functions
Union health ministry can be described
under
a) Union list
b) State list
c) Concurrent list
Union list :-
Functions of centre are included in this list
Defence, foreign relation etc
State list :-
Areas of responsibilities of state are
included in this list
Finance, health, home, local administration
etc
Concurrent list :-
Matters of national significance which
requires the joint effort of centre and state
come under this list
Public health, medical aid, sanitation,
education, social welfare etc
Health organization of nation are classified
under three headings
 Health organization at central level
 Health organization at state level
 Health organization at local level
Health organization at central level
Sections that come under union ministry of
health and family welfare are
• Health department
• Family welfare department
• Department of AYUSH
Department of Health :-
• Takes care of matters of medical and
public health, which includes drug control
and prevention of adulteration in food
materials
Department of Family Welfare :-
• Established in 1966.
• Objective is to conduct family welfare
programmes .
• Conducted through state govt.
Department of AYUSH
• Looks after policies regarding Indian
System of Medicine
• Ayurveda, Yoga, Unani, Siddha,
homeopathy

• Family Welfare dept has a Commissioner,
two deputy commissioner and six regional
directors, in addition to above staff

Central Council Of Health
• It as set by presidential order on 9th Aug
1952
• Purpose is to promote the coordination
between the Centre and States in the
implementation of national programmes
and measures pertaining to health
• Union Minister of Health is the chairman
and State Health Ministers are its
members
Functions of CCH
• Preparing proposals for making laws in
areas of medicine and health
• Making plans for development of health
in entire nation
• Preparing recommendations for providing
grants and financial assistance to state for
medical services and also review the
activities in the light of grants provided
• Considering policies and
recommendations related to medical care,
environment, nutrition and medical
education and preparing draft
• Encouragement of medical education and
training
• Cooperation between centre and state in
health administration and also to establish
necessary organizations for better
functioning
Nursing Organization At Central Level
• At central level, nursing services are within
the Ministry of Health and Family
Welfare and under the control of
Directorate General of Health Services
• DGHS is assisted by Director
General[nursing], Additional Director
Generals, Deputy Director Generals
• To deal with nsg education and nsg service
there is a Nursing advisor
• Under Nsg advisor, there is Deputy
Assistant Director General Nursing
[DADG(N)], nsg officers and nsg section
Health organization at state level
• State Health Dept function under a State
Health Minster who is assisted by
Secretariat and several other executive
directors
• Secretariat is headed by Health Secretary
who is assisted by Deputy Secretaries,
Assistant Secretaries and other staff
• Minister is also guided by an Advisory
Council, Technical Advisory Committees,
Ad hoc Committees
• Dept of Health deals with administration,
budget, finance and makes or approves
policies
• Professional and technical Divisions are
represented by State Health Directors and
Medical Directors
State health directorate
• In state, State Health Directorate takes
responsibilities of health services,
technical services, execution of health
policies and programmes and evaluation
• Chief of health directorate is director of
health services who is assisted by
additional director, joint director and
deputy director
• Director gives technical advices to State
Health Ministry and Govt on matters
related to health, family welfare, public
health, family planning etc
Functions of State Health Directorate
• Planning for health services in the state
• Implementation of national health
programmes and evaluating their
achievements
• Providing all types of health services in
state
• Controlling food adulteration and also
sanitation in milk and edibles
• Collection of vital statistics
• Encouraging reproductive and child health
• Improvement of nutrition programme and
medical education
• Training of nurses, female health workers
and other health workers
• Controlling rural and urban health
services through district medical officer
• Providing feedback to state health ministry
regarding health
• Following directives of union ministry of
health/state health ministry
Health Organization at District Level
• District health organization is headed by
chief medical officer of health [ CMOH],
who is Director of health services at
district
• CMOH is Assisted by one or two Deputy
CMOH
• Assisted by District Family Welfare
Officer [ DFWO], District Health Officer
[DHO], District Malaria Officer [DMO]
• D.H.O is in-charge of all health
administration and all National Health
Programmes implemented in the district
except Family Welfare Programme
• D.H.O is assisted by A.D.H.O, P.A to
D.H.O, District Public Health Nurse
[D.P.H.N], District Malaria Officer,
District Statistical Assistants, Drug
Inspectors
D.F.P.M &C.H.O is in-charge of family
welfare programme
District Medical Officer is in-charge of
medical care provision through the various
medical institutions except primary health
centres
Both D.H.O and D.F.P.M & C.H.O have
control over primary health centre
Organizational structure of nursing
services at state and district levels
• No special organizational structure for
nursing services
• Post of joint director and deputy director
for nursing service is under the state
directorate of health
