f a business’s activities impact the natural environment, that business needs an approval from the Ministry of the Environment (MOE) to operate legally in Ontario.From small commercial establishments, to large manufacturing facilities, businesses in Ontario must have MOE-issued environmental approvals if they:release contaminants (pollutants) into the air, onto land, or into waterorstore, transport, or dispose of waste.A business’s environmental approval sets out legally enforceable rules of operation. These rules aim to protect the natural environment against emissions, discharges and wastes that are produced by a business’s daily operations.
Getting approval for your businessEnvironmental Activity and Sector Registry (EASR)The EASR allows businesses to register certain activities with the ministry, rather than apply for an approval. The registry is available for common systems and processes, to which preset rules of operation can be applied.Environmental Compliance Approval (ECA)Businesses whose activities aren't available on the EASR should apply for an ECA. A single ECA addresses all of a business's emissions, discharges and wastes.
Forward a checklist of information needed for the application documents to Busch; and gather additional information through discussions;Co-ordinate and compile all the required materials including Environmental Bill of Rights issues, application fee, air emission calculations and current regulatory dispersion modeling (O. Reg. 346 as referred in O. Reg. 419/05) and present in the form of an Emission Summary and Dispersion Modelling (ESDM) Report following the MOE Procedure;Prepare a Section 20.18 Order request to address heating sources that would otherwise require EAS RegistrationComplete primary noise screening to verify that a more detailed noise assessment is not required;Complete and submit an application for an ECA, including all other required forms, with the ESDM Report as the supporting documentation;Calculate the fee required by the MOE to review the application (the fee will be paid directly by Busch upon submission of the application);Monitor the progress at the MOE Environmental Approvals Branch (EAB) and Busch in answering questions that the MOE EAB may have; andAssist the Busch in the review of the draft (if provided by the MOE) and final CofA to ensure that it is properly issued.
