• Telecommunications services
• Technical support
• Facilities infrastructure
• Other services
There were several items promised in this section, and while most of them were
fulfilled, we have yet to receive every item. Among the items promised consist of
attaining computers-on-wheels, use of Study Island, and the purchase of primary
math and language arts software. We did not receive 12-13 computers in each
computer lab or subscription services: Reading A-Z and United Streaming. The
district also sought to and achieved updated WAN to increase bandwidth and link
all sites together, centralized firewalls, servers, and email, upgraded inter school
phones, increased amount of cameras, and a new phone system for throughout
each school. The remaining items have not been accomplished at this time and
include a voice broadcasting system, wireless hot spots, and ceiling mounted
LCD projectors to classrooms.

3. Describe how the district integrates assistive technology devices into the
network to accommodate student needs
The tech plan says that the district will use a large monitor for visually impaired
students. I had a visually impaired student and never received a larger
monitor. Headphones and speech-to-text voice recognition devices are also
provided upon request.

4. Describe how the district’s web site is accessible to all stakeholders (for
example using Federal Accessibility Standards)
The district website is easy to access and navigate.
5. Describe the plan for replacing obsolete computers/technology and include
the criteria for obsolescence.
The district does upgrade lab computers approximately every 4 years but does
not always consider seven year-old machines obsolete.

1. List the filtering method(s) used.
(NOTE: Be specific as this is a federal mandate.) Yes an extensive list of
filtering methods is provided. The district also updates content filtering using
Sonic Wall Internet Appliance at each school with a yearly subscription.
2. Identify the Acceptable Use Policies (AUP) used for students and staff and
include a copy of the AUPs with the submission of this technology plan.
The AUP is provided in Appendix A and details the goals of the technology
department intended for students and staff. It also gives an extensive list of
standards for use of computer networks and behaviors that will not be tolerated.
*The tech plan says that the Acceptable Use contract is provided and it is not in
the actual plan, but parent’s are required to sign this contract at the beginning of
each school year in order for their child to participate in technology projects
using the internet
3. Explain how students are educated about online safety awareness.
The contracts are discussed with students and signed by parents (the forms are
sent home in the beginning of the year in a packet of papers for parents to fill
out). The Prosecutor’s Office does present a parent workshop for on-line safety.
4. Provide information on how parental resources regarding online safety
are made available to parents.
A link is provided in the District Website under Parent Resources to the
prosecutor’s office providing tips for internet safety.

1. Complete a needs assessment for educational technology in your school
district or charter school. Begin by determining current status. Afterwards,
determine the educational needs, prioritize the identified needs and establish
necessary changes through goals and objectives.
a. Evaluate staff's current practice in integrating technology across the
curriculum.
A list of common procedures used by teachers to integrate technology into
curriculum. It does state that collaborative time is provided between
technology and classroom teachers, which is not. This is the only bullet out
of 11 that is not accurate.
b. Provide a summary of teacher and library media personnel proficiency10

in the use of technology within the district.
This statement is accurate, while the degree of technology knowledge varies
amongst teachers, all classroom teachers use the computer to track
attendance, do report cards, and have an e-mail account. It also states that
most teachers embrace technology and use it in the planning and execution
of lessons, which is true. Finally, it states that Smart Boards were recently
acquired and more hands-on training needs to be provided. (We had a brief
session at a recent in-service for 2nd
grade teachers only on using Smart
Boards).
c. Determine the current educational environment and barriers by
describing how:
i. staff are assured access to technology to facilitate technology
integration, (open lab times, computers in classroom, faculty

to no training. Finally, the district states the need for subscription services and
Education City was just acquired for K-4 schools in the areas of Language
Arts, Math, and Science.

*The needs were prioritized and most of number one (everything except use
of EBSCO host) have been provided. Number 2 (subscription services) have
been recently acquired. Number 3 (Computers on Wheels) have been
provided in all 4 schools.
IV. THREE-YEAR GOALS AND OBJECTIVES
Page # A. History
12-13 1. List the goals from the 2004-07 plan.
*14 goals were listed, each with 2 accompanying objectives. Most of the goals
sounded realistic but some seemed like they would be hard to attain, especially
back in 2004-2007.
2. Evaluate each goal from the previous plan, in one or two sentences,
detailing each goal's success, or reasons for continuation, or issues
preventing its success.
* Each goal details a way that it has been achieved and actively attained in the
classroom. Some of the goal's evaluations seemed a little broad and unrealistic
for teachers to be expected to complete. The plan mentions EBSCO database In
several of the goal evaluations and I have never heard about use of this database
nor have I received instruction in how to do so.

