On behalf of the Government Business Executive Forum, which serves as the conference advisory board,
welcome to CES Government 2011 and International CES.


You are among 200 senior participating private and public sector executives whose primary business or
mission interest directly intersect the acquisition and application of technology in government. And you
are among more than 120,000 business, government and media professionals who together comprise
International CES.


We hope you find our program this year provocative and timely.“Protecting Borders” to include land, air,
water, and importantly, the borders of critical communications networks and IT infrastructure, is especially
important this tenth anniversary year of that tragic September day that forever changed the United States
and the world.


A sub-theme of our program is the importance of disciplined cooperation across jurisdictions of
government and industry - local, state, Federal, foreign and commercial - as essential to protection
of national borders.


As a conference, CES Government continues its evolution toward an annual symposium attracting
government technology and management executives - public and private sectors - from around the
world. Our vision is for the conference to serve as the binding event for a globally-connected network of
professionals who communicate and coordinate on public sector technology applications.


Equally important to the agenda is the interaction with peers and the building of relationships.
A schedule of disciplined but informal activities has been designed to encourage this interaction.


These are challenging times in uncharted waters. And that makes the discussions held here especially
important. We appreciate your participation and hope you find your time in Las Vegas valuable and your
New Year rewarding in every way.

The GBEF is a membership organization comprised of senior executives from the government contractor
community. The GBEF meets quarterly with each meeting featuring market research & analysis, speakers &
authors, and lively discussion - all aligned with a specific business topic for that meeting.

Our mission is to satisfy our members’ unique information needs as we provide them the forum to expand their
peer network.

The GBEF also represents the advisory board for the program for the annual CES Government Conference held
each year in conjunction with International CES, the world’s largest technology showcase.

Kirit Amin
Chief Information Officer, Bureau of Consular Affairs and Director
for the Office of Consular Systems & Technology, US Department of State


As CA CIO and Director of CST, Mr. Amin is responsible for all CA IT programs, which
support the agency’s mission of protecting the lives and interests of American citizens
overseas and strengthening U.S. border security. Mr. Amin has a vision for creating a
consolidated person-centric IT environment, capable of adapting to new and emerging
business requirements. The Bureau of Consular Affairs serves as the public face of the
Department of State for millions of United States citizens and foreign nationals around
the world.


Mr. Amin has more than 30 years of experience in the management, leadership,
engineering, design, implementation and direction of large systems integration projects,
including the application of current technology to secure data and network
communications. Prior to joining CST in June 2007, Mr. Amin held key IT management
positions at Nortel PEC Solutions, Vector Research, Inc., and Computer Sciences
Corporation.

Anne Armstrong
President, Government Information, 1105 Media Group Inc.


Anne Armstrong has more than thirty years experience in technology journalism and publishing. She was
a member of the Federal Computer Week launch team in 1987, and has worked on both the editorial
and business sides. She began her career as a science journalist, and started Langley Publications, a
research and newsletter company. Armstrong served as president of Virginia’s Center for Innovative
Technology (CIT) from 1999 to 2002. She holds degrees from Vanderbilt University and Johns Hopkins
University, and represents 1105 on ABM’s Government Affairs Committee.



Mr. Charles R. Armstrong
Assistant Commissioner for the Office of Information and Technology, U.S. Customs and Border
Protection, Department of Homeland Security.


Functional responsibilities include software development, infrastructure services and support, tactical
communications, the laboratory system and research and development functions, and IT moderniza-
tion initiatives supporting CBP’s core business processes. Additionally, as the Department of Homeland
Security (DHS) Steward for network services, Mr. Armstrong is accountable for supporting the agency’s
requirements for secure, reliable communications.
Mr. Armstrong served as the DHS Deputy CIO where he was a champion of the Department’s IT
initiatives for improving the agency’s secure information sharing capabilities through the consolidation
of infrastructure and strengthened security. Mr. Armstrong brings with him over 26 years of leadership
and technology experience in the operations and management of IT.




