To support EU Member States in implementing the revised Energy Performance of Buildings Directive (EPBD), eu.bac has created a compliance checklist for Building Automation and Control System requirements related to the mandatory capabilities listed in Art.14 and Art.15.

The checklist provides a necessary reference list and highly detailed tool for building owners and managers, compliance inspectors, building designers, installers and policymakers.

ENERGY PERFORMANCE OF BUILDINGS DIRECTIVE (Directive 2018/844)  Presented in 2016, as part of the Clean Energy Package  New relevant amendments: • Creates a clear path towards a low and zero-emission building stock in the EU by 2050 underpinned by national roadmaps to decarbonise buildings (LTRS) • Encourages the use of information and communication technology (ICT) and smart technologies to ensure buildings operate efficiently for example by introducing automation and control systems. • Introduces a "smart readiness indicator" which will measure the buildings' capacity to use new technologies and electronic systems to adapt to the needs of the consumer, optimise its operation and interact with the grid.  Entered into force on 9th July 2018  Deadline for Member States to transpose the text into national legislations expired on 10th March 2020 3

An ambitious transposition of the BACS measures included in the revised EPBD could lead to: • 64 Mt CO2 annual savings (peak in 2030) • 450 TWh annual final energy savings (peak in 2035) • Savings corresponding to 14% of total building primary energy consumption (by 2038) • €36 billion energy bill savings triggered (peak in 2035) • Value of energy savings exceeds the value of investments by a factor of 9 (comprised of a factor of 8.1 for residential buildings and 10.4 for non-residential buildings) Waide study “The impact of the revision of the EPBD on energy savings from the use of building automation and controls” REVISED EPBD THE NEW MEASURES AND THEIR IMPACT 4

THE EU.BAC GUIDELINES: KEY POINTS ON TRANSPOSITION OF ART. 14/15 PAR.4 “Member States shall lay down requirements to ensure that, where technically and economically feasible, non-residential buildings with an effective rated output for heating (Art.14)/air- conditioning (Art.15) systems or systems for combined space heating/air-conditioning and ventilation of over 290kW are equipped with building automation and control systems by 2025.” “The building automation and control systems shall be capable of: (a) continuously monitoring, logging, analysing and allowing for adjusting energy usage; (b) benchmarking the building’s energy efficiency, detecting losses in efficiency of technical building systems, and informing the person responsible for the facilities or technical building management about opportunities for energy efficiency improvement; (c) allowing communication with connected technical building systems and other appliances inside the building and being interoperable with technical building systems across different types of proprietary technologies, devices and manufacturers.” ECONOMIC FEASIBILITY: parameter clearly identified, framed and justified (e.g. France: payback time < 6 years?) BACS CAPABILITIES: class B EN 15232 Further requests from Member States:  How to identify compliance with BACS requirements?  Are manufacturers supplying information on BACS compliance according to EN 15232 and, if so, how is this information communicated to building owners? 5

EU.BAC EPBD BACS COMPLIANCE VERIFICATION PACKAGE  In response, eu.bac decided to develop a tool that could ensure compliance check with the requirements in the easiest and most effective way, and created a dedicated Task Force with Industry experts  Internal workshops from June to October 2020 + external consultations with consultants, policymakers and peers  2 November 2020 published eu.bac Compliance Verification package: Checklist + Self-declaration + Introductory notes + Press Release  Communicated to:  Member States – policy officers in the ministries in charge of EPBD transposition (in November: Ireland, Latvia, Sweden, Lithuania, Estonia, etc.)  European Commission, DG Energy  Study Team of the “Technical assistance study for ensuring optimal performance of technical building systems under the Energy Performance of Buildings Directive”  Complementary to eu.bac guidelines: tool to serve the transposition and make sure the BACS measures are implemented properly and deliver the expected results 6

ART. 14/15 PAR.4: Mandatory requirements for BACS capabilities in non-residential buildings “Member States shall lay down requirements to ensure that, where technically and economically feasible, non-residential buildings with an effective rated output for heating (Art.14)/air-conditioning (Art.15) systems or systems for combined space heating/air-conditioning and ventilation of over 290kW are equipped with building automation and control systems by 2025.