3. Describe any unexpected outcomes or benefits specifically linked to the
educational technology in place.

15-16 1. List and support the goals that continue from the ’04-‘07 plan.
* Almost all goals from the '04-'07 goals were listed with the exception
of # 14 dealing with learning and applying fitness concepts and skills
2. Modify goals or write new goals to meet the needs identified from the
assessments. Goals for '07-'10 should support district need and align with
the state plan.
Goal # 14 was modified to All teachers will become proficient in technology to
improve achievement. The objectives state that they do this by using Smart
Boards to integrate technology in the classroom, which teachers do through the
use of newly acquired Smart Boards (The PTA for each school has bought Smart
Boards so there is not an equal amount between schools). Another objective was
to access and analyze student data and this can currently be achieved through the
use of the clickers that were provided for each school, however there was only 1
brief training session. This can also be achieved by using Study Island which
ample training has been provided but only grades 3-6 use this program. The third
objective is for teachers to have a web page and while this is encouraged, it is not
required. Finally they mention using EBSCO, which again, I have never heard of
in my district. Two additional goals were also listed. Goal 15 states that the
district will provide subscription services, which has been attained through the
purchase and use of Study Island and Education City. Finally, goal 16 says that
the district will purchase computers on wheels for the 6th
grade and this goal was
achieved over and beyond, because every grade level in every school has access
to a set of computers on wheels.
3. Add to the goals the specific objectives for integrating technology to improve
student academic achievement aligned with NJ Core Curriculum Content
Standards (including software and other electronically delivered learning
materials). Also, include a timeline for such integration and the
corresponding measures (also known as indicators) that are evidence that
the goals or objectives have been achieved.

*This table was the only one provided and was very vague. All of the strategies
and activities seemed realistic and ones that are currently being offered in the
district. Each goal and objective stated in the timeline section that it was ongoing
with the exception of 15.1 and 16.1, which are scheduled to be addressed in 08
09 and 10 It also states that the people responsible are administrators and
certified staff. The documentation for each goal are also realistic and are evident
in the various projects displayed in the computer labs and media center.
B. Develop strategies to ensure that the technology plan addresses the use of
technology, including assistive technology, to support the learning
communities.

A. Provide the anticipated costs for 2007-2008 and then indicate the
projected funding for 2008-2010 of the technologies to be acquired and
expenses such as hardware/software, digital curricula including NIMAS
compliance, upgrades and other services including print media that will be
needed to achieve the goals of this plan, including specific provisions for
interoperability among components of such technologies to successfully
achieve the goals of this plan.
*For 2007-08 school year the cost of replacement computers, servers,
supplies/materials, and contracted services were stated.
*For 2008-09 the cost of replacement computers and contracted services were
projected to go up, while the cost of servers went down and supplies/materials
stayed the same. Two new expenses: installation of WAN and subscription
services were incurred.
*For 2009-2010 costs in all areas besides servers (back up from 08/09) are
projected to remain the same as 2008-09. The cost of installation of WAN is not
listed for 09-10 and the cost of a mobile was added.

professional development activities noted in this plan.
Several personnel were listed, however to my knowledge, the District
Director of Elementary services coordinates all professional development.
There may be input from the other faculty and staff regarding professional
development issues and planning district-wide in-services.

B. Describe the planned professional development activities for teachers,
administrators, and school library media personnel that include:
1. How teachers and library media personnel have access to
educational technology in their instructional areas (such as using
desktops, mobile laptop and wireless units, PDAs).
All the technology listed is accurate to what teachers have access to in
the classroom.
2. How administrators have access to technology in their workplace
(such as using desktops, mobile laptop and wireless units, PDAs).
This information is accurate, administrators have access to PCs,
laptops, and Blackberries.
3. How ongoing, sustained professional development for all
administrators will be provided to further the effective use of
technology in the classroom or library media center.
It is stated that professional development will be provided in several
areas: Smart Board, Web Quests, Outlook Express, On-Line Resources,
and Study Island. Professional development was provided in all of
these areas with the exception of Web Quests.
4. How ongoing, sustained professional development for all staff will
be provided to further the effective use of technology in the

