Straplan is a business management and consulting agency.
We have put together a presentation about the current skills sector landscape, and how it can affect us all- from the information obtained by Stuart Pyle (of Straplan).
The Current Skills Sector Landscape (brought to you by Straplan)
1. The Current Skills Sector
Landscape, & How it
Affects Us All
As described by Stuart Pyle from ‘Straplan’
2. About STUART
• MBA MIOD FIRP. Director of Straplan Limited
• Successfully motivating “change” only occurs when
buy-in is absolute, and everyone is involved and
accountable.
• Fear is overcome and there is total clarity of
vision and purpose.
• It is my long held belief that “Change“ is not prescribed it
is evoked.
• Evoking change’ requires the engagement of individuals
and groups through the art of conversation and
questions to initiate thought and develop collaborative
inclusive and owned solutions.
3. UPDATE
EFA & SFA merged to become ESFA
Non DAS Apprenticeship Register cancelled and a New Levy only RoATP to be
launched in July
Transitional Apprenticeship Contracts for existing primes

AGE grants still due to finish in July 2017.
AEB results were due end of June but remain outstanding
Removal of subcontracted Advance Learning Loans & no new tender
opportunity.
Register of Apprentice Assessment Organisations RoAAO still low and not all
subjects covered.
20% of standards will have a mandatory QCF for others it may be a
recommendation or not at all.
4. CHALLENGES
Removal of subcontracting opportunities for Advance Learning Loans
Apprenticeship Reform and the introduction of Standards
Levy-employer engagement
– 10% Employer contribution
– 20% off the job training
End Point Assessment
– Loss of control over examination process
– Associated costs of EPA from training fees
– Organisation of EPA bookings
– Re-test processes
– Quality of learning delivery
5. OPPORTUNITIES

Potential of Collaborative Strategic Alliances & Partnerships
6. PRIORITY #2: Create Value
• Develop new more impactful programmes of
learning that develop skills & knowledge that
produce workplace productivity and
competency.
• To create value in the mind of the employer
learning must deliver business impact.
• To meet the criteria for End Point Assessment
• To raise the competency of delivery staff
Off the Job Training in Numbers
A person working 37.5 hours per week with
4 wks holiday works 1800 hours per year.
20% is 360 hours per year
Opportunity cost
@ £3.50p/h = £1260.00
@ £7.30p/h = £2628.00
Objective of priority
1) To support engagement of levy employers
2) To achieve 1st time pass on EPA
3) To promote recognition as a strategic partner of
choice
4) To raise the competency of delivery staff
5) To meet compliance requirements & Ofsted
best practice.
7. PRIORITY #2: Diversify
Develop a wider portfolio of services
ESF contracts
E-learning platforms
Local council opportunities
Traineeships & Sector Based Work
Academies
DWP Work & Health via primes
DWP Work Related Services
ATA
Apprentice Assessment Organisations
Objective of Priority
1) Broaden service offer
2) Reduce risk
3) Build strategic alliances
8. Apprenticeship Improvements
Target Audience
Existing staff and new recruitment opportunities
All skill levels – Apprenticeship range increased to include Level 2- 6
All Ages – Now funded at the same level
Uplifts for – Deprivation; Age (16-18); Cost of living
Designed by Employers for Employers
Employer focused
Learning Activity based on gap analysis of job vacancy or existing staff member
role
Independent assessment assuring quality
Classroom to boardroom continuity
9. Worked Example
The Levy that will be taken is 0.5% of an employers pay bill
An allowance of £15,000 is given to each employer
So contribution is effective for payroll over £3 million
E.g, if total pay bill is £7.5 million a year;
£7.5 million x 0.5% = £37,500 minus £15,000 allowance =
£22,500.
