1. Course Description
The training course for private security services companies was planned, designed and developed to be
carried out in a defined time frame which is (40) hours, to achieve a group of objective (cognitive,
behavioural, skill), and to establish the targeted matrix of values, qualities and skills theoretically and
practically, including the effective participation of the novice staff of the private security service
companies in performing all their assigned tasks and duties, whether in the security departments at
the ministry of interior, or with other authorities.
Course content; The course is division into six chapters which are preceded by an introduction as
follows;

Unit one: the important legal concepts related to the work of private security service companies staff .
Unit two: security work ethics
Unit three: preparing and writing reports and notes
Unit four: Establishment security
Unit five: civil defense
Unit six: first aid

2. Objectives:
At the end of this introduction, the trainee will be able to:
First: cognitive objectives:
. state the objective of the private security presence and its role in the community security.
. state the law that regulates private security work in the of Qatar.
. define the concept of guarding and the concept of private security member.
. Define the framework of private security.

An overview: Private security Concept
First: Why the private security:
Using private security companies aims at supporting the efforts of the regulatory specific security
authorities for achieving public discipline at the Qatari society (public security, public health
peace) according to the social and religious value system for the community.
Second: The legal basis for private security companies:
The private security services are regulated by law number 19 of 2009 and the executive
ministerial decrees for regulating private security service practice, as the law defines the
conditions for licensing, and the decrees define the conditions which should be found at the
private security service member.
Third: The definition of security services member and guard:
1 - The definition of private services member:
He is the person who is assigned with guarding the establishment and keeping the safety and
the security of its staff, money and assets, and protecting it from all material and moral damages.
He is responsible of keeping the security of people, the security of the building and its contents
including equipment, machines and tools during his work shift (from the momer the formal work
hours until the next guard commences his work)
2 - Definition of guarding and importance of private security:
Guarding is a material work and team work which is performed by who have a higher
competence in the security knowledge and sense at an important or private establishment, to
achieve the comprehensive security of the establishment.
The basic function of private security are:
1 . performing all public or private security and guarding duties, and suppling them with all the
required supports for performing material guarding work, and supporting the formal security in
performing their duties.
2. Helping the security authorities in fighting crime and providing quickly the information that
is beneficial in controlling, investigating and confirming them first.

and limiting all probable risks (first , penetration, sabotage, explosives, theft,…)
4. first response in a case of facing crisis or emergencies to achieve the security of individuals,
and public and private properties.
Fifth: Sources of values at the Qatari community:
Values represent a basic element of the Qatari vision for future. According to the Qatari vision
2030, the wise Qatari management of its redundant resources ensure huge improvement in the
standards of living for coming generations, but the improvements in the standards of living
cannot be the only objective in a well – established community. For Qatar to keep their values, it
should treat five main challenges that represent balancing between the following options:
. Modernization and maintaining the traditions
. the needs of present generation and the needs of the coming generations
. the targeted development and irregular extension.
. development pathway, the size and category of the targeted incoming manpower.
. socio-economic development and environment preservation and its development.
. the Qatari community values are originated from being a Muslim community as most populations are
Muslims.
. An Arab community, and Arabs have special traditions and customs.
So, private security members should consider the traditions and the customs of the Qatari community
throughout their work, and the should respect Arabic an Islamic values in all cases, such as abstaining
from eating is Ramadan, and considering the rules of dealing with women and children.

3. Identity the difference between arresting and material objection.
4. Define the cases of material objection by the private security guard.

The first section (The sanctions law) number (II) of 2004:
First: The law importance for security guards:
Private security members should have the about the Qatari legal system in addition to the
traditions and the values to be able to enforce the law correctly, especially what is related
to the cases of guarding and security. Crime definition:
1 - Crime definition:
Crime is each action or objection which doesn’t represent a use of a right or a performance
of a duty. The law condemns
It and imposes sanctions for it, while it is made by a person who is eligible to bear the criminal
liability. Crimes are divided into three category in the Qatari legislation: assigs,
misdemeanors, and violations (subject 21), and it defines the sort of crime according to the
maximum limitation of the section in the law.
2 - sorts of crime:
Assizes: Crimes which are punished by the death sentence or the long life imprisonment, or
imprisonment for more then three years (subject 22).
Misdemeanors: Crimes which are punished by imprisonment for not more then three years
and the fine of not more then one thousand riyals (subject 23), or one of these two sanctions.