Mr. Mark S. Borkowski

Office of Technology Innovation and Acquisition
U.S. Customs and Border Protection (CBP)


Mark Borkowski became the Assistant Commissioner for the Office of Technology Innovation and Ac-
quisition (OTIA) with U.S. Customs and Border Protection (CBP) of the Department of Homeland Security
(DHS) in July 2010. He is responsible for ensuring technology efforts are properly focused on mission and
well integrated across CBP and for strengthening effectiveness in acquisition and program manage-
ment. In addition to being the Assistant Commissioner for OTIA, Mr. Borkowski serves as CBP’s Compo-
nent Acquisition Executive (CAE) responsible for ensuring acquisitions support a mission requirement, are
cost effective and are integrated across all of CBP where appropriate.


Prior to his appointment as Assistant Commissioner, Mr. Borkowski served as Executive Director of the Se-
cure Border Initiative (SBI) Program Executive Office (PEO). As Executive Director, Mr. Borkowski overssaw
the Department of Homeland Security’s (DHS) implementation of SBI at U.S. Customs and Border Protec-
tion (CBP), and oversaw SBI’s continued efforts to develop border security resources that will provide
enhanced situational awareness for frontline CBP personnel along the U.S. borders.


Before assignment to SBI, Mr. Borkowski served as the Executive Director for Mission Support at Head-
quarters, United States Border Patrol. In this role, he supported the Chief of the Border Patrol in execut-
ing the Border Patrol’s $2 billion annual budget and in managing a total workforce in excess of 17,000
agents and support personnel.



William Carroll
Senior vice President, Strategic Programs


William Carroll is Senior Vice President of Strategic Programs at SiloSmashers, where he leverages his ex-
perience and his government and industry network to strategically position the company in the market
place and identify business opportunities in the areas of Program Management Support, Performance
Management, and IT Security, in the public sector.


Mr. Carroll has over 35 years of experience in operational management and program management in
homeland security, the Federal Law Enforcement community, and the Intelligence community. He had
an outstanding 27-year career in the Immigration and Naturalization Service, retiring as the District Direc-
tor of the Washington DC Capitol Region. The United States Immigration Service now comprises the five
major Agencies within the Department of Homeland Security: CBP, ICE, DRO, CIS, and U.S. Border Patrol.
Mr. Carroll has also served as a subject area expert, providing consulting services on business strategy
and operational/program management to many Fortune 500 companies.


Today, Mr. Carroll remains a prominent authority on law enforcement and homeland security issues.


Scott Charney
Corporate vice President for Trustworthy Computing, Microsoft


Trustworthy Computing is Microsoft’s effort to help ensure secure, private and reliable computing. As
part of this effort, the Trustworthy Computing team works with business groups throughout the company
to ensure their products and services adhere to Microsoft’s security and privacy policies. It also engages
with governments, industry partners, and computer users on important security and privacy issues such
as critical infrastructure protection, software assurance, and identity management.


Mr. Charney served as Chief of the Computer Crime and Intellectual Property Section in the Criminal
Division of the U.S. Department of Justice. As the leading federal prosecutor for computer crimes from
1991 to 1999, he


    • helped prosecute major hacker cases and co-authored numerous documents, including

    • the Federal Guidelines for Searching and Seizing Computers

    • the National Information Infrastructure Protection Act of 1996

    • the federal computer crime sentencing guidelines

    • the Criminal Division’s (DOJ) policy on appropriate computer use and workplace monitoring.

He also chaired the Group of Eight nations Subgroup on High-Tech Crime, served as Vice Chair and
Head of the U.S. delegation to the Ad Hoc Group of Experts on Global Cryptography Policy for the Or-
ganization for Economic Cooperation and Development (OECD), was a member of the U.S. delegation
to the OECD’s Group of Experts on Security, Privacy and Intellectual Property Rights in the Global Infor-
mation Infrastructure, and was a member of the Clinton Administration’s Information Infrastructure Task
Force, serving on the Privacy Working Group that published principles for handling personally identifiable
information.


