1. DR. TEHILLA SHWARTZ ALTSHULER
Head of the Media Reform Project & the Open Government Project
Israel Democracy Institute
Dr. Tehilla Shwartz Altshuler is the head of the Media Reform Project and the Open Government
Project at the Israel Democracy Institute, and a lecturer at the Hebrew University Federmann School
of Public Policy and Government. Her research fields include Media, digital media and telecom law
and policy; freedom of information; open government; the friction between technology and
democracy; and artificial intelligence and its impact on the public sector.
Altshuler received her Ph.D. with honors in 1995 from The Hebrew University of Jerusalem Law
School. Her doctorate was titled, "The Theoretical and Practical Aspects of the Ownership of Print
Newspapers."
After she completed her doctorate, she was awarded a scholarship from the Political Science
Department at Hebrew University for post-doctorate work at the John F. Kennedy School of
Government at Harvard University, where she worked from 2003 to 2004.
Over the years, Altshuler has taught at various academic institutions in Israel, including Hebrew
University, Bar Ilan, and the Hadassah Academic College. She has been a visiting scholar at the Near
Eastern and Judaic Studies department at Brandeis University and at the Center for Middle Eastern
Studies at Harvard University.
Altshuler joined the Israeli bar association in 1999. In 2010, she ran the research department of the
Israeli Second Authority for Television & Radio. In 2014, she was a member of the Shechter
Committee, which helped evaluate the future of commercial television in Israel. She has been served
on the board of the Jerusalem Press Club since 2014, and has served as a public representative to the
National Press Council since 2015.
Altshuler is considered a top intellectual social activist, who translates academic knowledge into
policy recommendations that impact decision-making on issues within the realm of her expertise.
Over the past several years, she has been asked to lecture throughout Israel and abroad on the
following topics: Government transparency and the availability of government information; data
journalism; the policies and freedom of the press; and freedom of expression. Likewise, she has
penned many articles, which have been published in the media, and written many policy papers and
legislative recommendations for variant research centers. Altshuler has been an active participant in
several Knesset committee meetings and professional academic conferences, and she is a regular
commentator in the Israeli press on these issues.
Beyond the aforementioned areas of expertise, she has also published some articles on the
intersection of the Bible and literature.
Altshuler is married to Yair and the mother of three children, Yedidia, Hadar and Shaked-Ella.
