EHR * PM * Patient Portal * Direct Messaging * Secure Healthcare Messaging
 “All providers must upgrade or adopt newly certified EHRs in 2014” , meaning All
providers regardless of their stage of Meaningful Use are only required to
demonstrate meaningful use for a three month (or 90 day) period.
 Medicare Eligible Professionals beyond their first year of meaningful use must
select a three-month reporting period fixed to the quarter of the calendar year
for Eligible Professionals. Providers must attest to these reporting periods no
later than February 28, 2015 at 12 AM ET.
Medicare EPs in their first year of meaningful use may select any 90 day
reporting period.
Medicaid EPs can select any 90-day reporting period that falls within the
2014 calendar year.
 MU Stage 1 had 13 Core Objectives, 5 of 10 Menu Objectives, Total 18 Objectives
While MU Stage 2 has 17 Core Objectives, 3 of 6 Menu Objectives, Total 20
Objectives.

CPOE for Medication, Laboratory and Radiology Orders
Objective
Use computerized provider order entry (CPOE) for medication, laboratory and radiology
orders directly entered by any licensed healthcare professional who can enter orders into
the medical record per state, local and professional guidelines.
Measure
More than 60 percent of medication, 30 percent of laboratory, and 30 percent of radiology
orders created by the EP during the EHR reporting period are recorded using CPOE.
Exclusion
Any EP who writes fewer than 100 medication, radiology, or laboratory orders during the
EHR reporting period.
DigiDMS Implementation: All Medication Orders created using script writing screen and
Lab/Radiology order using CPOE screens will become Denominator. For this criteria,
Denominator and Numerator will remain same.

CPOE – Medicaion, Lab &
Radiology Orders
! CAUTION !
 All orders must be done using CPOE Screens.
 If orders are created on prescription paper and not entered in
system, your denominator will remain low.
 MU Calculations will show 100% performance but you will have to
file exclusion as you should attest it only if you are ordering more
than 100 orders per category.
 There is a chance of contradiction for results against numbers of
orders you actually order.

period.
(2) Does not have a pharmacy within their organization and there are no
pharmacies that accept electronic prescriptions within 10 miles of the EP's practice
location at the start of his/her EHR reporting period.

e-Prescribing (eRx)
Permissible Prescriptions – The concept of only permissible prescriptions refers to
the current restrictions established by the Department of Justice on electronic
prescribing for controlled substances in Schedule II-V. (The substances in Schedule
II-V can be found at
http://www.deadiversion.usdoj.gov/schedules/orangebook/e_cs_sched.pdf). Any
prescription not subject to these restrictions would be permissible.
Instances where patients specifically request a paper prescription may not be
excluded from the denominator of this measure. The denominator includes all
prescriptions written by the EP during the EHR reporting period.

  • 1. Webinar 4: Achieve Meaningful Use Core Measures & Menu Measures using DigiDMS EHR 2014 Edition Thursday, April 3, 2014 at 3:30 PM EST Friday, April 3, 2014 at 4:30 PM EST EHR * PM * Patient Portal * Direct Messaging * Secure Healthcare Messaging 1
  • 2. Requirements for Implementing MU in 2014 EHR * PM * Patient Portal * Direct Messaging * Secure Healthcare Messaging  Updated DigiDMS Agreement  Updated Business Associate Agreement (BAA)  Upgrade to DigiDMS EHR 2014 Edition certified complete EHR  Even If you are demonstrating Meaningful Use Stage 1 in 2014, You will have to use DigiDMS EHR v 14.0.1 2014 Edition Certified Complete EHR  Direct Messaging Module  Patient Portal  Secure eMails  Training  DigiDMS Meaningful Use Helpdesk (Optional) 2
  • 3. Meaningful Use Quick Facts EHR * PM * Patient Portal * Direct Messaging * Secure Healthcare Messaging  “All providers must upgrade or adopt newly certified EHRs in 2014” , meaning All providers regardless of their stage of Meaningful Use are only required to demonstrate meaningful use for a three month (or 90 day) period.  Medicare Eligible Professionals beyond their first year of meaningful use must select a three-month reporting period fixed to the quarter of the calendar year for Eligible Professionals. Providers must attest to these reporting periods no later than February 28, 2015 at 12 AM ET. Medicare EPs in their first year of meaningful use may select any 90 day reporting period. Medicaid EPs can select any 90-day reporting period that falls within the 2014 calendar year.  MU Stage 1 had 13 Core Objectives, 5 of 10 Menu Objectives, Total 18 Objectives While MU Stage 2 has 17 Core Objectives, 3 of 6 Menu Objectives, Total 20 Objectives. 3

  • 6. Implementing Meaningful Use Stage 2? EHR * PM * Patient Portal * Direct Messaging * Secure Healthcare Messaging 6
  • 7. EHR * PM * Patient Portal * Direct Messaging * Secure Healthcare Messaging CPOE for Medication, Laboratory and Radiology Orders Objective Use computerized provider order entry (CPOE) for medication, laboratory and radiology orders directly entered by any licensed healthcare professional who can enter orders into the medical record per state, local and professional guidelines. Measure More than 60 percent of medication, 30 percent of laboratory, and 30 percent of radiology orders created by the EP during the EHR reporting period are recorded using CPOE. Exclusion Any EP who writes fewer than 100 medication, radiology, or laboratory orders during the EHR reporting period. DigiDMS Implementation: All Medication Orders created using script writing screen and Lab/Radiology order using CPOE screens will become Denominator. For this criteria, Denominator and Numerator will remain same. Core Measure 1 7
  • 8. EHR * PM * Patient Portal * Direct Messaging * Secure Healthcare Messaging Core Measure 1 CPOE – Medication Orders 8
  • 9. EHR * PM * Patient Portal * Direct Messaging * Secure Healthcare Messaging Core Measure 1 CPOE – Laboratory Orders 9

  • 11. EHR * PM * Patient Portal * Direct Messaging * Secure Healthcare Messaging Core Measure 1 CPOE – Medicaion, Lab & Radiology Orders ! CAUTION !  All orders must be done using CPOE Screens.  If orders are created on prescription paper and not entered in system, your denominator will remain low.  MU Calculations will show 100% performance but you will have to file exclusion as you should attest it only if you are ordering more than 100 orders per category.  There is a chance of contradiction for results against numbers of orders you actually order. 11

(2) Does not have a pharmacy within their organization and there are no pharmacies that accept electronic prescriptions within 10 miles of the EP's practice location at the start of his/her EHR reporting period. 12
  • 13. EHR * PM * Patient Portal * Direct Messaging * Secure Healthcare Messaging Meaningful Use Core Measures, Measure 2 of 17 e-Prescribing (eRx) Permissible Prescriptions – The concept of only permissible prescriptions refers to the current restrictions established by the Department of Justice on electronic prescribing for controlled substances in Schedule II-V. (The substances in Schedule II-V can be found at http://www.deadiversion.usdoj.gov/schedules/orangebook/e_cs_sched.pdf). Any prescription not subject to these restrictions would be permissible. Instances where patients specifically request a paper prescription may not be excluded from the denominator of this measure. The denominator includes all prescriptions written by the EP during the EHR reporting period. 13
