Professor Prasanta Chandra Mahalanobis, the doyen of Indian Statistics is known for his pioneering contributions to D2-Statistic and Large Scale Sample Surveys. He was born in a well established family in Calcutta on 29th June 1893 and completed his schooling from Brahmo Boys’ School. In 1912, he graduated with honours in Physics from Presidency College, Calcutta and completed Tripos in Mathematics and Physics from King’s College, Cambridge in the year 1915.
Professor Mahalanobis started his early career as an Assistant Professor in the Department of Physics, Presidency College, Calcutta. During the 1920s, Professor Mahalanobis set up a Statistical Laboratory in the same department. On 17 December 1931, the Indian Statistical Institute was founded by him as a learned society and housed in the Statistical Laboratory. The Institute was registered on 28 April 1932, as a non-profit distributing learned society under the Societies Registration Act (XXI of 1860) and is now registered under the West Bengal Societies Registration Act XXVI of 1961 amended in 1964.In the year 1959, the Institute become the ‘Institute of National Importance’ by an Act of Parliament of India. Under his dynamic leadership, the institute initiated and promoted the interaction of statistics with other natural and social sciences.
He was instrumental in setting up the National Sample Survey, Central Statistical Organization and introducing Statistical Quality Control System in India. Professor Mahalanobis contributed in a big way to economic planning of India. He was the main architect of India’s Second Five Year Plan (1956-61).
He had a long and close association with Rabindranath Tagore and was a great lover of art and literature. Professor Mahalanobis received several awards and honours from various academic societies all over the world. Professor Mahalanobis collaborated with various eminent scientist of different countries for scientific research. The era from the nineteen twenties to till his death in 1972 is considered to be the golden period in the history of statistics in India, marked by an intense development of statistics as a key technology, and its application for the welfare of mankind.
In order to tribute Professor Mahalanobis on his 125th Birth Anniversary, the Library Documentation and Information Science Division has brought out the current album with a selective collection of rare photos, which will highlight the glimpses of the life and works of Professor Prasanta Chandra Mahalanobis. Hope the reader will find the journey of Professor Mahalanobis a fascinating one !!

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

FOREWARD
Knowledge Management had been the primary concern of the librarians
since the library came into the existence. The librarians are involved in acquisition,
management and dissemination of knowledge using different kind of tools and
techniques and are incrementally sharpening their skill of knowledge management
by continuous learning process. Survival of Fittest is very much true in case of
librarians after the advent of computers and internet 2.0. Librarians have improved
their skill of knowledge management by adapting the latest tools and techniques
of Information Communication Technology. The book titled “Knowledge
Management in Higher Education” is an effort in this direction by the Authors
and Editor on the said area.
The entire book has been divided into five sections including Knowledge
Management, Bibliometric Analysis, Data Mining, Citation Analysis and other
Facets of Knowledge Management. The Editor invited papers from the active
library professionals on emerging trends of Knowledge Management in changing
scenario of latest ICT Technology and the experiences are shared as article by
the working librarians. The chapters contributed are efforts of the authors put

The Library & Information Professionals have been playing an important
role in knowledge cultivation and knowledge Management since time immemorial.
Rapid advances in multidisciplinary explorations and furtherance of conventional
knowledge base have posed new challenges before the Library & Information
Professionals. To meet these challenges the library information professional has
to redefine their role in its present context & has to manage the knowledge in
more efficient way. This volume aims to present a few cases with underlying
principles ofknowledge management.

PROFILE OF THE EDITOR
Dr. Kishor Chandra Satpathy (1972) did his Post Graduation in
Education and Library & Information Science from Panjab University,
Chandigarh with a Diploma in Population Education from Panjab University,
Chandigarh & Post Graduate Diploma in Library Automation and Networking
from the University of Hyderabad. He obtained PhD Degree for the topic
“Technical Education in North East India with Special Reference to Information
Service: An Exploratory Study” to Assam (Central) University, Silchar.
He has undergone several advance training programmes in IT,
information management & related fields under SAARC-SDC & UNESCO/
Vidyanidhi fellowships. He has, to date to his credit, over eighteen years of
professional experience including teaching & research in several national level
organization. His major contributions include use of information technology in
information management and use of educational technology for improving
classroom teaching and learning process. At present he holds the position of
Librarian and Coordinator, DL & e-learning Project National Institute of
Technology (An Institute of National Importance), Silchar. Dr. Satpathy has

