New multilateral initiative
Launched 20 September 2011
Seeks concrete commitments
‒ from governments
‒ to strengthen governance.
8 founding governments :
Brazil, Indonesia, Mexico, Norway, Philippines,
South Africa, UK, USA
43 more governments have joined

All OGP commitments should reflect 4 core
open government principles:-
Transparency
Citizen Participation
Accountability
Technology and Innovation
4. Open Government “Grand
Challenges”
All OGP commitments should be structured
around a set of 5 “grand challenges”:-
Improving Public Services
Increasing Public Integrity
More Effectively Managing Public
Resources
Creating Safer Communities
Increasing Corporate Accountability
Year 1 plans should cover at least one
5. Engaging Civil Society
Develop Action plans with the active engagement
of citizens and civil society:
Undertake OGP awareness raising activities
Consult widely and seek out a diverse range
of views
Use online and in-person meetings
Ensure regular ongoing consultation on
implementation
6. Flexibility in what a country does
Countries can select the grand challenge(s)
which most relate to their unique country
contexts.
Concrete commitment can include:
existing efforts
new steps to complete on-going reforms
action in an entirely new area
“No action plan or specific commitments will
be forced on any country”
