Benefits of location Information a State\'s perspective

  1. 1. Mike Bradford - Chief Executive Accurate, definitive Location Information to drive efficiencies - a State Government perspective
  2. 2. Western Australia 20 Million topographic features 490,000km of roads and tracks 30,000 Survey Marks 24,000 Bench Marks 1,178,693 Property Titles 1,600,000 Property Street Addresses 400TB of Digital aerial photography, growing by 90 TB per year 150 TB of satellite imagery, download 60gb per day 1.6 million property valuations per year
  3. 3. Shared Land Information Platform (SLIP) Shared information delivery service providing fast and easy access to the State’s land information. SLIP facilitates improvement of business processes and systems which use land information across networked government .
  4. 5. SLIP In Use SLIP Statistics More than 3000 registered users 56,000 repeat and new visitors a month More than 4,000,000 hits this month More than 400 gigabytes of data accessed per month 25 agencies more than 450 data sets
  5. 6. Minimising Asset Management Costs Creating a Cost Effective Tool for Managing WA’s public, Community and Aboriginal housing The power of creating a macro view of housing stock and demand improved the discovery, analysis and decision making for WA’s Department of Housing (DoH) The Housing Assets Geographic Information System was built using the Shared Land Information Platform (SLIP), an online whole of government system for integrating and accessing public sector data Realising savings of $1.5 million on system build The most up to date information always available Data extraction, integration and maintenance costs minimised
  6. 8. Emergency Management
  7. 10. Interest Enquiry Landgates Interest Enquiry system currently has 27 Interests represented on the system out of 62 interests . This represents 11 Agencies within the Western Australian Government. The total 62 interests identified represent agencies across 13 other State and Federal and a host of Local Government Authorities. Property Interests Aboriginal Communities Dept of Indigenous Affairs Aboriginal Heritage Dept of Indigenous Affairs Aboriginal Lands Trust Dept of Indigenous Affairs Bush Forever Areas Dept of Planning Metro Region Planning Schemes Dept of Planning Native Vegetation Department of Agriculture and Food Acid Sulfate Soils Department of Environment and Conservation Development Control Area Swan River Trust Ground Water Department of Water Floodplains Department of Water Public Drinking Water Department of Water Control of Access on State Roads Main Roads Department Emergency Services Levy Fire and Emergency Services Heritage Places (State Register Only) Heritage Council Mining Titles Dept of Mines and Petroleum Petroleum Tenure Dept of Mines and Petroleum Native Title and Indigenous Land Use Agreements Landgate
  8. 11. Interest Enquiry and SLIP SLIP Enabler Security Channels Data Extraction Mapping Applications Data Access INTEREST ENQUIRY - Single Point of Access Industry bodies eg ANZLIC, … DAFWA MRWA State Agencies Landgate DIA NNTT DEH Federal Agencies ... … Mining Utilities Private Industry (future) … LGAs
  9. 14. Sea Level Rise 1.1m by 2100 Potential impact Between 18,000 and 29,000 residential buildings at risk Replacement value between $5 - $8 billion Population Growth Expected to reach 2.2million by 2031 Infrastructure Pressures Affordable housing Access to education Availability of health services Drying Climate Rainfall expected to reduce 2 - 14% by 2030 Water Water run off to decrease between 20 and 30% Key Challenges
  10. 15. Objectives of the Location Strategy Goals Facilitate the State’s growth and sustainable development Enable better informed government, industry and community decision making Streamline the capture and maintenance of government Data Foster innovative thought, Process and practice Benefits Direct financial savings Better decision making More targeted, efficient services Greater public participation
  11. 16. Location Information Strategy SLIP Managed Components Governance – Collaboration – Innovation – Industry Development – Education and Awareness Raising
  12. 17. State Land Information Capture Program
  13. 18. Real Time Positioning
  14. 19. Cutting the Cost of Infrastructure Constructing the Perth to Bunbury Highway Largest project undertaken by Main Roads WA - 70.5km of road and 14 million tonnes of material Utilised GPS machine guidance, real time positioning technology, location information and two-way communications Project was successfully completed 6 months early; and $18 million under budget At least 3 months and $14 million of these savings were directly attributed to using real time positioning services and location information
  15. 20. For Western Australia Street Address Policy Street address Is how citizens identify their location! Landgate’s address dataset established as authoritative Benefits Streamlines Business processes Easier for citizens to advise government of changes Improvements for emergency management
  16. 21. All staff have spatial view of facilities, business boundaries and health data in a web-mapping application called HealthTracks Built in partnership with CRCSI, uses SLIP Allows users to map their own data Provides evidence of health need and vulnerable groups in the population, optimising resource allocation Optimising Health Resources A novel approach to visualising health information empowers decision makers in policy and planning
  17. 22. Plotting the location of infectious disease aids in Government response and planning location of clinics Models of blood lead levels inform lead contamination investigation and response Spatial models of mosquito-borne disease informs Local Government and State Planners of potential risk Location of mental health at risk populations defines service catchment areas Maps of heart disease improves emergency response services Improving Knowledge of Disease Spatial analysis tools add value to disease monitoring programs, example from WA:
  18. 23. Vehicle Engine Management Saving fuel and reducing CO2 emissions Requires accurate elevation and road centreline data to optimise engine performance and fuel consumption Provides vehicles with knowledge of upcoming grades as well as the slope and length of those grade 3D road vectors are integrated into the vehicle’s powertrain control system, to shift gears and use its transmission to accommodate for uphill climbs and downhill slope, maintaining speed without wasting fuel or causing engine damage links to ADAS (Advanced Driver Assistance Systems) for route planning, adaptive cruise control, headlight steering, road preview and curve warning
  19. 24. Australian vehicles in 2010 - 32 billion litres of fuel and 76 million tonnes of CO2 Freight component is notionally 25% of total: 8 billion litres VEM systems can provide a saving of 1% (in the US, 3-8% has been shown): $104 Million per year Annual CO2 emissions saving : 190,000 tonnes Estimate existing data holdings could achieve 60% of savings multiple other benefits not so easily quantified: water management, climate change adaptation, emergency management, civil engineering, infrastructure planning and delivery (telco, energy, civil, utilities) Saving fuel and reducing CO2 emissions
