6. Action Plan – Short Term
 Two daily shifts to be operated by SWMA.
 Early morning collection by SWMA to avoid traffic
 Immediate maintenance & deployment of all available
refuse trucks.
 Hiring of dump trucks and tippers to complement
existing trucks.
 Records should be kept of daily waste generated,
transported and disposed for effective planning.
 Enforcement using existing agencies (WAI Brigades,
Civil Defense)
 Establishment of mobile courts for immediate
prosecution of environmental offenders.

7. Action Plan – Medium to Long Term
 Implementation of the 2008 Law on Oyo State Solid
Waste Management Authority.
 Establishment and funding of more sanitary landfill
sites (4 for Ibadan and 1 for each LGA)
 Purchase of 3-4 roll-on-roll-off trucks for each LGA
 Purchase of sufficient number of skip bins to cover all
areas.
 Fabrication of drums to serve as neighborhood refuse
dumps; youths to be recruited as neighborhood reuse
gangs to wheel drums out to skip bins for pick up by
OYSWMA.
 Establishment of organic fertilizer plants at major
markers where organic waste is generated in large
quantities.