classroom or library media center.
This is definitely an area of weakness. The plan states that the
professional development is provided by teachers (technology and
classroom) and outside consultants and that administrators may attend
these workshops. It also states that ongoing assistance will be provided
but not specific workshops or sessions to discuss problems or questions
that may be encountered when using these new technologies in the
classroom. It is up to those people to address these problems on their
own time.
5. The professional development opportunities and resources that exist
for technical staff.
Professional development is said to be provided to the technical staff
including the conference “From My Classroom to Yours” that is
attended by all technology teachers.
6. How professional development is provided to all staff on the
application of assistive technologies to support all students in their
learning.
*This information was not provided and guidance, ideas, nor
professional development are really provided to special education
teachers.

H. Based on educators' proficiency and the identified needs for professional
development, describe only the ongoing, sustained, high-quality
professional development opportunities planned for 2007-2008 as it
relates to the infusion of technology into the curricular process. Include a
description of in-class support such as coaching that is used to ensure
effective use of technology to improve learning. Also, include a
description of the involvement of all partners associated with professional
development for the district.

In the table each goal is listed and one main tool being used to attain each
goal is also listed. It then gives an idea of how these are supported. It was
interesting to note that release time per grade level should be provided to
work collaboratively in finding activities in and using the Smart Boards, Web
Quests, and other online resources but is not given on a regular basis.

There are various opportunities given to certain teachers for Out-of District
Workshops and the scheduled professional days are always provided

Describe the process and accountability measures that are used to regularly
evaluate the extent to which goals, objectives, activities, resources and
services are effective in

The technology plans states that surveys will be given at the end of each
professional day, which is true. These forms, however, are not always
filled out and/or given back. It also mentioned there would be an on-line
survey by Zoomerang.com, which I have never been exposed to.
2. enabling students to meet challenging state academic standards, and
Students are assessed by the technology teachers on the various projects
and given a grade on their report card at the end of each quarter. Another
way the students are assessed is through the use of programs such as Study
Island and Education City.
3. developing life-long learning skills.
This statement was very broad simply describing students enthusiastic
attitudes toward technology, which will help to build life-long learning
skills.

* Where does your district do well?
My district did well in achieving new goals and attaining and upgrading technology equipment. When I first
came to the district that I teach in I considered it pretty behind technological times. This is already my third
year and since I started we have switched to electronic attendance/report cards, electronic system for student
lunch, attained numerous Smart Boards for each school, a lap top cart for each school, and a clicker system
for each school. They have also updated many teacher and student computers. I think that this is a lot to
achieve in a short time.
* Where does your district not do as well?
My district does not do as well in the area of professional development. We do have four district-wide in-
services and most of the workshops either do not apply to many of the teachers or the school does not
provide enough reinforcement or follow-up. It is almost like they introduce you to the concept, idea, or tools;
you use them; and then nobody ever talks about it again. I also think it would be more beneficial to offer
specialized workshops for special education teachers.
* What was promised in the first year that was not delivered?

An objective under one of the new goals was for “teachers to use EBSCO and other data bases to better plan
their lessons and for professional development.” I have never even heard EBSCO mentioned, never mind
been given training on how to use this database or ideas on how it may be helpful to my classroom.
* What new elements will your district have to consider?
My district may have to consider having less money available due to our nation’s economy and especially
considering that our local budget has not passed in several years.

Technology Operations and Concepts
Educational technology facilitators demonstrate an in-depth understanding of technology operations and
concepts. Educational technology facilitators:
A. Demonstrate knowledge, skills, and understanding of concepts related to technology (as described in the ISTE National Educational Technology
Standards for Teachers). Candidates:
1. assist teachers in the ongoing development of knowledge, skills, and understanding of technology systems, resources, and services that are
aligned with district and state technology plans.