Donald Codling
Unit Chief, FBI Cyber Crime Division


Donald Codling has been with the FBI for more than 20 years working in a variety of investigative pro-
grams including Violent Crime, Foreign Counter-Intelligence, Technical Operations, Undercover Opera-
tions and Cyber Crime Operations.
Codling currently serves as Unit Chief and DHS Liaison, Cyber Division, FBI in Washington, D.C. Unit Chief
Codling has been the lead investigator or supervisor on numerous major domestic and international cy-
ber crime cases, counter-terrorism cases, counter-intelligence cases, and long-term undercover operations.


He has also served as assistant FBI Legal attaché in Paris, France as well as Bridgetown, Barbados. His
postings in the FBI have been in San Diego, Los Angeles, Dallas and Washington DC. He serves as chair-
man of an international cyber crime working group consisting of the heads of Cyber Crime Investigative
Departments of Australia, Canada, New Zealand, the United Kingdom and the United States.


Melvin Cordova
Senior Program Manager
Office of Science and Technology
Defense Intelligence Agency


Mr. Cordova joined the DIA CoS Office in April 2008 to maximize the value of the In-Q-Tel technology
efforts and implement horizontal integration across MASINT, HUMINT, Analysis, and IT. He is an effective
leader in the identification, development, commercialization and efficient deployment of innovative
technologies into defense and intelligence applications.


In 2004, Mr. Cordova joined DIA and deployed to Iraq leading the team that provided oversight of all
Iraq Survey Group contracts. In 2005, Mr. Cordova joined the Defense HUMINT Management Office
as a Senior Program Manager, assigned to the Technology Tradecraft Division. In this capacity he led
technology efforts focused on achieving interoperability by seeking a common technology base. Mr.
Cordova enlisted in the U.S. Navy in 1979 as an Interior Communications Electrician and served 22 years
in a variety of duties, such as; technician, Recruiter, Chief Engineer, and Senior Enlisted Advisor.


Military awards and decorations include the Defense Meritorious Service Medal, Navy Commendation,
Army Commendation, and Navy Achievement.


Ian Liddell-Grainger
Member of Parliament, United Kingdom


Mr. Grainger was first elected as a Conservative Member of Parliament for Brudgewater and West Som-
erset in the June, 2001 General Election. Four years later he returned with an increased majority. He
continues to serve as a Major in the Territorial Army.


Since his first election, Mr. Grainger has served as a member of the Public Administration Select Commit-
tee, where he is involved in a number of technology issues, to include information security, emergency
communications. He is a recognized and respected leader on issues of national defense and continues
to participate in the Armed Forces Parliamentary Scheme which is intended to further Members of Par-

Evan Kohlmann is an NBC News terrorism analyst and commentator. He is a private sector International
Terrorism Consultant who has spent over a decade tracking Al-Qaida and other terrorist organizations.


Mr. Kohlmann has amassed one of the world’s most extensive open source databases on terrorism, ter-
rorist organizations and terrorist activities. He currently works as a senior investigator for the Nine Eleven
Finding Answers (NEFA) Foundation--and has also served at various times as a contract consultant in ter-
rorism matters on behalf of the U.S. Department of Defense, the U.S. Department of Justice, the Federal

Colonel Earl D. noble
Project Manager, Army Knowledge Online


Colonel Earl Noble has served as Project Manager for Network Enterprise Services on Fort Belvoir, VA
since June 2008. In his role as Project Manager, COL Noble oversees Product Director Army Knowledge
Online/Defense Knowledge Online, Product Manager Area Processing Center, Product Director Defense
Messaging System – Army and Product Director Acquisition, Logistics and Technology Enterprise Systems
and Services. He is also responsible for the Army’s Go Mobile initiative.


