The first three goals focus primarily on “basic climate science” while the fourth and fifth are concerned with impacts and adaptation. As the National Research Council noted in a 2007 review of the program, the agencies within CCSP have focused much of their budget and have made the most progress on goals 1-3, while goals 4 and 5 still require much work.
Thinking through the ways the government operations and missions should be responding to the climate challenges already identified in the previous assessment, the US Impacts Report
National Science and Technology Council, through the USGCRP, is fleshing out an S&T framework for climate adaptation that both informs policy with coordinated and new knowledge (e.g., decision-support) and feeds back new understanding of the science needs from policy implementation.