EXECUTIVE SUMMARY 5 Describe the school district's or charter school's vision or mission statement My district provides a clear-cut vision statement that reflects the beliefs and activities of our computer and library teachers. III. TECHNOLOGY OVERVIEW Page # A. Technology 6 1. Provide an inventory of current technology networking and telecommunications equipment The list provided gives an accurate amount of technology devices in each school. Each school has at least: over 150 workstations, 8 printers, 7 switches, 2 servers, and 2 laptops. The technology plan also gives a summary of the types of connectivity, amount of student computers provided in each school, types of Windows domains, and Email and Anti-virus servers provided *Each school also now has laptop carts each with 30 laptops and clickers. 3

Describe the technology inventory needed to improve student academic achievement through 2010 including, but not limited to: • Technology equipment and networking capacity • Software used for curricular support and filtering • Technology maintenance policy and plans • Telecommunications services • Technical support • Facilities infrastructure • Other services There were several items promised in this section, and while most of them were fulfilled, we have yet to receive every item. Among the items promised consist of attaining computers-on-wheels, use of Study Island, and the purchase of primary math and language arts software. We did not receive 12-13 computers in each computer lab or subscription services: Reading A-Z and United Streaming. The district also sought to and achieved updated WAN to increase bandwidth and link all sites together, centralized firewalls, servers, and email, upgraded inter school phones, increased amount of cameras, and a new phone system for throughout each school. The remaining items have not been accomplished at this time and include a voice broadcasting system, wireless hot spots, and ceiling mounted LCD projectors to classrooms. 7 3. Describe how the district integrates assistive technology devices into the network to accommodate student needs The tech plan says that the district will use a large monitor for visually impaired students. I had a visually impaired student and never received a larger monitor. Headphones and speech-to-text voice recognition devices are also provided upon request. . 7-8 4. Describe how the district’s web site is accessible to all stakeholders (for example using Federal Accessibility Standards) The district website is easy to access and navigate. 5. Describe the plan for replacing obsolete computers/technology and include the criteria for obsolescence. The district does upgrade lab computers approximately every 4 years but does not always consider seven year-old machines obsolete. Page # B. Cyber Safety 4
  • 5. 8-9 1. List the filtering method(s) used. (NOTE: Be specific as this is a federal mandate.) Yes an extensive list of filtering methods is provided. The district also updates content filtering using Sonic Wall Internet Appliance at each school with a yearly subscription. 2. Identify the Acceptable Use Policies (AUP) used for students and staff and include a copy of the AUPs with the submission of this technology plan. The AUP is provided in Appendix A and details the goals of the technology department intended for students and staff. It also gives an extensive list of standards for use of computer networks and behaviors that will not be tolerated. *The tech plan says that the Acceptable Use contract is provided and it is not in the actual plan, but parent’s are required to sign this contract at the beginning of each school year in order for their child to participate in technology projects using the internet 3. Explain how students are educated about online safety awareness. The contracts are discussed with students and signed by parents (the forms are sent home in the beginning of the year in a packet of papers for parents to fill out). The Prosecutor’s Office does present a parent workshop for on-line safety. 4. Provide information on how parental resources regarding online safety are made available to parents. It does state that collaborative time is provided between technology and classroom teachers, which is not. This is the only bullet out of 11 that is not accurate. b. This statement is accurate, while the degree of technology knowledge varies amongst teachers, all classroom teachers use the computer to track attendance, do report cards, and have an e-mail account. Finally, it states that Smart Boards were recently acquired and more hands-on training needs to be provided. (We had a brief session at a recent in-service for 2nd grade teachers only on using Smart Boards). c. Finally, the district states the need for subscription services and Education City was just acquired for K-4 schools in the areas of Language Arts, Math, and Science. 11 3. Prioritize the identified needs *The needs were prioritized and most of number one (everything except use of EBSCO host) have been provided. Number 2 (subscription services) have been recently acquired. Number 3 (Computers on Wheels) have been provided in all 4 schools. IV. THREE-YEAR GOALS AND OBJECTIVES Page # A. History 12-13 1. List the goals from the 2004-07 plan. *14 goals were listed, each with 2 accompanying objectives. Most of the goals sounded realistic but some seemed like they would be hard to attain, especially back in 2004-2007. 