He began his career in 1985 when he was commissioned in Field Artillery, served tours with 1st Cavalry
and 2nd Infantry Divisions, and worked his way up from Fire Direction Officer to Battery Commander.
In 1992, he joined the Army Acquisition Corps and operated computer networks for the U.S. Army Field
Artillery School and the Army Test Command. Later, he became Assistant Project Manager for Bradley
Fighting Vehicles, which then followed a tour in the Pentagon with the Army’s Objective Force Task
Force. COL Noble was selected in 2003 as Product Manager for Defense-Wide Transmission Systems and
travelled around the globe providing communications support to the Warfighter. In 2004, he assumed re-
sponsibility for coordinating communication projects in Afghanistan and in the Green Zone in Baghdad.
He returned to the Pentagon in 2006 to serve as Executive Officer to the Deputy for Acquisition and
Systems Management and then as Director of Future Force Integration. COL Noble’s military awards
include the Meritorious Service Medal.


Dr. Mohamed Reda

Dr. Mohamed Reda is the Chairman of Allied Soft Group Switzerland, Chairman and CEO of Allied Soft
Egypt, AITS Egypt, Education Pro Active Group, Data Pro, and Allied Consultants. Due to his professional
background and business network in Egypt as IT industry leader he has been elected as: Chairman ITEC
(Information Technology Export Community) and Chairman of IT Committee of EBA (Egyptian Business
Association). In addition, he is the board member of The Egyptian British Business Council, The Egyptian
Canadian Business Council, The Egyptian Indian Business Council; board member of the GROW IT pro-
gram and Export rebate program in Egypt at ITIDA (the Information Technology Industry Development
Agency). After studying at Cairo University, Economics and Political Science, he earned his PhD in Artifi-

Stephen M. Ryan
Stephen M. Ryan is considered one of Washington’s premier crisis management, ethics and government
contracting attorneys.


Mr. Ryan is a partner and head of the Government Strategies and Government Contracts Practice
Groups in the law firm of McDermott Will & Emery LLP. Steve is based in the Washington, D.C. office.
The Firm has 15 offices, including the major U.S. cities and Shanghai, Brussels, London, and other foreign
offices. He provides lobbying, litigation and counseling services for the information technology com-
munity. He is an expert in government contract law, and litigates such cases. He has broad experience
in addressing the combined legal, political and press-related challenges stemming from Congressional
oversight and investigation.


Steve has experience in all branches of the U.S. Government. He served as General Counsel to the
U.S. Senate Committee on Governmental Affairs, chaired by the Honorable John Glenn, concentrat-
ing on the Committee’s work in government procurement of information technology, the work of the
Inspectors General, and other procurement-related activity. Steve served as Deputy Counsel of the
President’s Commission on Organized Crime, directing investigations against La Cosa Nostra and other
criminal groups during the Reagan Administration. He also served as an Assistant U.S. Attorney in
Washington, D.C., prosecuting criminal cases. Steve served as an advisor to the Latvian, Polish and
other Eastern European governments after Soviet rule ended. He served as the law clerk for the Honor-
able Robert A. Grant, U.S. District Judge for the Northern District of Indiana.


Steve earned his J.D. from the Notre Dame Law School and his B.S. from Cornell University, and practices
in the District of Columbia.



Richard A. Spires

In this position Mr. Spires is responsible for the department’s $6.4 billion investment in Information Tech-
nology (IT). He leads and facilitates the development, implementation, and maintenance of the de-
partment’s IT architecture. Mr. Spires is the chairman of the DHS Chief Information Officer Council and
the Enterprise Architecture Board. He strongly supports the Secretary’s goal of unifying and maturing
DHS–one DHS, one enterprise, a shared vision, with integrated results-based operations. Mr. Spires also
serves on the Federal CIO Council, where he chairs the Best Practices Committee and co-chairs the
Federal Data Center Consolidation Initiative.


Mr. Spires held a number of positions at the Internal Revenue Service (IRS) from 2004 through 2008. He
served as the Deputy Commissioner for Operations Support, having overall responsibility for the key
support and administrative functions for the IRS, to include IT, Human Capital, Finance, Shared Services,
Real Estate, and Security functions. Prior to becoming Deputy Commissioner, Mr. Spires served as the
IRS’ CIO, with overall strategic and operational responsibility for a $2 billion budget and a 7,000-person
Modernization and Information Technology Services organization.

