TheAgricultureMinistryhasproposedamendmentstotheNCDCActtoincludefarmerproducerorganisations(FPOs)forextendingfinancialassistanceandgovernmentsubsidies.Currently,theNationalCooperativeDevelopmentCorporationprovidesfinancialassistancetocooperativesincludingthosefromweakersections,forinfrastructureandbusinessdevelopmentamongothers."WehavesuggestedasmallamendmenttotheActtoincorporateFPOsforextendingloansandsubsidies,"aseniorAgricultureMinistryofficialsaid.ThegovernmentisencouragingsettingupofFPOsinabigwayandtryingtoprovidecreditfacilitiesthroughvariousschemessothatFPOsbecomeviable,theofficialadded.ThegovernmentisencouragingsettingupofFPOsinabigwayandtryingtoprovidecreditfacilitiesthroughvariousschemessothatFPOsbecomeviable, theofficialadded.FPOs,whichareregisteredundertheCompaniesAct,arefirmsconsistingofsmallandmarginalfarmers.

SmugglershaveturnedtoblackpepperafterrisingexportofbetelnutstoIndiadrewattentionofgovernmentofficials.AccordingtodataofSirsiyaDryPort,Birgunj,importofblackpepperhasdoubledinrecentmonths.Averagemonthlyimportofblackpepperwas42.37tonsin2013/14.Butimportfigureshavealreadyreached173.2tonsinthefirsttwomonthsofthecurrentfiscalyear.BlackpepperischeaperbyRs300perkgintheNepalimarketcomparedtoIndia.BlackpeppercostsRs900inNepal.TraderssayheavydifferenceinpriceisfuelingsmugglingofblackpeppertoIndia.
Theagricultureministrydatashowedthatthetotalsowingareaunderoilseedsat0.46millionhectares(ha)byOctober24thisyear,ascomparedtoanegligible0.16millionhabythesameperiodlastyear.Thesowingareaundermaizealsoshotupto0.07millionhaasofSaturdaycomparedwith0.05millionhainthepreviousyear.Theareaunderjowardeclinedto1.03millionhabyOctober24from1.28millionhabythesameperiodlastyear.Theareaunderpulsesalsoreportedamarginaldeclineto0.33millionhaintherabiseason2014-15comparedto0.38millionhainthepreviousseason.

IndiaexportsofTextileandAppareltoUSAhassurgedby7%duringJanuary-August2014,accordingtoUSDepartmentofCommerce’sOfficeofTextilesandAppareldata.Thesamehasnoticedtheannualgrowthof2%inlastfiveyear.IndiahasexportedtextileandappareltoUSAvaluedUSD4.54billioninAugustthisyearcomparedtoUSD4.26billionpreviousyearduringthesameperiod.CottonCorporationofIndia(CCI) hasnotstartedtheprocurementofcottonatAdilabadmarketyardonMonday,20thOctober2014,asscheduledearlier.CCIofficialrefusedtoprocurecottonatMSPofRs.4050perquintal,duetopresenceofmoisturecontentbeyondthepermissiblelimitof12%.countriescouldfacefallintheexportofcottonanditsproductsincludingyarnandtextilesduetolackofpricecompetitivenessiftheysupportthepoliciesthatsupportpricesabovetheworldmarket.
AccordingtothelatestreportreleasedbyUSDA,asonOctober26,2014,48%ofcottoncropinUSAisinexcellenttogoodcondition,whichwas47%lastweekand44%ayearago.91%bollsopenhasreportedincottonwhichwas86%lastweekand95%asfiveyearaverage.42%ofcottonharvestingreportedwhichwas29%aweekagoand41%asa5yearaverage.Uzbekistanhasfinishedthecottonharvestcampaign.Thefarmersofthecountryhaveharvested3.4milliontonnesofcottonthisyear.Ithasbeenreportedthat90%oftheharvestedcropisofhighgrade.Chinaimportedaround122,900tonnesofcottoninSeptemberthisyear,39% lowerwhencomparedtosamemonthlastyear,reportedChinaCottonAssociation(CCA).Chinaimported2milliontonnesofcotton,38%lowerwhencomparedtosameperiodlastyear.AccordingtothelatestreportreleasedbyUSDA,asonOctober19,2014,47%ofcottoncropinUSAisinexcellenttogoodcondition,whichwas47%lastweekand44%ayearago.86%bollsopenhasreportedincottonwhichwas77%lastweekand90%asfiveyearaverage.29%ofcottonharvestingreportedwhichwas22%aweekagoand31%asa5yearaverage.