2. Evaluate each goal from the previous plan, in one or two sentences, detailing each goal's success, or reasons for continuation, or issues preventing its success. * Each goal details a way that it has been achieved and actively attained in the classroom. Some of the goal's evaluations seemed a little broad and unrealistic for teachers to be expected to complete. Goals and Objectives for 2007-2010 15-16 1. List and support the goals that continue from the ’04-‘07 plan. * Almost all goals from the '04-'07 goals were listed with the exception of # 14 dealing with learning and applying fitness concepts and skills 2. Modify goals or write new goals to meet the needs identified from the assessments. Goals for '07-'10 should support district need and align with the state plan. Goal # 14 was modified to All teachers will become proficient in technology to improve achievement. The objectives state that they do this by using Smart Boards to integrate technology in the classroom, which teachers do through the use of newly acquired Smart Boards (The PTA for each school has bought Smart Boards so there is not an equal amount between schools). Another objective was to access and analyze student data and this can currently be achieved through the use of the clickers that were provided for each school, however there was only 1 brief training session. This can also be achieved by using Study Island which ample training has been provided but only grades 3-6 use this program. The third objective is for teachers to have a web page and while this is encouraged, it is not required. Finally they mention using EBSCO, which again, I have never heard of in my district. Two additional goals were also listed. Goal 15 states that the district will provide subscription services, which has been attained through the purchase and use of Study Island and Education City. Finally, goal 16 says that the district will purchase computers on wheels for the 6th grade and this goal was achieved over and beyond, because every grade level in every school has access to a set of computers on wheels. 3. Add to the goals the specific objectives for integrating technology to improve student academic achievement aligned with NJ Core Curriculum Content Standards (including software and other electronically delivered learning materials). All the technology listed is accurate to what teachers have access to in the classroom. 2. This information is accurate, administrators have access to PCs, laptops, and Blackberries. 3. How ongoing, sustained professional development for all administrators will be provided to further the effective use of technology in the classroom or library media center. It is stated that professional development will be provided in several areas: Smart Board, Web Quests, Outlook Express, On-Line Resources, and Study Island. Professional development was provided in all of these areas with the exception of Web Quests. 4. It is up to those people to address these problems on their own time. 5. The professional development opportunities and resources that exist for technical staff. Professional development is said to be provided to the technical staff including the conference “From My Classroom to Yours” that is attended by all technology teachers. 6. How professional development is provided to all staff on the application of assistive technologies to support all students in their learning. *This information was not provided and guidance, ideas, nor professional development are really provided to special education teachers. 21 H. Based on educators' proficiency and the identified needs for professional development, describe only the ongoing, sustained, high-quality professional development opportunities planned for 2007-2008 as it relates to the infusion of technology into the curricular process. It was interesting to note that release time per grade level should be provided to work collaboratively in finding activities in and using the Smart Boards, Web Quests, and other online resources but is not given on a regular basis. 21 I. These forms, however, are not always filled out and/or given back. It also mentioned there would be an on-line survey by Zoomerang.com, which I have never been exposed to. 2. enabling students to meet challenging state academic standards, and Students are assessed by the technology teachers on the various projects and given a grade on their report card at the end of each quarter. Another way the students are assessed is through the use of programs such as Study Island and Education City. 3. developing life-long learning skills. This statement was very broad simply describing students enthusiastic attitudes toward technology, which will help to build life-long learning skills. 22 22 * Where does your district do well? My district did well in achieving new goals and attaining and upgrading technology equipment. When I first came to the district that I teach in I considered it pretty behind technological times. This is already my third year and since I started we have switched to electronic attendance/report cards, electronic system for student lunch, attained numerous Smart Boards for each school, a lap top cart for each school, and a clicker system for each school. They have also updated many teacher and student computers. I think that this is a lot to achieve in a short time. * Where does your district not do as well? My district does not do as well in the area of professional development. We do have four district-wide in- services and most of the workshops either do not apply to many of the teachers or the school does not provide enough reinforcement or follow-up. It is almost like they introduce you to the concept, idea, or tools; you use them; and then nobody ever talks about it again. I also think it would be more beneficial to offer specialized workshops for special education teachers. * What was promised in the first year that was not delivered? 12

An objective under one of the new goals was for “teachers to use EBSCO and other data bases to better plan their lessons and for professional development.” I have never even heard EBSCO mentioned, never mind been given training on how to use this database or ideas on how it may be helpful to my classroom. * What new elements will your district have to consider? My district may have to consider having less money available due to our nation’s economy and especially considering that our local budget has not passed in several years. * What TF Standards are YOU meeting by doing this?