Lieutenant General Vane assumed duties as Deputy Commanding General, Futures and Director of the
Army Capabilities Integration Center on 20 August 2007 after serving on the Joint Staff as the Vice Direc-
tor for Force Structure, Resources, and Assessment (J8).


In this position he is responsible to the Commanding General, TRADOC, for the design, development,
and integration, into a joint warfighting environment, from concept to capability, all aspects of the
Future Force.


Lieutenant General Michael A. Vane graduated from the United States Military Academy at West Point
in 1975 and was initially commissioned as a signal officer. He transitioned to Air Defense Artillery where
he has commanded at all levels, from platoon, battery, battalion, brigade, Air and Missile Defense
Command (AAMDC), and as Commanding General, US Army Air Defense Artillery Center and Fort Bliss,
Texas.


In over thirty years of active duty, he has also held various positions of responsibility in the force devel-
opment community serving within the Training and Doctrine Command (TRADOC), as part of the Army
Staff, and most recently on the Joint Staff.
His unique assignments include serving as: Aide-de-Camp to the Supreme Allied Commander, Europe
during Operation Desert Shield and Desert Storm; Commander of the 4th Battalion, 3d ADA (Bradley/
Stinger Fighting Vehicle-BSFV), 3d Infantry Division (Mechanized), Germany; Commander of the 11th Air
Defense Artillery Brigade, Third US Army, Fort Bliss, Texas; Commanding General, 32nd AAMDC at Fort Bliss,
and as Director for Doctrine, Concepts and Strategy for TRADOC.

Arabic, she served as Political Officer at the Embassy in Tel Aviv with responsibility for the Gaza Strip.
Before her posting as Director of the Office of Egypt and the Levant under the Bureau of Near Eastern
Affairs where she handled the countries of Lebanon, Syria, Egypt, and Jordan, she served as Chairwoman
for Middle East Area Studies at the Foreign Service Institute--the premier training facility for U.S. Diplomats;
as Consul General in Jeddah, Saudi Arabia; Policy Advisor to the Director of the Near East–South Asia
Center for Strategic Studies at the Department of Defense; Senior Advisor for Middle Eastern Affairs at
USUN; Director for Near East South Asian Affairs with responsibility for the Arabian Peninsula at the National
Security Council of the White House; and Director for Legislative Affairs, also at the NSC. Her career also