Indore Library. He was instrumental for signing MOU with BARC & University
of Illinois. Apart from this, currently Dr. Satpathy is coordinating two projects

13. namely “Education to Home (eth) Project meant for IT for all & BARC-Akruti
Project” meant for Technology Transfer to the rural sector.
He is the Coordinator for INDOLIBNET (Indore Library Network),
SICILIBNET (Shastri Indo-Canadian Institute Library Network) & worked as a
consultant for revamping the public library of Indore (Govt. Ahilya Library) on
behalf of Govt. of Madhya Pradesh. He has prepared a Vision Document for
Govt. Ahilya Library. Currently, he is working on project of Govt. of Assam for
development of Silchar Normal School Library & Museum. He is the founder
core committee member of NIT Consortia & member of National Price
Negotiation Committee of INDEST.
Earlier he worked as Librarian, Indian Institute of Management, Indore;
Panjabi University, Patiala; Centre for Environmental Education, Ahmedabad;
Centre for Management Training and Research, Chandigarh. He also acted as
Coordinator of Centre for Educational Technology; Coordinator, Continuing
Education Cell & Programme officer, National Service Scheme, NIT, Silchar
during 2001-2004 & Honorary Project Officer; State Rural Technology
Promotion Council, Govt. of Assam; Coordinator, Environmental Education
Resource Centre, NIT, Silchar. He has delivered lectures in several training
programmes organized by UNDP, QCI, AICTE, MSME & Entrepreneurship
Development Institute, Bhopal etc.
He has 30 publications to his credit. He has edited four workshop
proceedings and co-edited five books published by McMillan India, Indian
Society for Technical Education, Delhi, NE Books & Publisher, National Library,
Kolkata and Shankar Book Agency, New Delhi. He has presented several papers
in national and international conference in the country and abroad. He has
visited Czech Republic, Portugal & USA for academic purpose. In December
2013, he attended “Higher Education Leadership Programme” at University of
Urbana Champaign, USA. He has also attended the University of Illinois
Mortenson Center Associates Program “Imagine, Question, Connect: A
Professional Development Program for Library Leaders and Innovators” from
May 29-June 24, 2014.
He has successfully completed two major projects entitled ‘Virtual
Classroom’ & ‘Digital Library’ sponsored by MHRD, Govt. of India. He has
transformed the Central Library, NIT Silchar in to a “state of the art library” in
the North Eastern Region. This is the first library in the entire NE Region to
implement RFID & DVR Technology for Library Security purpose & to have

14. Digital Library. He has implemented the e-learning solution in the Institute
under World Bank TEQIP grant.
He has coordinated several national level training programmes,
workshops & seminars sponsored by CSIR, NISTAD, ICSSR, DST, SICI, NCTE,
ISTE, AICTE, USEFI, Ministry of Culture, Ministry of Parliamentary Affairs &
Ministry of Youth Affairs & Sports etc. He was the organizing Secretary of SIS
Silver Jubilee Conference & 10th Annual Meet of INDEST-AICTE Consortium.
He is a life and executive member of several Associations/Societies such as
Society of Information Science, Indian Society for Technical Institution, All
India Association for Educational Research, Indian Academy for Social Sciences,
Indian Library Association, Indian Association for Special Libraries &
Information Centres (IASLIC), MANLIBNET and Indian Distance Education
Association etc. He was an executive member of IASLIC (2005-06), SIS (2012-
15) & AIAER, Assam Chapter. He is an active member of “ICTD Community’ of
Solution Exchange (An UN Agency). He was elected as a member, LPAC, Shastri
Indo-Canadian Institute for the year 2008-09.
For his outstanding contribution to the field of Library & Information
Service profession, he was awarded Society for Information Science (SIS) -
Young Information Scientist Award for 2006 & SATKAL Young Librarian Award