• In some state at district level, there is a
post of District Public Health Nurse
[DPHN]
HEALTH ORGANIZATION AT
BLOCK LEVEL
Three tier structure comprises of
Community Health Centers
 Primary Health Centers
 Sub Centers
Each block has one CHC covering a
population of 80,000 to 1,20,000
• Each CHC has 30 sanctioned beds and
has facility for specialized services in
surgery, medicine, obstetrics, gynecology,
pediatric, dental and ENT
• Services are rendered by a team of
specialists, nurses and other personnel
• CHC is considered as a first referral unit
• Each CHC has 3 to 4 PHC
• Each PHC covers a population of 30,000
in plain areas and 20,000 in hilly and tribal
areas
• Services are rendered by A team
comprised of medical officer, nurse-
midwife, ANM, block extension officer,
health assistant male, health assistant
female, lab technician and ancillary staff
• Each PHC has 5 to 6 Sub centres
• Each Sub centre covers a population of
5000 in general and 3000 in hilly, tribal
and backward areas
• Each sub centre is manned by a team of
male and female Health worker / ANM
• Services provided are much and family
welfare, immunization, health education,
training and supervision of indigenous dais
• Work of male and female health worker is
supervised by male and female health
supervisors [health assistants] in the ratio
1:4
• At village there is a village health guide for
1000 population
• Other personnels are indigenous dais and
Anganwadi workers [for 1000 population]
• ASHA for 1000 population

  • 2. According to 7th schedule of constitution, three list are made for the division of functions Union health ministry can be described under a) Union list b) State list c) Concurrent list
  • 3. Union list :- Functions of centre are included in this list Defence, foreign relation etc State list :- Areas of responsibilities of state are included in this list Finance, health, home, local administration etc
  • 4. Concurrent list :- Matters of national significance which requires the joint effort of centre and state come under this list Public health, medical aid, sanitation, education, social welfare etc
  • 5. Health organization of nation are classified under three headings  Health organization at central level  Health organization at state level  Health organization at local level
  • 6. Health organization at central level Sections that come under union ministry of health and family welfare are • Health department • Family welfare department • Department of AYUSH
  • 7. Department of Health :- • Takes care of matters of medical and public health, which includes drug control and prevention of adulteration in food materials Department of Family Welfare :- • Established in 1966. • Objective is to conduct family welfare programmes . • Conducted through state govt.
  • 8. Department of AYUSH • Looks after policies regarding Indian System of Medicine • Ayurveda, Yoga, Unani, Siddha, homeopathy
  • 9. Functions of ministry of health and family welfare Function as in union list • International health relations and administration of ports • Administration of central institutions of health like All India institute of hygiene and public health, Kolkata All India institute of medical science, Delhi etc
  • 10. • Encouragement for research • Development and regulation of nursing, dentistry, pharmacology and medical profession • Arrangement for post quarantine • Establishing and maintaining standards related to drugs • Collection and publishing of census and other demographic data
  • 11. • Immigration and emigration • Regulation and control of workers in areas like mines and petroleum • Coordination between state and central ministries for best health care
  • 12. Functions as in concurrent list • Control of spread of communicable disease from one place to another • Prevention of adulteration of food items • Control over drugs and poisons • Functions related to vital statistics • Activities related to labour welfare • Social and economic planning • Population and control and family planning • Ports other than major

Organization of Union ministry of health and family welfare • Headed by a Cabinet Minister, a Health Minister of State, a Deputy Minister • Ministry has Dept. of Health and Dept. of Family Welfare • Health department is headed by a Secretary to the govt. of india and assisted by Joint Secretary, Deputy Secretary, Assistant Secretary and a large no. of administrative staffs
  • 14. • Family Welfare dept has a Commissioner, two deputy commissioner and six regional directors, in addition to above staff
  • 15. Directorate general of health services [DGHS ] Organization Headed by Director General of health services • Principle advisor to Union Govt • Deals with both medical and public health activities • Assisted by Additional Director-General of health services, a team of doctors and large administrative staff
  • 16. It comprises of 3 main units • Medical care and hospitals • Public heath • General administration
  • 17. Activities of DGHS General • Survey, planning, coordinate, programming and approval of all the health matters in the country Specific • International health relation and quarantine
  • 18. • Drug control, storage and standardization • Medical education, training and research • Central govt health services • National health programmes • Central health education bureau [CHEB] • National medical library • Central bureau of health intelligence
  • 19. Central Council Of Health • It as set by presidential order on 9th Aug 1952 • Purpose is to promote the coordination between the Centre and States in the implementation of national programmes and measures pertaining to health • Union Minister of Health is the chairman and State Health Ministers are its members