  • 2. 2011 On behalf of the Government Business Executive Forum, which serves as the conference advisory board, welcome to CES Government 2011 and International CES. You are among 200 senior participating private and public sector executives whose primary business or mission interest directly intersect the acquisition and application of technology in government. And you are among more than 120,000 business, government and media professionals who together comprise International CES. We hope you find our program this year provocative and timely.“Protecting Borders” to include land, air, water, and importantly, the borders of critical communications networks and IT infrastructure, is especially important this tenth anniversary year of that tragic September day that forever changed the United States and the world. A sub-theme of our program is the importance of disciplined cooperation across jurisdictions of government and industry - local, state, Federal, foreign and commercial - as essential to protection of national borders. As a conference, CES Government continues its evolution toward an annual symposium attracting government technology and management executives - public and private sectors - from around the world. Our vision is for the conference to serve as the binding event for a globally-connected network of professionals who communicate and coordinate on public sector technology applications. Equally important to the agenda is the interaction with peers and the building of relationships. A schedule of disciplined but informal activities has been designed to encourage this interaction. These are challenging times in uncharted waters. And that makes the discussions held here especially important. Borkowski Component Acquisition Executive & Assistant Commissioner, Office of Technology Innovation and Acquisition U.S. Customs and Border Protection (CBP) Mark Borkowski became the Assistant Commissioner for the Office of Technology Innovation and Ac- quisition (OTIA) with U.S. Customs and Border Protection (CBP) of the Department of Homeland Security (DHS) in July 2010. He is responsible for ensuring technology efforts are properly focused on mission and well integrated across CBP and for strengthening effectiveness in acquisition and program manage- ment. In addition to being the Assistant Commissioner for OTIA, Mr. Borkowski serves as CBP’s Compo- nent Acquisition Executive (CAE) responsible for ensuring acquisitions support a mission requirement, are cost effective and are integrated across all of CBP where appropriate. Prior to his appointment as Assistant Commissioner, Mr. Borkowski served as Executive Director of the Se- cure Border Initiative (SBI) Program Executive Office (PEO). As Executive Director, Mr. Borkowski overssaw the Department of Homeland Security’s (DHS) implementation of SBI at U.S. Customs and Border Protec- tion (CBP), and oversaw SBI’s continued efforts to develop border security resources that will provide enhanced situational awareness for frontline CBP personnel along the U.S. borders. Before assignment to SBI, Mr. Borkowski served as the Executive Director for Mission Support at Head- quarters, United States Border Patrol. In this role, he supported the Chief of the Border Patrol in execut- ing the Border Patrol’s $2 billion annual budget and in managing a total workforce in excess of 17,000 agents and support personnel. Mr. Charney served as Chief of the Computer Crime and Intellectual Property Section in the Criminal Division of the U.S. Department of Justice. He also chaired the Group of Eight nations Subgroup on High-Tech Crime, served as Vice Chair and Head of the U.S. delegation to the Ad Hoc Group of Experts on Global Cryptography Policy for the Or- ganization for Economic Cooperation and Development (OECD), was a member of the U.S. delegation to the OECD’s Group of Experts on Security, Privacy and Intellectual Property Rights in the Global Infor- mation Infrastructure, and was a member of the Clinton Administration’s Information Infrastructure Task Force, serving on the Privacy Working Group that published principles for handling personally identifiable information. Donald Codling Unit Chief, FBI Cyber Crime Division Donald Codling has been with the FBI for more than 20 years working in a variety of investigative pro- grams including Violent Crime, Foreign Counter-Intelligence, Technical Operations, Undercover Opera- tions and Cyber Crime Operations.

