“The objective of this survey is to develop a plant
breeding country profile to provide decision makers
with the means to strengthen national programme
capacity to respond to needs and priorities on
sustainable use of Plant Genetic Resources for Food
and Agriculture (PGRFA)”
5. W can w say about capacit needs ov
hat e y erall?
poor recognition by policy-makers and institutions of
the key role of improved crops, breeding and adequate
planting materials and the need for continuing support
salaries and support are inadequate, affecting morale
and retention
inadequate operational support for core infrastructure
and breeding activities
poor communication among scientists and limited access
to new information and technology
private sector participation in the seed system usually
minimal

two task forces held both electronically and as face-to-
face meetings gathered more than 150 participants
Task Force 1 discussed propositions and
recommendations for longer-term strategies, outputs,
outcomes and priority activities to be pursued by GIPB
the consolidated recommendations from Task Force 1
were used as starting point for TF2, that recommended
strategies for: a) the implementation of the 5 GIPB
objectives in the period 2009-2013, and b) the
organization and management of GIPB
the recommendations of the Task Forces 1 and 2 have
served as basis for the preparation of the Business Plan
for the initial phase of GIPB, from 2009 to 2013

the training courses in pre-breeding were very successful
and in high demand. GIPB supported four face-to-face
courses:
IRRI (The Philippines), 2007, 46 scientists from 16
countries
IPBO, University of Ghent (Belgium), 2007, 2 students from
Africa
Kasetsart University (Thailand), 2008, 45 participants from
14 countries
PROCITROPICOS (Venezuela), 2008, 41 students attending
the level of need, compared to the available resources,
motivated GIPB to look at alternative training
possibilities. Partnering with Bioversity, GIPB is planning
an e-learning course that will reach thousands of
students
