4. Recent OA Developments in Portugal
Policy development & implementation:
– University of Minho updated/upgraded it’s OA policy for 2011
– New policies/mandates in 3 institutions (total: 10 since 2005)
Projects & Initiatives:
– there are 34 portuguese OA repositories (2 new in 2011) on a production
stage, with more than around 75.000 documents (RCAAP project);
– RCAAP Portal integrated with OASIS BR Portal (320000 indexed documents)
– working on a pilot project on data repositories (3 pilot institutions);
– development of a hosting service (SARC) for journals (started with 8
journals)
– continue and enhance the Portuguese-Brazilian OA cooperation (next year
Portuguese & Brazilian Open Access Conference will be held in Lisbon).
– Blimunda project collects self-archiving policies from the Portuguese
journals and includes them to SHERPA/ROMEO adding a Portuguese
interface.

Challenges & Needs: What are the current issues regarding
– Researchers:
Make the “deposit of the final manuscript accepted for publication” a
natural and usual task/routine of researchers (more local
dissemination activities).
– Policy/EC
NCP are poorly informed about the Open Access and know
nothing about FP7 and ERC Open Access grant conditions.
More national research institutions and research funders defining
mandatory policies.
– Repository managers
Some IRs are far from the researchers (need more dissemination
activities and a communication plans).

6. OpenAIRE compliant repositories
27 repositories already OpenAIRE compliant
26 repositories registered on DRIVER (33 DRIVER compliant)
34 repositories on RCAAP project
7 repositores expected to become compliant within the next 6 months
0 are not interested to become compliant
To integrate the RCAAP project it’s mandatory to be DRIVER compliant.
It’s important to advise repository managers to register repositories and
OA policies on reference sites (Opendoar and Roarmap) and to update
information when there are any changes (critical aspect OAI-PMH URL).
UMINHO as NOAD develops its activities in close collaboration with the
institutions and repository managers seeking to serve as a facilitator of
processes.
