Weller has a proven 20-year+ track record of delivering successful energy and environmental
programs in the U.S. energy sector and has sold over $50M in supply and demand side
technology solu ons to public and private organiza ons.
Mr. Weller earned a Bachelor of Engineering, Electrical Engineering at the City College of New

The California Energy Commission received $49.6 million to allow California's eligible ci es and
coun es to use these funds to concentrate on cost-effec ve, energy efficient projects for their

The use of Federal dollars requires an unprecedented level of transparency and accountability
so Americans know where their tax dollars are going and how they are being spent. Our

City of Bell Gardens – SCE On-Bill Financing
On-Bill Financing (OBF) helps Southern California Edison customers finance qualifying energy
efficiency projects. Upon qualifica on, the customer simply repays the loan in monthly
installments which are added as a line item to their bill. Through SCE OBF program, their
customers can fund qualified energy efficiency project for zero interest and no fees, reduce
their monthly electricity usage, and receive financial incen ves for installing qualifying energy
efficient equipment.

IOU Rebate & Incen ve Programs
Rebates are money that California IOU customers receive a er they have upgraded to new,
energy-saving products. Incen ves are for pre-approved projects that retrofit or install new
energy efficient equipment to save energy. The incen ve amount is calculated by the amount
of energy the project saves. The more energy saved, the greater incen ve the customer will
earn.

Our project engineers develop the calcula ons and assump ons to obtain IOU rebates and
incen ves, regardless of size and energy usage. IOU Rebates and Incen ve have successfully

PERFORMANCE CONTRACTING AGREEMENTS
Our performance based contrac ng approach focuses on developing strategic performance
metrics and directly rela ng contrac ng payment to performance against these metrics.
Common metrics include availability, reliability, maintainability, supportability and total cost of
ownership.
The primary means of accomplishing this are through incen vized, long-term contracts with
specific and measurable levels of opera onal performance defined by the customer and
agreed on by contrac ng par es. Interna onal Performance Measurement and Verifica on
Protocol (IPMVP) is the framework for ‘measuring’ energy or water savings.
City of Grover Hercules
Designed and constructed a $3M energy and facility retrofit
improvement project. Measures included ligh ng upgrades, pool
filtra on overhaul, 220 kW backup power generator, 50 kW
cogenera on system, 50 kW solar photovoltaic system, and general
HVAC services. Savings of more than $100K per year. – Energy

Contra Costa County Regional Medical Center
Siemens Building Technologies, Inc. designed and constructed a mul ple facility project
totaling more than $3M and 425 kW in cogenera on and boiler replacement. Cogenera on
site included Regional Medical Center and Juvenile Hall. Savings of more than $370K per year.

ENERGY DEREGULATION MARKETING
Commonwealth Energy Corpora on
As the EVP Sales and Energy Services, Commonwealth Energy Corpora on Mr. Weller
managed the power purchase arrangement and sold renewable energy power to the San
Diego Associa on of Governments (SANDAG). SANDAG was one of the largest power pools in
deregula on history and received 100% green power from Commonwealth.
Commonwealth Energy Corpora on was "California's largest electric service provider," at the
me offered two green power products "that delivered environmental-friendly power to
consumers throughout the state." Through Green Smart program, customers could choose
from products containing either 50% or 100% renewables content. The renewable energy for
both products will come from purchases of geothermal energy from Calpine Corpora on,
which owns plants in The Geysers resource area.
Commonwealth Energy Corpora on Highlights
Managed the largest power pool in deregula on history by providing the San Diego
Associa on of Governments (SANDAG) with 100% green power.
At one point, Commonwealth Energy Corpora on served more than 80,000 of the
nearly 200,000 customers that switched to an alterna ve supplier since the market
opened in April 1998.
Under the new company name electricAmerica, the company was granted a license by
the Pennsylvania Public U lity Commission to sell power in the state's compe ve
electricity market.
electricAmerica served Time Warner Communica ons and the Pick Up S x and Panda
Express restaurant chains.
Commonwealth also supplied the City of Santa Monica and the City of Palmdale with
green power for its municipal facili es.

Bank of America Plaza, formerly Security Pacific Plaza, is a 55-
story, 224.03 m (735.0 .) class-A office skyscraper on Bunker Hill,
Los Angeles, California.
It was completed in 1974 with the headquarters of Security
Pacific Na onal Bank, Capital Group Companies and Sheppard,
Mullin, Richter & Hampton as its main tenants.
The tower is the fi h tallest building in Los Angeles, and the 83rd-
tallest building in the United States. In 2009, it had the highest
assessed value of any office building in Los Angeles County.

MMA Renewable Ventures, LLC
As the former Director of Business Development for MMA
Renewable Ventures, LLC, his project development and solar power
purchase agreement ac vi es required the financial, opera onal,
and technological risk assessment for over $1 billion in federal, public
and private business solar photovoltaic projects in ac ve U.S. solar
markets.
NELLIS Air Force Base 14 MW Solar Genera on Plant
Under the terms of a Power Purchase Agreement, MMA Renewable
Ventures, LLC owned the panels, and leased the land at no cost and
Nellis Air Force Base. Nellis agreed to buy the power for 20 years at about 2.2 cents/kWh,
instead of the 9 cents they are paying to Nevada Power, saving the Air Force $1 million each
year. None of the $100 million cost came from the Air Force, but instead from subsidizing
taxpayers and Nevada Power customers who are paying for the RPS credits.

The Nellis Solar Power Plant is located within Nellis Air Force Base in Clark County, Nevada,
northeast of Las Vegas. The Nellis solar energy system generates in excess of 25 gigawa -hours
(90 TJ) of electricity annually and supply more than 25% of the power used at the base. The
system was inaugurated in a ceremony on December 17, 2007, with Nevada Governor Jim
Gibbons ac va ng full opera on of the 14 megawa (MW) array.
Occupying 140 acres (57 ha) of land leased from
the Air Force at the northeastern corner of the
base, this ground-mounted solar system employs
an advanced sun tracking system, designed and
deployed by SunPower.
The system contains approximately 70,000 solar
panels, and the peak power genera on capacity
of the plant is approximately 13 MW AC. This
means the ra o of average to peak output,
or capacity factor, of this plant is around 22%.
The energy generated will support more than 12,000 military and civilians at Nellis who are
responsible for Air Force advanced combat training, tac cs development and opera onal
tes ng. Construc on began on April 23, 2007, and opera on of the first 5 MW began on
October 12, 2007.