He has also served as assistant FBI Legal attaché in Paris, France as well as Bridgetown, Barbados. His postings in the FBI have been in San Diego, Los Angeles, Dallas and Washington DC. He serves as chair- man of an international cyber crime working group consisting of the heads of Cyber Crime Investigative Departments of Australia, Canada, New Zealand, the United Kingdom and the United States. Melvin Cordova Senior Program Manager Office of Science and Technology Defense Intelligence Agency Mr. Cordova joined the DIA CoS Office in April 2008 to maximize the value of the In-Q-Tel technology efforts and implement horizontal integration across MASINT, HUMINT, Analysis, and IT. He is an effective leader in the identification, development, commercialization and efficient deployment of innovative technologies into defense and intelligence applications. In 2004, Mr. Cordova joined DIA and deployed to Iraq leading the team that provided oversight of all Iraq Survey Group contracts. In 2005, Mr. Cordova joined the Defense HUMINT Management Office as a Senior Program Manager, assigned to the Technology Tradecraft Division. In this capacity he led technology efforts focused on achieving interoperability by seeking a common technology base. Mr. Cordova enlisted in the U.S. Navy in 1979 as an Interior Communications Electrician and served 22 years in a variety of duties, such as; technician, Recruiter, Chief Engineer, and Senior Enlisted Advisor. Military awards and decorations include the Defense Meritorious Service Medal, Navy Commendation, Army Commendation, and Navy Achievement. Ian Liddell-Grainger Member of Parliament, United Kingdom Mr. Grainger was first elected as a Conservative Member of Parliament for Brudgewater and West Som- erset in the June, 2001 General Election. Four years later he returned with an increased majority. He continues to serve as a Major in the Territorial Army. Since his first election, Mr. Grainger has served as a member of the Public Administration Select Commit- tee, where he is involved in a number of technology issues, to include information security, emergency communications. Evan Kohlmann Evan Kohlmann is an NBC News terrorism analyst and commentator. Mr. Kohlmann has amassed one of the world’s most extensive open source databases on terrorism, ter- rorist organizations and terrorist activities. He currently works as a senior investigator for the Nine Eleven Finding Answers (NEFA) Foundation--and has also served at various times as a contract consultant in ter- rorism matters on behalf of the U.S. Department of Defense, the U.S. Department of Justice, the Federal Bureau of Investigation (FBI), the Office of the High Representative (OHR) in Bosnia-Herzegovina, the International Criminal Tribunal for the Former Yugoslavia (ICTFY) at the Hague, the Australian Federal Police (AFP), the U.K. Crown Prosecution Service (CPS), Scotland Yard’s SO-15 Counter Terrorism Com- mand, the Central Scotland Police, West Yorkshire Police, and the Danish Security and Intelligence Service (PET). In 2004, he assumed re- sponsibility for coordinating communication projects in Afghanistan and in the Green Zone in Baghdad. He returned to the Pentagon in 2006 to serve as Executive Officer to the Deputy for Acquisition and Systems Management and then as Director of Future Force Integration. COL Noble’s military awards include the Meritorious Service Medal. Dr. Mohamed Reda Dr. Mohamed Reda is the Chairman of Allied Soft Group Switzerland, Chairman and CEO of Allied Soft Egypt, AITS Egypt, Education Pro Active Group, Data Pro, and Allied Consultants. Due to his professional background and business network in Egypt as IT industry leader he has been elected as: Chairman ITEC (Information Technology Export Community) and Chairman of IT Committee of EBA (Egyptian Business Association). The Firm has 15 offices, including the major U.S. cities and Shanghai, Brussels, London, and other foreign offices. He provides lobbying, litigation and counseling services for the information technology com- munity. He is an expert in government contract law, and litigates such cases. He has broad experience in addressing the combined legal, political and press-related challenges stemming from Congressional oversight and investigation. Steve has experience in all branches of the U.S. Government. He served as General Counsel to the U.S. Senate Committee on Governmental Affairs, chaired by the Honorable John Glenn, concentrat- ing on the Committee’s work in government procurement of information technology, the work of the Inspectors General, and other procurement-related activity. Steve served as Deputy Counsel of the President’s Commission on Organized Crime, directing investigations against La Cosa Nostra and other criminal groups during the Reagan Administration. Richard A. Spires Chief Information Officer Department of Homeland Security In this position Mr. Spires is responsible for the department’s $6.4 billion investment in Information Tech- nology (IT). He leads and facilitates the development, implementation, and maintenance of the de- partment’s IT architecture. Mr. Spires is the chairman of the DHS Chief Information Officer Council and the Enterprise Architecture Board. He strongly supports the Secretary’s goal of unifying and maturing DHS–one DHS, one enterprise, a shared vision, with integrated results-based operations. Mr. Spires also serves on the Federal CIO Council, where he chairs the Best Practices Committee and co-chairs the Federal Data Center Consolidation Initiative. Gina Abercrombie-Winstanley Deputy Coordinator, Program Directorate Office of the Coordinator for Counterterrorism, United States Department of State Ms. Abercrombie Winstanley is a career member of the Senior Foreign Service with the rank of Minister- Counselor and she serves as one of our Nation’s top counter terrorism officials. Minister-Counselor Winstanley joined the Foreign Service in 1985 and served as Consul in Baghdad, before being posted to Jakarta and Cairo. She then served as Special Assistant for Middle Eastern and African Affairs to Deputy, and later, Secretary of State Lawrence Eagleburger. After a year of advanced Arabic, she served as Political Officer at the Embassy in Tel Aviv with responsibility for the Gaza Strip. Before her posting as Director of the Office of Egypt and the Levant under the Bureau of Near Eastern Affairs where she handled the countries of Lebanon, Syria, Egypt, and Jordan, she served as Chairwoman for Middle East Area Studies at the Foreign Service Institute--the premier training facility for U.S. Diplomats; as Consul General in Jeddah, Saudi Arabia; Policy Advisor to the Director of the Near East–South Asia Center for Strategic Studies at the Department of Defense; Senior Advisor for Middle Eastern Affairs at USUN; Director for Near East South Asian Affairs with responsibility for the Arabian Peninsula at the National Security Council of the White House; and Director for Legislative Affairs, also at the NSC.
