basketball arbitrators we have identified the need
to create a number of Unified centers for
preparation and certification arbitrators and
experts in basketball. We also encourage
incorporation Unified centers for professional
licensing across the territory of Russia».

Explanation of the Structure
The number of Centers presented in the table is based on the two main indicators:
1. The number of regional educational institutions – universities and academies of
physical culture, sport and tourism;
1. The number of existing centers of basketball development that have emerged
historically across the territory of Russia.
The Center is also capable of arranging events related to its operations in the other
regions of particular Federal District (based on the actual location).
However, the general approach to structure and work processes should involve
collaboration between the following structural elements

15. • Incorporation of regional sub-division of the Center (Center-Region hierarchy);
• Publishing long-term development Program;
• Generating professional learning materials (audio-, video- and multi-media content, publishing
products, learning materials, etc);
• Providing educational services with further certification of arbitrators. Such certificate will allow
work at basketball events across the territory of Russia and with validity period up to 4 years. The
certificate will apply to arbitrators, commissaries, judges-secretaries and experts who work on all
levels of basketball events (both national tournaments and internal tournaments in the regions of
Russia);
• Annual licensing of all arbitrators, commissaries, judges-secretaries and experts who take part in
basketball events at the national level (including professional and junior league);
• Conducting educational seminars, conferences and other events in Russia during the year;
• Active participation and international events and collaboration with international institutions that
target development of arbitrators’ activity (FIBA, FIBA Europe, Euro League, NBA, VTB League);
• Development of the international arbitrators’ web portal, freely available across the world.

16. • Encouraging collaboration between the Russian Center for Innovative Basketball Technologies with
national basketball federations and professional educational institutions in Ukraine, Belorussia,
Moldova, Lithuania, Latvia, Estonia, Georgia, Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan,
China, Japan, South Korea, Mongolia etc. The highest regional priority - the CIS countries and
Southeast Asia.
• Arranging and promotion of international summer camps for arbitrators. Location for the camps may
vary across the territory of Russia and the CIS countries.
• Arranging training and educational programs for the Russian arbitrators abroad.
• Arranging training and educational programs for foreign arbitrators and commissaries in Russia using
the facilities created in the Russian Center for Innovative Basketball Technologies.
• Incorporating and publishing of the professional magazine in Russian – “Arbitrators’ Bulletin”.
• Creating unified database of all arbitrators, commissaries, judges-secretaries and experts in Russia.
• Introducing elective courses for arbitrators based on departments of the theory and techniques of
basketball in the universities and the Academy of Physical Culture, Sports and Tourism of the Russian
Federation.
• Encouraging new sports specialization – “Basketball for Arbitrators”.

«One of the priorities in work of the Russian Center
for Innovative Basketball Technologies is
considered to be solving the problem of licensing of
arbitrators. Further we speak of the knowledge we
have generated over the past 6 years and give the
example of licensing mechanism that we believe
works best in the case of Russia».
