Assigned to Transportation Security Agency (TSA), Application Development
Division. Worked with Senior Management and assisted Government Project
Managers in the Office of Information Technology; plan, acquire and use metrics and
dashboards to track projects from cradle to grave. Performed assessments of existing
projects to assure that the SDLC was followed and looked for unidentified risks and
suggested methods for minimizing risks in future projects. Supported and enhanced
Release and Deployment Management by facilitating and verifying plans and
schedules for development, test, build and deployment created by project managers.

Senior Project Manager & Planner
Assigned to U.S. Army Corps of Engineers. Planned and managed deployment,
asset management and infrastructure projects. Developed metrics to illustrate
department performance. Created and updated policies and processes. Researched
and conducted a study of wireless WAN technologies resulting in regional policies and
an important tool during the 2005 hurricane cleanup efforts. Evangelized use of
Groove and SharePoint Collaboration Tools. (8/04-5/08).
Matrix Managed a project to create an efficient, yet secure, communications
network for a remote site.
Established and maintained client relations to maintain and enhance CACI’s
position as the preferred vendor.
Re-engineered existing processes which resulted in a new set of policies and

Assigned to WM Financial Services, a subsidiary of Washington Mutual: Analyzed
and audited data quality, flow and process for Annuity, Insurance, Mutual Fund and
Retirement Fund commission compensation system. Performed Requirements
Analysis and managed projects to automate and streamline parts of this system as
well as to introduce new products, including life insurance, annuities, mutual funds
and retirement plans. (11/03-8/04).
Worked as Business liaison to IT, acting as an evangelist to facilitate a common
dialog and negotiate priorities. Managed projects related to Mutual Funds and
Retirement Plans.
Audited the financial consultant commission process flow to determine where flaws
existed and recommended remediation steps.
Designed business processes for new financial products, created their IT
requirements and worked with the IT department to create functional
specifications. Continued managing these projects until they were deployed.
TBM Technology, Inc.
Manufacturer of biometric recognition system for credit cards: Analyzed their
technology plan, providing specific recommendations for hardware and software,
interface with banking systems and procedures, risk management and security.

A company that creates and administers software psychology testing: Performed
Business Process Analysis and Re-engineering to speed up their workflow processes
by streamlining and identifying opportunities for improvement. (8/02-9/02).
Citibank, Los Angeles, CA 1984-2001
A. Senior Project Manager (1997-2001)
Planned and managed on-shore software releases across all functional areas for web-
based Electronic Access System (EAS). This EAS was a major component of a credit card
system sold to government and corporate clients.
Responsible for the deployment of hardware and software in support of this project.
Matrix Managed this product when it initially was a client-server. Was responsible for
rollout design and implementation of hardware and software to 24 sites. Managed the
vendor, IBM, which performed rollout.
Managed contractors, vendors and projects to support the infrastructure of an
Internet hosting center and planned future growth.
Established and maintained relationships with external peer and service groups to
assure priority for critical path needs.
Responsible for up to 150 people and kept projects on schedule, within estimated
costs, with minimum risk and maximum quality, and within defined scope. Also,
managed issues and changes to accomplish these goals. Managed a total of 18
releases, with 3 in various stages at the same time.
Created a team atmosphere that allowed all functional areas to participate in problem
resolution and release content, accelerating problem resolution and creating more
options.
Re-Engineered manual processes, allowing system changes to be posted a day earlier
and eliminating sources of human error.
Designed a disaster-recovery system and process for the hosting center.
Matrix Managed the technical portion of the leading edge stored-value NYC Smartcard
Pilot project.
Met an aggressive schedule despite high security, risk management and systems

deployment of a Smartcard based security access system. Deployment/roll-out
consisted of hardware and software to 18 sites worldwide.
B. Senior Technologist (1990-1997)
Designed, managed and implemented home banking and teller machines projects from
inception to deployment. Researched new and emerging technologies. Designed and
developed concept prototypes of potential future systems. Designed and performed
evaluation studies of various WinNT products.
Changed architecture of the front-end communication system used by home banking,
allowing five times as many users per server, which decreased number of servers
from thirty to six.
Co-designer of a patented method to allow visually impaired people to use touch-

screen ATMs for the first time, allowing Citibank to meet ADA requirements.
Created a demo of the ADA system from scratch for an executive in only seven days
in a way that simultaneously advanced the development schedule.
C. Group Manager (1984-1990)
Managed the six-member software configuration management administration group.
Designed the next generation configuration management system and created
procedures for use by programmers and administrators, eliminating the inability to
recreate previous instances of software releases which hindered software repair.
Responsible for the deployment of software to various data centers. Developed
Application Deployment Plans and schedules to support this activity. Rearranged
schedules and priorities to accommodate emergency fixes through the release cycle.
Cardkey Systems, Chatsworth, CA
Manager of Testing, Configuration Management and Special Projects
Managed a group of software testers and configuration managers. Managed projects
from proposal through deployment and coordinated tasks across many functional areas.
Created a regression test system that continually included new release changes and
new bugs, significantly improving the quality of software releases.
Created a release control forum that decided on release content shifting control from
