3. Background of E-learning 1970’s - Mainframe computer-based training introduced. Only for government ministries and Big Multi-National Corporations (MNCs) 1980’s – Mini computer-based training, e.g.: (Programmed Data Processor) PDP machines & Honeywell computers Mid 1980’s onwards – Apple II computers & IBM compatible PCs.

E-Learning Early Adopters Programme (ELEAP) cont’d Criteria for participating companies: Singapore-registered companies At least 70% of the trainees must be Singapore citizens and/or Permanent Residents Company must train at least 30% or 150 employees for a minimum of 20 e-learning hours per employee for a period of 3 years Funding can come up to 50% of development cost but not exceeding S$100,000. Courseware & E-learning activities are subject to quality review.