  • 20. Functions of CCH • Preparing proposals for making laws in areas of medicine and health • Making plans for development of health in entire nation • Preparing recommendations for providing grants and financial assistance to state for medical services and also review the activities in the light of grants provided
  • 21. • Considering policies and recommendations related to medical care, environment, nutrition and medical education and preparing draft • Encouragement of medical education and training • Cooperation between centre and state in health administration and also to establish necessary organizations for better functioning
  • 22. Nursing Organization At Central Level • At central level, nursing services are within the Ministry of Health and Family Welfare and under the control of Directorate General of Health Services • DGHS is assisted by Director General[nursing], Additional Director Generals, Deputy Director Generals
  • 23. • To deal with nsg education and nsg service there is a Nursing advisor • Under Nsg advisor, there is Deputy Assistant Director General Nursing [DADG(N)], nsg officers and nsg section
  • 24. Health organization at state level • State Health Dept function under a State Health Minster who is assisted by Secretariat and several other executive directors • Secretariat is headed by Health Secretary who is assisted by Deputy Secretaries, Assistant Secretaries and other staff
  • 25. • Minister is also guided by an Advisory Council, Technical Advisory Committees, Ad hoc Committees • Dept of Health deals with administration, budget, finance and makes or approves policies • Professional and technical Divisions are represented by State Health Directors and Medical Directors
  • 26. State health directorate • In state, State Health Directorate takes responsibilities of health services, technical services, execution of health policies and programmes and evaluation • Chief of health directorate is director of health services who is assisted by additional director, joint director and deputy director
  • 27. • Director gives technical advices to State Health Ministry and Govt on matters related to health, family welfare, public health, family planning etc
  • 28. Functions of State Health Directorate • Planning for health services in the state • Implementation of national health programmes and evaluating their achievements • Providing all types of health services in state • Controlling food adulteration and also sanitation in milk and edibles
  • 29. • Collection of vital statistics • Encouraging reproductive and child health • Improvement of nutrition programme and medical education • Training of nurses, female health workers and other health workers • Controlling rural and urban health services through district medical officer
  • 30. • Providing feedback to state health ministry regarding health • Following directives of union ministry of health/state health ministry
  • 31. Health Organization at District Level • District health organization is headed by chief medical officer of health [ CMOH], who is Director of health services at district • CMOH is Assisted by one or two Deputy CMOH • Assisted by District Family Welfare Officer [ DFWO], District Health Officer [DHO], District Malaria Officer [DMO]
  • 32. • D.H.O is in-charge of all health administration and all National Health Programmes implemented in the district except Family Welfare Programme • D.H.O is assisted by A.D.H.O, P.A to D.H.O, District Public Health Nurse [D.P.H.N], District Malaria Officer, District Statistical Assistants, Drug Inspectors
  • 33. D.F.P.M &C.H.O is in-charge of family welfare programme District Medical Officer is in-charge of medical care provision through the various medical institutions except primary health centres Both D.H.O and D.F.P.M & C.H.O have control over primary health centre
  • 34. Organizational structure of nursing services at state and district levels • No special organizational structure for nursing services • Post of joint director and deputy director for nursing service is under the state directorate of health • In some state at district level, there is a post of District Public Health Nurse [DPHN]
  • 35. HEALTH ORGANIZATION AT BLOCK LEVEL Three tier structure comprises of Community Health Centers  Primary Health Centers  Sub Centers Each block has one CHC covering a population of 80,000 to 1,20,000
  • 36. • Each CHC has 30 sanctioned beds and has facility for specialized services in surgery, medicine, obstetrics, gynecology, pediatric, dental and ENT • Services are rendered by a team of specialists, nurses and other personnel • CHC is considered as a first referral unit • Each CHC has 3 to 4 PHC • Each PHC covers a population of 30,000 in plain areas and 20,000 in hilly and tribal areas
  • 37. • Services are rendered by A team comprised of medical officer, nurse- midwife, ANM, block extension officer, health assistant male, health assistant female, lab technician and ancillary staff • Each PHC has 5 to 6 Sub centres • Each Sub centre covers a population of 5000 in general and 3000 in hilly, tribal and backward areas
  • 38. • Each sub centre is manned by a team of male and female Health worker / ANM • Services provided are much and family welfare, immunization, health education, training and supervision of indigenous dais • Work of male and female health worker is supervised by male and female health supervisors [health assistants] in the ratio 1:4
  • 39. • At village there is a village health guide for 1000 population • Other personnels are indigenous dais and Anganwadi workers [for 1000 population] • ASHA for 1000 population
