The flyer refers to a Liberal party resolution stating marijuana should be
legalized because current enforcement policy “is not working.”
Resources spent on enforcement haven’t stopped young people from getting
access to the drug, so the party believes it’s best to focus resources on
regulation and education, as is done with tobacco, to try to discourage marijuana
use, said Chan, a lawyer.
Sales of marijuana to young people would still be illegal, as would trafficking,
under the Liberal plan.
“This is about taking the criminal element out” of the marijuana business, said
Chan, insisting he would not encourage people to smoke marijuana, a drug with
“serious health repercussions.”

"I feel no one should go to jail for possessing a couple of joints. I said exactly that
when I stood on the floor of the House of Commons and spoke about the omnibus crime
bill," he said.
"The Harper administration is imposing mandatory minimum sentences for as few as six
pot plants. I don't agree with that at all."
Cleary said he can't remember the last time he went to a social gathering where there
wasn't someone inside or outside smoking pot.
"It is part of our society now," he said.
"Decriminalization all the way. I am not for outright legalization at this point - one step
at a time."

"How are the provinces and territories to deal with an influx of prisoners who are
sent to jail on mandatory minimums? Growing even six marijuana plants would
trigger an automatic six month sentence with an extra three months if it is done in
a rental unit, or is deemed a public safety hazard. According to Neil Boyd, a
criminologist at the Simon Fraser University, this legislation could increase the
proportion of marijuana criminals in B.C. jails from less than 5% to around 30%. Has
the government taken this into account? Is this the best use of our resources? Has
this been fully costed? Unfortunately, I think the answer is no."

“is not working” and her party would not send anyone to jail for
having a small quantity of marijuana. “We are in favour of
prevention instead of the Conservative Party’s punitive
