19. Rural Broadband Initiative
• Final agreement to deliver the RBI accepted 20th April 2011.
• Telecom to extend high-speed broadband services into rural
New Zealand.
• The six-year programme starts in July 2011 and runs through
to end of June 2017.
• More than 700 schools will be connected to 100 Mbps fibre,
about 500 in the first year.
• All RBI-funded infrastructure will be open access, i.e. available
for competitors to build their own competing services.

• Improved connectivity will transform NZ education.
• Learners will be able to learn when, where and how they want: personalised.
• Schools/teachers will need PD to enable use of new educational opportunities:
• schools will require regional and national leadership to foster collaboration using the
increased connectivity.
• Schools have long been perceived and treated as isolated institutions:
• collaborative ventures have started - using technology - across clusters of schools
• the success of a NEN will require sustainable leadership across schools
